  2. Top CONFIRMATION OF MINUTES

    The minutes of the Transport and Urban Linkages Committee meeting held on Wednesday, 8 November 2006 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    (a)

    The local authority by resolution so decides; and

    (b)

    The presiding member explains at the meeting at a time when it is open to the public,-

     

    (i)

    The reason why the item is not on the agenda; and

     

    (ii)

    The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    (a)

    That item may be discussed at that meeting if-

     

    (i)

    That item is a minor matter relating to the general business of the local authority; and

     

    (ii)

    The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

    (b)

    no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    4.1. CYCLE ACTION - BEVAN WOODWARD  

    Mr Bevan Woodward, from Cycle Action wishes to address the Committee on his support for Council's cycle lanes in Mt Albert. This matter is referred to under item 6 of this agenda.

    4.2. CYCLE LANES IN MT ALBERT - JEFF JOHNSON  

    Jeff Johnson wishes to address the Committee on the residents opposition to the proposed cycle lanes in Mt Albert as per the petition tabled at the November meeting signed by 182 residents with the following prayer:

    We, the undersigned residents and/or owners of properties on Mt Albert Road, hereby express our opposition to the revised proposed "no stopping" zones on the eastern side of Mt Albert Road between New North Road and Sandringham Road, because there are alternative solutions that would allow for cycle lanes as well as parking.

    4.3. CYCLE WAYS IN MT ALBERT - KATE LANGHAM  

    Kate Langham, from the Mt Albert Bowling Club wishes to address the Committee on their opposition to the proposed cycle ways in Mt Albert.

    4.4. OKIWI AIRFIELD IMPROVEMENT - MIKE NEWMAN  

    Mr Mike Newman from the North Barrier Residents and Ratepayers Association wishes to address the Committee on their support for a sealed airstrip at Okiwi, Great Barrier Island. This matter is also referred to under item 8 on this agenda.

    4.5. DEPUTATION: FISHER ROAD LAND SWAP - JAY CLARKE  

    Mr Jay Clarke from the Fisher Road Protection Society wishes to address the Committee regarding the proposed Fisher Road land swap. This matter is referred to under item 9 on this agenda.

    4.6. HEAVY VEHICLES ON ORAKEI ROAD - RAYWIN HEAD

    Ms Raywin Head, from the New Zealand Road Transport Association wishes to address the Committee on heavy vehicles on Orakei Road. This matter is also referred to under item 11 of this agenda.

    4.7. HAURAKI GULF ENHANCEMENT SOCIETY - RICHARD THOMPSON  

    Mr Richard Thompson, wishes to address the Committee regarding the Hauraki Gulf Enhancement Society.

    4.8. CONTINUING TRAFFIC OFFENCES IN AUCKLAND - DR PETER BOYS  

    Dr Peter Boys wishes to address the Committee on continuing traffic offences in Auckland.

  6. Top MT ALBERT ROAD PROPOSED CYCLE LANES

    This report is seeking endorsement regarding the cycle lanes on parts of Mt Albert Road and Carrington Road in line with Auckland City's objective to improve travel choice within Auckland City by improving transport options and making walking and cycling safer and easier, while accommodating some of the residents concerns and wishes.

    The report from the Chairman of the Eden Albert Community Board and the Boards subsequent resolutions from their October meeting are also attached behind the report for the Committee's information.

    Recommending that the Committee endorse the revised Mt Albert Road and Carrington Road cycle lane designs and that the cycle lanes be implemented by early 2007, in line with the new traffic bylaw.

  7. Top UPDATE ON THE MT ROSKILL SHARED CYCLEWAY/FOOTPATH

  8. Top OKIWI AIRFIELD IMPROVEMENTS - GREAT BARRIER ISLAND

    Reporting on the option to improve a grassed airfield at Okiwi on Great Barrier Island which is a vital link to the northern part of the island and has potential for growth, particularly from the tourist sector. Advising that currently due to limited drainage and its location the airfield is often unusable during wet weather and invariably closed during winter months.

    Recommending that the Committee supports option B of regrading and drainage improvement and that the funding implementation is considered through the annual planning process for 2007/2008.

  9. Top PROPOSED LAND EXCHANGE FOR ROADING, FISHER ROAD, WAIHEKE

    Advising that the road formation in the lower section of Fisher Road, Waiheke encroaches onto private land and relocation of the road would be expensive. The landowner has agreed to an exchange of equal area of land and the proposed land is not required for road purposes. The proposed exchange has been endorsed by the Waiheke Community Board.

    Recommending that the Committee approves area C SO68406 (approximately 616m2) to be acquired as roads from Lot 4 DP74498 and areas of legal road, Area B SO68406 (approximately 161m2) and Section 1 SO373799 be stopped under section 116 Public Work Acts and be amalgamated into the adjacent property, Lot 4 DP74498, to enable the legal formation of Fisher Road, Waiheke.

  10. Top AMENDMENTS TO CLAUSES 25.14.3 OF BYLAW : SPEED LIMITS

    Advising that following the trial of the 40km/h variable speed limit outside of St Joseph's school in Onehunga an assessment of potential zones was undertaken and this report identifies and prioritises areas for further implementation.

    Recommending the Committee endorse the implementation of the 40km/h school speed zones and recommend to Council amendments to clause 25.14.3 of Bylaw: Speed Limits.

  11. Top HEAVY VEHICLES USING ORAKEI ROAD

    Providing background for the Committee on the issues with heavy vehicles using Orakei Road and the measures utilised to mitigate the situation to date. Further updating the Committee on the results of a survey requested by the Planning and Regulatory Committee before considering extending the hours of the current ban on heavy vehicles in Orakei Road.

    Recommending that the Committee reinforces its commitment to the existing night time ban at Solent Street/Tamaki Drive intersection. That officers work closely with the freight industry, to reduce the impact of heavy vehicles using Orakei Road and Transit New Zealand to put in place a management programme to reduce the impact of night-time motorway closures work.

    Further recommending that the traffic bylaw review for heavy vehicle restrictions including the evaluation criteria, is reported to the Transport and Urban Linkages Committee in 2007 and this report be forwarded to the Planning and Regulatory Committee.

  12. Top SUBMISSION ON THE PROPOSAL TO RENAME THE SOUTHERN PART OF HIGHBURY STREET, AVONDALE

    At the November meeting of the Transport and Urban Linkages Committee a recommendation was forwarded to Council and adopted to change the southern part of Highbury Street to Highbury Court Lane. A copy of the original report and extracts from minutes are attached for information.

    The Avondale Community Board have opposed the alteration to their initial recommendation and at its meeting held on 28 November 2006 as resolved as follows:

    1. That the resolutions from the Transport and Urban Linkages Committee at their meeting on 8 November 2006 be received.
    2. That the Board wishes to point out to the Council that there was need to remove the word 'Highbury' from the Southern part of Highbury Street, Avondale because it has no linkage to the Northern part of Highbury Street, Avondale, and it has caused confusion to New Zealand Post and visitors to properties in the street.
    3. That the Board strongly opposes this suggestion and that the Board's recommendation of Community Lane should stand due to the local knowledge of the Board.

    Recommending that the Transport and Urban Linkages Committee consider rescinding their previous resolutions and endorse the original recommendation from the Board.
