    The minutes of the Transport and Urban Linkages Committee meeting held on Monday, 2 April 2007 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    (a)

    The local authority by resolution so decides; and

    (b)

    The presiding member explains at the meeting at a time when it is open to the public,-

     

    (i)

    The reason why the item is not on the agenda; and

     

    (ii)

    The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    (a)

    That item may be discussed at that meeting if-

     

    (i)

    That item is a minor matter relating to the general business of the local authority; and

     

    (ii)

    The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

    no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

  7. Top REVIEW OF RESIDENTS ONLY PARKING SCHEME AND MANAGEMENT OF RESIDENTIAL PARKING

    Seeking the approval of the Committee on changes to the management of Auckland City's residents parking scheme, including new operational guidelines and the phasing out of residents only permits to better meet Council's residents objectives.

    The primary purpose of the residential parking policy is to provide a framework to ration on-street spaces between competing groups, that is residents, visitors, business and commuters, in high demand areas.

    Recommending that the Committee recommends to Council that the proposed operational guidelines to replace the operational sections of the residential parking policy be endorsed and that the extensive communication campaign be launched to inform residents of Auckland City's position on residents parking, particularly for those looking to move to an area that has an existing scheme.

  8. Top BIKE STATION AND BIKE RENTAL FEASIBILITY

    Updating the Committee on the investigation on the feasibility of two initiatives - 'Bike Station' for 300 bikes located at Britomart and a bike rental business using racks located across the CBD, that were presented at the April 2007 meeting.

    Recommending that the Group Manager Transport Strategy be requested to further investigate the feasibility of the Bike Station concept particularly the most appropriate location, scale, business model and facilities and that no further action be taken in relation to the bike rental business using racks located across the CBD.

  9. Top 0800 STOP 4 RED CAMPAIGN

    Updating the Committee on the results of the 0800 Stop 4 Red campaign that was launched on 1 March 2007 until 1 April 2007. The purpose of the educational campaign was to educate drivers of the risks of red light running and to provide the public the opportunity to inform Auckland City on the number of incidents seen in a month.

    Recommending that the report of the Senior Road Safety Co-ordinator, dated 18 April 2007, be received.

  10. Top GRANTING OF EASEMENT ACROSS PUBLIC CAR PARK

    Reporting to the Committee on a property owned by Council at 760-770 Manukau Road, Royal Oak which is currently used as a public car park. The owner of 778-784 intends to develop the property and applied for legal access via Council's car park and was declined as it may potentially jeopardise future re-development at the car park.

    The owner subsequently submitted redevelopment plans utilising its own property for access directly off Manukau Road and at the 3 April 2007 Planning Fixtures Committee it was recommended that further consideration be given to granting access via Council's car park enabling a better safety and traffic management resolution.

    Recommending that the granting of the easement over the Council car park at 760-770 Manukau Road in favour of the property situated at 778-784 Manukau Road be approved, in order to facilitate better traffic management and urban design outcomes, subject to:

    • The full value of the easement to be paid by the applicant in accordance with Council's policy;
    • The location of the easement being able to be varied at Council's discretion should the car park be required for re-development at the applicants cost.

  11. Top MOUNT ALBERT ROAD/ SANDRINGHAM ROAD INTERSECTION IMPROVEMENT

    Reporting to the Committee on the proposed improvements for the Mt Albert Road/ Sandringham Road intersection, to provide for the expedient completion of the State Highway 20 (SH20) Western Ring Route, including the Mt Roskill extension which is an essential component of the overall scheme to provide a safe and efficient transport system for the 2011 Rugby World Cup.

    Recommending that the Committee endorses the Mt Albert Road/ Sandringham Road intersection design for public communication and the commencement of negotiations to purchase a portion of land, in excess of that already designated, on the electricity sub-station site.
