  2. Top CONFIRMATION OF MINUTES

    The minutes of the Transport and Urban Linkages Committee meeting held on Wednesday, 13 September 2006 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    (a)

    The local authority by resolution so decides; and

    (b)

    The presiding member explains at the meeting at a time when it is open to the public,-

     

    (i)

    The reason why the item is not on the agenda; and

     

    (ii)

    The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    (a)

    That item may be discussed at that meeting if-

     

    (i)

    That item is a minor matter relating to the general business of the local authority; and

     

    (ii)

    The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

    (b)

    no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following requests have been received to address the meeting:

    4.1 . CAMPAIGN FOR BETTER TRANSPORT - ROSS GALLAWAY AND CAM PITCHERS

    Ross Gallaway and Cam Pitchers will address the Committee regarding the re-opening of the Onehunga rail line and rail access over the second Mangere bridge crossing.

    4.2. TRANSPORTING PRIVATE CARS ON TRAINS - GRAEME POOL

    Graeme Pool will give a presentation to the Committee on the use of trains, in particular the overlander, to transport private cars to reduce driver fatigue and congestion on the roads.

    4.3. PEDESTRIAN SHELTERS AT INTERSECTIONS - GRAEME EASTE

    Graham Easte, Chairman of the Western Bay Community Board will address the Committee regarding pedestrian shelters at intersection where there are no existing canopies.

    4.4 . HOVER TRIAL FOR AUCKLAND - PAUL MINNET

    Paul Minnet, Director, Trip Convergence Limited will address the Committee regarding a proposed hover trial for Auckland.

  6. Top RAILWAY STATION UPGRADE - PROGRESS REPORT

    Reporting on the railway station upgrading progress.

    Representatives from Ontrack and the Auckland Regional Transport Authority (ARTA) will be in attendance to each give a presentation.

    Recommending that Auckland City advocate to Auckland Regional Council (ARC) and central government to resolve the funding commitment for the upgrade programme as soon as possible, that Auckland City work with ARTA and Ontrack on the planning and design of the rail station projects and that the potential for utilising development contributions for rail stations be investigated and reported back to this committee.

  8. Top TRANSIT STATE HIGHWAY 20 MANUKAU HARBOUR CROSSING

    That the Board recommends to the Transport and Urban Linkages Committee that the southern truncated part of Lorne Street (located between Mayoral Drive and St Paul Street) be renamed as Governor Fitzroy Place to remedy problems of confusion for visitors and emergency services.

    Recommending to Council that the southern truncated part of Lorne Street, Auckland City be renamed as Governor Fitzroy Place.

    That the Transport and Urban Linkages Committee delegates the Chairman of Transport and Urban Linkages Committee, Councillor Fryer, Councillor Millar and the General Manager Transport the responsibility of finalising and approving Auckland City's submission to Land Transport New Zealand on the proposed changes to community focused land transport activities.
