held on Wednesday, 13 April 2005 be confirmed as a true and correct record.

EXTRAORDINARY BUSINESS
BUS STRIKE AND ITS IMPLICATIONS FOR RESIDENTS OF AUCKLAND CITY
That, because this matter of the public being affected by lack of buses
arose after the agenda was printed, and because the Transport and Urban
Linkages Committee has issues with the contract issues and the inadequacy of
the performance measures and contingency planning where one of the transport
modes is not available either through industrial action or a natural
catastrophe, this matter be discussed as an extraordinary item.

Mr Woodward tabled a copy of his submissions.
That Mr Bevan Woodward of CAA (Cycling Action Auckland) be thanked for

EASTERN TRANSPORT CORRIDOR / EASTERN TRANSIT INITIATIVE UPDATE REPORT
- That the Transport and Urban Linkages Committee:
- Endorse the revised project scope as amended by the following:
To amend the 5th bullet point of the Revised Project Scope
Attachment 1 by adding after 'sprawl': '…in a manner that
ensures transition to a sustainable, 'compact city' urban
form.'
Under Key Benefits:
Insert in each bullet point the word sustainable as follows:
- 'Sustainably' managing…
- Improving 'sustainable' mobility…
- Promoting 'sustainable' economic…
as a basis for the Council's involvement in the project.
- Authorise His Worship the Mayor and the Chief Executive
Officer to sign the Memorandum of Understanding on behalf of the
Council.
- That the Manager, Transport Planning, report back on the Allens
Road project following Transit New Zealand's presentation to the
June 2005 meeting of the project Political Steering Group.
- That the Transport and Urban Linkages Committee Chairman,
Councillor Richard Simpson, write to the Auckland Regional Transport
Authority (ARTA) Board Chairman, strongly encouraging ARTA to take a
full role in the future planning and development of the project.
- That the Transport and Urban Linkages Committee recommend to the
Eastern Transport Corridor Project Group that a reference group be
established, comprising key stakeholders that may be impacted upon by
the project.
- That the Manager, Transport Planning, report back on potential
projects that may be required given the changes to the Eastern
Transport Corridor project.

Councillor Armstrong requested that his vote against the above resolution be
recorded.
UNIVERSITIES TRAVEL PLAN
- That the Transport and Urban Linkages Committee endorse:
- The Auckland City Council's involvement in the joint project
team involved in the development of the universities travel plan for
the Central Business District (CBD) campuses.
- The Auckland City Council becoming a signatory to the
Memorandum of Understanding.
- That the Auckland City Council requests ARTA to follow the
principles adopted for travel to the two University campuses in the CBD
and request that elimination of unnecessary vehicle use to secondary
schools be encouraged.

TRANSIT NZ STATE HIGHWAY (SH) 1 HARBOUR BRIDGE TO CITY (HBTC)
- That the Transport and Urban Linkages Committee:
- Reaffirm its commitment to working with Transit NZ to expedite
completion of the SH1 Harbour Bridge to City project, a component of
the Central Motorway Improvements.
- Reaffirm the Auckland City Council's position to Transit NZ
that the option of widening the current viaduct is unacceptable.
- Strongly support the use of regional funding to fund the
Harbour Bridge to City project, with the understanding that the region
will continue to advocate that these projects are funded from national
funds wherever possible.
- That Transit New Zealand be:
- Requested to investigate the implementation of northbound and
southbound bus priority measures through the St Mary's Bay corridor
to accommodate and link into the proposed Northern busways.
- Informed that Victoria Park is an irreplaceable and valued
community asset and that the useable area of park should not be
further compromised.
- Requested to respond to the Transport and Urban Linkages
Committee on the effect of the ramp metering project on the HBTC
project and CMJ Stage 2.
- Informed that the Auckland City Council expects the
improvements to be designed to mitigate the impact of the corridor
through Victoria Park by trenching and tunnelling.
- That the project be expedited to realise the full benefits of the
other component projects of the Central Motorway Improvements that are
either completed or due for completion by the end of 2006.
- That the project be co-ordinated with the Auckland City's CBD
into the future project work particularly the development of the
Victoria Quarter plan including the proposed plan change and the
redevelopment of Wynard Wharf.

