CONFIRMATION OF MINUTES
The minutes of the
ordinary Transport and Urban Linkages Committee meeting held on Wednesday, 11
July 2007 and the extraordinary Transport and Urban Linkages Committee meeting
held on 20 July 2007 to be confirmed as true and correct records.
EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |

"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
|
|
(i) |
The reason why the item is not on the agenda; and |
|
|
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

PUBLIC FORUM
A period of time
(approximately 20 minutes) is set aside for members of the public to address the
meeting on matters within its delegated authority. A maximum of 5 minutes per
item is allowed, following which there may be questions from members.

WAITEMATA HARBOUR CROSSING STUDY

Reporting on an
evaluation study undertaken by Transit New Zealand for an additional Waitemata
Harbour Crossing. Transit has indicated that its preferred option is a tunnel
connecting the toll plaza area on the northern side of the harbour to a southern
connection beneath the Wynyard Quarter along the Daldy St alignment which is in
conflict with Council's proposed development on Wynyard Quarter.
A joint study will
be undertaken over the 2007/2008 period by Auckland City Council, Auckland
Regional Transport Authority (ARTA), Auckland Regional Council, Transit New
Zealand and North Shore City Council with the aim of developing a regional
agreement on the form, function and location of any future crossing.
Recommending that
participation in the joint regional study be noted and that a primary
representative along with an alternate be nominated for the Northern Corridor
steering group. Further noting that approximately $250,000 of the 2007/2008
Transport Strategy operational expenditure budget will be diverted to the study.

Reporting on the
trial project, "self explaining for sustainable communities (SER)" which is
designed to make drivers aware that they are in an area where pedestrians and
other users are important. It is hoped this will create safer, lower speeds (40
km/h or less), more consistent conditions and less through traffic, on
residential streets.
Recommending that
the Committee supports and endorses the "self explaining for sustainable
communities (SER) trial while considering the selection criteria for the sites.
Further recommending that the outcome of the trial be reported back to the
Transport and Urban Linkages Committee.

Council's position in a collaborative alliance with suppliers (on a 5 year trial
basis) with regards to delivering transport asset renewal and operational
maintenance services for one third of the isthmus west of Dominion Road, Grafton
Gully and The Strand.
Recommending that
the procurement of an alliance partner to deliver renewal and operational
maintenance services to all the transport assets west of a line along Dominion
Road, Grafton Gully and the Strand, be endorsed.

International Charter for Walking which promotes the benefits of walking for
transport and leisure, and advocates for pedestrian-friendly streets and
communities which is in line with Council's Footpath Policy, Cycling and Walking
Strategy and Citywide Urban Design Framework, and Long-term Council Community
Plan (LTCCP).
Recommending that
the Committee supports the International Charter for Walking and endorses the
Chairperson of the Committee to sign the charter on behalf of Council.
