CONFIRMATION OF MINUTES
The minutes of the Transport and Urban Linkages Committee meeting held on
Wednesday, 14 March 2007 to be confirmed as a true and correct record.
EXTRAORDINARY BUSINESS
Section 46A(7) of the Local Government Official Information and Meetings Act
1987 (as amended) states:
"An item that is not on the agenda for a meeting may be dealt with at that
meeting if-
- The local authority by resolution so decides; and
- The presiding member explains at the meeting at a time when it is open to
the public,-
- The reason why the item is not on the agenda; and
- The reason why the discussion of the item cannot be delayed until a
subsequent meeting."

- That item may be discussed at that meeting if-
- That item is a minor matter relating to the general business of the local

for further discussion."
PUBLIC FORUM
A period of time (approximately 20 minutes) is set aside for members of the
public to address the meeting on matters within its delegated authority. A
maximum of 5 minutes per item is allowed, following which there may be questions
from members.

TRANSIT NEW ZEALAND'S 2007/2008 LAND TRANSPORT PROGRAMME AND 10 YEAR
FINANCIAL FORECAST

Transit New Zealand (Transit) has invited Auckland City Council to make a
submission on their draft 2007/2008 land transport programme (LTP) and 10-year
financial forecast. Transit's draft LTP is, with minor exceptions the same as
Transit's 10 year State Highway Plan and Forecast for 2006/07 to 2015/16,
published in June 2006.
Due to the limited consultation time provided by Transit, the submission period
closes on 30 March 2007, a submission will be made to Transit on 30 March 2007
documenting the recommendations of this report.
Additional comments raised by the committee can be presented to Transit through
the public hearings process which will occur in April 2007. Auckland City
Council will present at the hearings.
Recommending that the Committee endorses the Manager, Transport Strategy's
submission to Transit's draft 2007/2008 land transport programme and 10 year
financial forecast outlining:
- That continued high prioritisation is placed on the early completion of:
- Victoria Park tunnel
- Newmarket Viaduct
- Newmarket Viaduct to Greenlane Auxiliary Lane
- Manukau Harbour crossing
- Continued support for a high priority given to the completion of the Western
Ring route by 2015 (particularly the Waterview Connection) and investigation of
additional funding mechanisms to expedite the completion date;
- Support for the early completion of the Transit NZ strategy studies
particularly those that impact growth, passenger transport, economic development
and access to the airport.
- Auckland City Council to continue to advocate for the investigation and early
completion of SH16 Grafton Gully Stage 3.

TRANSPORT TARGETED RATE DELIVERY REPORT

The transport targeted rate was introduced in 2005 as a means to enable the
Council to accelerate its transport programme through providing guaranteed
capital funding for new transport capital projects. The targeted rate has
allowed Auckland City to develop and deliver with financial surety a large
number of projects that contribute to Auckland City's transport strategy,
Connecting People and Places.
Recommending that the Committee notes that the transport targeted rate funding
enables the delivery of wider transport choices that offer attractive and viable
alternatives to the private motor vehicle.

Updating the Committee with the progress of the Newmarket and Onehunga rail
projects and indicating a way forward in terms of Council's involvement in the
projects.
Officers from ONTRACK and Auckland Regional Transport Authority (ARTA) will be
in attendance to present to the Committee regarding the staging programme for
the Newmarket and Onehunga rail proposals.
Recommending that the Committee supports a joint investigation with ONTRACK into
the potential for closing the rail level crossing in Sarawia Street as a matter
of urgency and to determine the operational impacts on the rail level crossings
that may be experienced due to the reopening of the Onehunga Branch line and
that the Committee supports a joint investigation with ARTA to determine the
most appropriate sites for rail station locations along the Onehunga branch
line.