TRANSIT NZ STATE HIGHWAY (SH) 1, ELLERSLIE PANMURE HIGHWAY NORTHBOUND
ON-RAMP PROPOSED IMPROVEMENTS
That Transit New Zealand be:
- Informed that the Transport and Urban Linkages Committee's and
the Maungakiekie Community Board's preferred option for the upgrade of
the Ellerslie northbound on-ramp is Option 2, the construction of an
auxiliary lane.
- Requested to respond to the Transport and Urban Linkages Committee
and the Maungakiekie Community Board on the effect of their
ramp-metering project on the proposed improvements at the Ellerslie
northbound on-ramp.

SOUTHWESTERN TRANSPORT CORRIDOR MEMORANDUM OF UNDERSTANDING
That the Transport and Urban Linkages Committee:
- Endorse the South-western Transport Corridor Memorandum of
Understanding, but request the following addition to Schedule 6
Potential Component Projects, Walking and Cycling:
"Extend the West Auckland City Walkway Network".
- Request that His Worship the Mayor and the Chief Executive Officer
sign the South-western Transport Corridor Memorandum of Understanding on
behalf of the Auckland City Council.

CONSULTATION ON PROPOSED BUS PRIORITY MEASURES AT NEW NORTH ROAD,
BOND STREET AND SANDRINGHAM ROAD INTERSECTION
- That it be a recommendation to the Council that the following
alteration of the Auckland City Consolidated Bylaw 1999, to add a new
subclause (ii) in clause 25.5.5 (w), be approved:
The traffic lane on the southern side of New North Road:
- commencing at a point 35 metres east of the eastern kerb
alignment of Bond Street and terminating at a point 6 metres east of
the eastern kerb alignment of Bond Street. The restriction on the use
of this traffic lane shall apply at all times.
- That the Eden/Albert Community Board be informed of the outcome of
the public consultation process.
- That the bus priority measures for the New North Road/Bond Street
intersection be approved for implementation.

FANSHAWE STREET WIDENING AND BUS PRIORITY PROJECT
That the Transport and Urban Linkages Committee approve the release of
tender documents for stage 2 construction works of the Fanshawe Street
widening and bus priority project.
CARRIED
CENTRAL AREA WEST BUS PRIORITY SCHEME OVERVIEW
- That Transport and Urban Linkages Committee note the progress made
on the Central Area West bus priority project.
- That the section of southbound bus lane south of Wyndham Street
have green pavement surface laid at inception to aid with traffic
management.
- That bus lane colouring consistent with the regional standards
adopted by the Council be considered as part of the review following
several months of bus lane operation.

VICTORIA STREET WEST BUS PRIORITY
- That it be a recommendation to the Council that the following
resolution to introduce a new bus lane on Victoria Street West be
approved:
That pursuant to Clause 25.5.7 of Part 25 Traffic of the Auckland
city Consolidated Bylaw 1998, Clause 25.5.5 by amended by the addition
of a new sub-clause 25.5.5 (a), which reads:
- The traffic lane on the southern side of Victoria Street West:
- Commencing at the point 25 metres east of the easternmost
kerb alignment of Wellesley Street West and terminating at a point
35 metres west of the easternmost kerb alignment of Wellesley
Street West. This restriction on the use of this traffic lane on
the southern side of Victoria Street West shall apply at all time.
- That the proposed Victoria Street West bus advance lane at the
intersection of Victoria Street West, Wellesley Street West and Halsey
Street and a bus pocket west of this intersection on Victoria Street
West proceed to installation.

CONNECTING PEOPLE AND PLACES AUCKLAND CITY'S TRANSPORT STRATEGY
That the Connecting People and Places Auckland City's Transport
Strategy be approved for final publication.

