  2. Top CONFIRMATION OF MINUTES

    The minutes of the Transport and Urban Linkages Committee meetings held on Monday, 29 May 2006 and Monday, 8 May 2006 to be confirmed as true and correct records.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    (a)

    The local authority by resolution so decides; and

    (b)

    The presiding member explains at the meeting at a time when it is open to the public,-

     

    (i)

    The reason why the item is not on the agenda; and

     

    (ii)

    The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    (a)

    That item may be discussed at that meeting if-

     

    (i)

    That item is a minor matter relating to the general business of the local authority; and

     

    (ii)

    The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

    (b)

    no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

  6. Top IRELAND PASSENGER TRANSPORT PLAN

    Stephen Selwood, Chief Executive for New Zealand Council for Infrastructure Development will give a presentation on his findings from his recent study trip to Ireland where he met with the Department of Transport to review its Transport 21 integrated transport plan.

    The plan includes a substantial investment in the public passenger transport network for Dublin, a city which is of comparable size to Auckland.

    Recommending that Stephen Selwood be thanked for his presentation to the Committee.

  7. Top DRAFT SUSTAINABLE TRANSPORT PLAN

    Reporting on Auckland City's submission on the draft sustainable transport plan.

    The key points of Auckland City's submission are:

    • Although the intent of the plan is to be applauded, there is insufficient detail regarding roles and funding issues so further revision is necessary
    • The plan's 18 "priority" town centres for funding do not sufficiently align with council or regional strategic programmes and current projects risk losing funding as a result
    • The plan's town centre transport plans duplicate existing council programmes and add an additional layer of complexity
    • The plan's cycling proposals do not correctly include Auckland City's cycle network projects
    • The plan's workplace travel plan proposals have significant implications for council resources and need to be carefully managed
    • The plan needs to include greater funding detail to specify which funding is already committed, which agency is responsible and the timeframe for implementation

    Representatives from Auckland Regional Transport Authority (ARTA) will be in attendance to give a presentation regarding the draft Sustainable Transport Plan.

    Recommending that the Chairman of the Transport and Urban Linkages Committee and the General Manager Transport be delegated the authority to finalise and approve Auckland city's submission on the draft sustainable Transport Plan.

  11. Top NEW ZEALAND WALKING CONFERENCE 2006

    Seeking endorsement from the Transport and Urban Linkages Committee for Graeme Estate, Chairman of the Western Bays Community Board to be included in the Auckland City Council's delegation to attend the New Zealand Walking Conference in November 2006.

    Graeme Estate has a vast knowledge of the subject and has a strong record of advocacy for pedestrians and walkways within Auckland City and the wider community.

    Secretarial Note:

    The Western Bays Community Board considered this item at its meeting held on 17 May 2006 and resolved as follows:

    1. That the Board refers to the Transport and Urban Linkages Committee its endorsement of the attendance of the Chair, Graeme Estate as part of the City's representation at the upcoming New Zealand Walking conference.

    Recommending that the Transport and Urban Linkages Committee considers endorsing Graeme Estate to be included in the Auckland City Council's delegation to attend the New Zealand Walking Conference in Christchurch from 3-4 November 2006.

    Reporting on the two submissions received regarding the renaming of Devon Street in Eden Terrace.

    Recommending to Council that the Transport and Urban Linkages Committee recommends the northern part of Devon Street be renamed "Piwakawaka Street" and that a panel be appointed to hear submissions on the new name.
