EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |
|
"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
|
|
(i) |
The reason why the item is not on the agenda; and |
|
|
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |
|
Section 46A(7A) of the Local Government Official Information and
Meetings Act 1987 (as amended) states: |

"Where an item is not on the agenda for a meeting,- |
|
(a) |
That item may be discussed at that meeting if- |
|
|
(i) |
That item is a minor matter relating to the general business of the
local authority; and |
|
|
(ii) |
The presiding member explains at the beginning of the meeting, at a time
when it is open to the public, that the item will be discussed at the
meeting; but |
|
(b) |
no resolution, decision, or recommendation may be made in respect of
that item except to refer that item to a subsequent meeting of the local
authority for further discussion." |
PUBLIC FORUM
A period of time
(approximately 20 minutes) is set aside for members of the public to address the
meeting on matters within its delegated authority. A maximum of 5 minutes per
item is allowed, following which there may be questions from members.
At the close of the
agenda no requests to speak had been received.
AUCKLAND MANUKAU EASTERN TRANSPORT INITIATIVE (AMETI)

Reporting on the
Auckland Manukau Eastern Transport Initiative (AMETI) community engagement
process which was undertaken on the AMETI package of transport measures, a
tripartite project between Auckland City Council, Manukau City Council and
Auckland Regional Transport Authority.
Recommending to Council
that the recommendations of the AMETI Political Steering Group of 12 July 2007
be endorsed to deliver a step change in the level of investment for passenger
transport infrastructure including a transport hub at Panmure, and to deliver
walkable town centres and a connected street network with quality urban
environments for the Tamaki Edge, and in particular:
- That the findings of the AMETI community engagement report be
endorsed;
- That the recommended route concepts and design refinements to the
package of AMETI transport measures, that have been developed from the community
engagement and urban design review process, be endorsed;
- That design changes to the Northern Sector and Central Sector be
endorsed.

Attaching a notice of
motion from Councillor Caughey requesting officers to report back to the
September 2007 meeting of the Transport and Urban Linkages Committee on the
following:
- Amending the district plan to remove the roading component of the designation
requirements of the Proposed Eastern Transport Corridor across Hobson Bay to
Glen Innes and south to Tainui Rd, including D14-05 and E15-01 as relevant,
while allowing provision for the expansion of the rail corridor;
- Initiating provision for the development of a dedicated off road
walkway and cycleway stretching from the city, across Hobson Bay to Glen Innes
and beyond as appropriate, parallel and adjacent to the rail corridor;
- Initiating provision for a fresh requirement for a
designation/zoning for a ferry service landing and for recreational
opportunities, made possible by the removal of the requirement for the Proposed
Eastern Transport Corridor designation on the Pinot site in Orakei Rd and from
the Orakei headland.