AMENDMENTS TO CLAUSES 1.1.1 AND 25.12-25.17 OF BYLAW: SPEED LIMITS
The Chairman moved:
- That, as only three submissions were received on the proposed
amendments to the Speeding Bylaw and all were in favour and none wished to
be heard, it be a recommendation to the Council that the Auckland City
Council:
- Note that its decisions are made in accordance with the
applicable provisions of section 77-82 of the Local Government Act 2002
("LGA 2002"), and the Council has under section 79 in its
discretion made judgments determining that the procedures adopted are
appropriate to achieve compliance;
- Record that the special speed limits (other than 50km/h in urban
areas and 100km/h in rural areas) currently in force in the Council's
territory and which would be validated if the proposed bylaw amendments
are adopted, are set out in the schedules entitled "Special Saved
Speed Limits".
- Endorse the schedules entitled "Special Saved Speed Limits"
and plans entitled "Auckland City Speed Limits Plan No.AKS0001/1 and
Auckland City Speed Limits Plan No. AKS0002/1 Waiheke Island".
- Amend clauses 1.1.1 and 25.12 - 25.17 of the bylaw as detailed
in Appendix 1 and relating to the definition of roads, speed limits and
speed limit rules.
Councillor Sefuiva moved an amendment:
- That the Traffic Safety Manager report back to the Transport and
Urban Linkages Committee on the need to apply lower speed limits on some
heavily used multi-purpose routes to improve safety for multiple road
users.
The amendment was put and CARRIED.
The Chairman put the substantive motion:
- That as only three submissions were received on the proposed

PARNELL PAY AND DISPLAY PARKING TRIAL
- That the Parnell pay and display trial be undertaken for three
months with the tariff set at $1 for half an hour, $2 for the first
hour, $3 for the second hour, $4 for the third hour and $5 for each
additional hour.
- That the Manager, Traffic and Roading Services, report back to the
Transport and Urban Linkages Committee on the result of the Parnell pay
and display trial.

ROAD SAFETY QUARTERLY REPORT
That the quarterly road safety report from the Road Safety Coordinator,
dated 13 April 2005, be received.

DECLARATION OF LAND TO BE ROAD AND OTHER LAND TO SURPLUS AND SOLD
198 GREENLANE WEST, GREENLANE.
- That, in order to declare land road and dispose of surplus land,
the Transport and Urban Linkages Committee approve that the three-metre
wide strip along the Greenlane West frontage of the property at 198
Greenlane West, Greenlane comprising 122m2 and being part of Lot 176 DP
18124 Certificate of Title 9B/370, be vested as legal road.
- That it be a recommendation to the Finance and Corporate Business
Committee:
- That approval be given to declare the balance interest in the
land at 198 Greenlane West, comprising 1182m2 and being the leasehold
estate created by lease B930177 in Lot 176 DP 18124 Certificate of
Title 9B/370, surplus to council's public work requirements.
- That it be noted that Auckland City Council has complied with
its obligations under section 40 of the Public Works Act 1981 and
therefore approval is given to dispose of the balance interest in the
land in accordance with the requirements of section 42 of the Public
Works Act 1981, on terms and conditions to be approved under
delegation.

DECLARATION OF COUNCIL LAND AS ROAD 93-99 ROSEBANK ROAD, AVONDALE
That it be a recommendation to the Council that, in order to regularise
the boundary between the Avondale Community Centre and the legal road, and
pursuant to Section 114 of the Public Works Act 1981, the Sections 1, 2 and
3 SO 350262 totalling 84m2 (being part of 93-99 Rosebank Road, Avondale) be
declared to be road.

RENAMING OF PARTS OF GRAFTON GULLY
- That it be a recommendation to the Council that the names for two
parts of roads in the Grafton gully area (Grafton Road and Stanley
Street) be adopted, and that consultation with affected parties takes
place on renaming the third part of road as 'Henry Niccol Place'.
- That, when the preferred appropriate street becomes available in
Parnell for renaming, "Harold Goodman Place" be considered.

- To use all practical measures to accelerate resolution of the
present dispute and reconsider performance measures in all future
contracts.
- To urge ARTA and ARC to seek a change to legislation to gain
more appropriate control of bus services in the city.
The Chairman moved an amendment:
- That the Manager Transport Planning report to the July 2005 meeting
of the Transport and Urban Linkages Committee on:
- ARTA's contingency plans with respect to passenger transport
mode failure.
- Performance management clauses within the current services
agreements; and
- Depending on the findings in A and B above, make
recommendations for advocacy to ARTA to ensure future service
performance contracts adequately address matters of contingency planning
and service provider performance.
