EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |

"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |

(i) |
The reason why the item is not on the agenda; and |
|

(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

A period of time
(approximately 20 minutes) is set aside for members of the public to address the

THE LIVEABLE ARTERIALS PROJECT

Reporting on
Auckland City's liveable arterials project that is a priority in Council's
2006/2007 and 2007/2008 "Leading Urban Sustainability' objectives and represents
a substantial contribution by transport to the Mayoral Task Force on Urban
Design and the upcoming Task Force on Sustainability. The liveable arterials
project will deliver a network strategy and a supporting design guide for all
transport related projects on and around arterials.
Recommending that
the Committee support a multi disciplinary and expansive approach to creating
more liveable arterial corridors, this approach will encompass multi modal
transport, urban growth / design, open space and streetscape considerations in
delivering more efficient and integrated packages of improvements proposals for
the arterial networks.

Reporting on the
progress made on the Auckland-Manukau Eastern Transport Initiative (AMETI)
project and in particular a meeting of the AMETI Political Steering Group held
on 28 February 2007.
The AMETI was formed
in 2005 as a partnership between Auckland and Manukau city councils and Auckland
Regional Transport Authority (ARTA) to strategically plan for the movement of
people and goods on both sides of the Tamaki River, from Glen Innes to Botany
Downs.
Recommending that
the recommendations of the Auckland-Manukau Eastern Transport Initiative (AMETI)
Political Steering Group meeting of 28 February 2007 be endorsed by the
Committee and that the information obtained during the community engagement and
subsequent modifications to the package of measures is reported back to Council
in June 2007.

with the ability to pass resolutions on matters left by the Traffic Bylaw 2006
which needs to be regulated, controlled or prohibited by the Council by
resolution. The delegated authority to the subcommittee needs to be in place
prior to the bylaw coming into force on 31 March 2007.
Recommending that
the Committee appoints a subcommittee of officers to be members of a Transport
Resolutions Sub-Committee with delegated authority to make any decisions of
Council under the Traffic Bylaw 2006.

Updating the
Committee on the progress regarding the development of a joint regional
submission on the five discussion documents on New Zealand's future long-term
energy and climate change policy that were released by the government in
December 2006.
At the time of the
agenda going to print the draft joint submissions were still being prepared and
negotiated among the Auckland Councils at officer level. It is therefore not
possible to provide the final submissions to this meeting for approval.
Recommending that
the Committee delegates authority to the Chairs of the Economic Development and
Sustainable Business and Transport and Urban Linkages Committees to approve the
final submissions on the five discussion documents on New Zealand's future
long-term energy and climate change policy that were released by the government
in December 2006

Attaching for the
Committee's information a report considered by the Arts, Culture and Recreation
Committee at its meeting on 5 March 2007 where it was resolved as follows:

That the Arts, Culture and Recreation Committee supports the
continued tenancy of the Mt Wellington Kart Club at 39B Tainui Road, Mt
Wellington, on the basis that this organisation provides significant recreation
and sporting benefits to both the club members and to the local community, and
agrees to a fixed term tenancy from 1 October 2005 to 31 December 2008 (subject
to a six month early termination clause should the site be required to meet the
regional road plans).

That the Arts, Culture and Recreation Committee recommends to the
Transport & Urban Linkages committee that the council supports the continued
tenancy of the Mt Wellington Kart Club at 39B Tainui Road, Mt Wellington, on a
fixed term tenancy from 1 October 2005 to 31 December 2008 (subject to a six
month early termination clause should the site be required to meet the regional
road plans) at a reduced rental of $15,000 per annum plus GST and that this
rental be backdated to 1 October 2005.

That the report by the Leasing Officer, dated
20 February 2007, and the above resolutions be forwarded to the Tamaki Community
Board for their information.
Recommending that
