Transport and Urban Linkages Committee meeting held on Wednesday, 13 December
2006 to be confirmed as a true and correct record.
EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |

"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
|

(i) |
The reason why the item is not on the agenda; and |
|
|
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

PUBLIC FORUM
A period of time
(approximately 20 minutes) is set aside for members of the public to address the
meeting on matters within its delegated authority. A maximum of 5 minutes per
item is allowed, following which there may be questions from members.

for its information.

wishes to address the Committee regarding the achievements and direction of the
Committee.
Providing an
overview of the transport actions and developments undertaken since the
formation of the new Transport Division in June 2006 as well as indicating the
anticipated transport measures that will be undertaken in the coming months.
Recommending that
the Committee supports the work of the Transport Division towards the transport
strategy and development of an integrated transport system and that the
Committee agrees the scope of the next State of the Nation report to include
statistics and data, following the completion of the monitoring reports and
analysis of the census data.

AUCKLAND TRANSPORT PLAN SUBMISSION TO AUCKLAND REGIONAL TRANSPORT
AUTHORITY (ARTA)

Advising the
Committee that submissions are due, by 5 March 2007, to ARTA on the Auckland
Transport Plan (ATP), which will become the overarching regional transport
planning document to guide the annual Auckland Land Transport Programme and
influence Transit and Ontrack's annual programmes. The submissions will be
considered by the ARTA Board on 27 April 2007 with the release of the final
document on 1 June 2007.
Recommending that
Auckland City's proposed submission to ARTA's Auckland Transport Plan (ATP) be
endorsed and that the Committee support the continuation of officers
participation in the preparation and development of ATP.

THE LIVEABLE ARTERIALS PROJECT

Reporting on
Auckland City's liveable arterials project that is a priority in Council's
2006/2007 and 2007/2008 "Leading Urban Sustainability' objectives and represents
a substantial contribution by transport to the Mayoral Task Force on Urban
Design and the upcoming Task Force on Sustainability. The liveable arterials
project will deliver a network strategy and a supporting design guide for all
transport related projects on and around arterials.
Recommending that
the Committee support a multi disciplinary and expansive approach to creating
more liveable arterial corridors, this approach will encompass multi modal
transport, urban growth / design, open space and streetscape considerations in
delivering more efficient and integrated packages of improvements proposals for
the arterial networks.

Committee on the Central Transit Corridor project and advising that the works
are now able to proceed to tender for construction. The acceptance of a tender
will be reported to the Committee and to Council and will be subject to
financial assistance being provided by LTNZ.
Recommending that
the Committee endorses the Central Transit Corridor project and calls for
construction tenders and that it be a recommendation to Council that a variation
to the Beca design contract, to the value of $2,720,000 plus $270,000
contingency be approved.

Advising the
Committee that submissions to the Government's 5 discussion documents on New
Zealand's future long-term energy and climate change policy are due by 30 March
2007. In recognition of the strategic significance of energy and climate change
to the whole of the Auckland Region it is recommended that Auckland City
participate in the development of a joint regional submission to each of these
documents, together with the seven other councils.
Recommending that
the Committee endorse Auckland City participating in the development of joint
regional submissions to the Government's 5 discussion documents on New Zealand's
future long-term energy and climate change policy and note that the draft joint
regional submissions will be reported to the March 2007 Economic Development and
Sustainable Business and Transport and Urban Linkages Committee meetings for
approval.

the proposed sale will result in improved pedestrian amenity.
Recommending that
the stopping and sale of legal road described as Section 1 in Appendix A
(approximately 2m2), to be stopped under Section 116 Public Works Act and to be
amalgamated into the adjacent property, Lot 1 DP79735 be approved, subject to
the following:
- Minister of Lands approval
- The purchaser doing works to improve pedestrian safety
- Approval under delegation of terms and conditions of
sale

Committee's information a report from the Arts, Culture and Recreation Committee
at its meeting on 2 February 2007 where it was resolved as follows:
- That the Arts, Culture and Recreation
Committee approve the concept plans for the Broadway Streetscape Upgrade (dated
January 2007) for detailed design and implementation.
- That Timaru bluestone be the predominant
paving material for footpaths within the project scope, extending from Railway
Street to Balm Street on Broadway Newmarket.
- That the report of the Contractor, Asset
Management, dated 24 January 2007 and these recommendations be forwarded to the
Transport and Urban Linkages Committee for their information.
- That the issue of the appropriate process and
criteria for choosing between imported and local products for capital projects
be referred to the General Manager Finance and the General Manager Arts
Community and Recreation to report back to this Committee and to the Finance and
Corporate Business Committee
Recommending that
