    4.7. Proposed INSTALLATION OF A SOLID MEDIAN on fanshawe street – STEVE WALLS

    That Mr Steve Walls, Firestone Fanshawe Street, be thanked for his submission to the Committee, regarding the proposed installation of a solid median on Fanshawe Street, and that it be taken into consideration when Item 18 is discussed.

  6. Top UPDATE ON THE USE OF ORAKEI, NGAPIPI AND KEPA ROADS BY HEAVY MOTOR VEHICLES

    The Chairman of the Eastern Bays Community Board, Mr Brian Slater, spoke to this item.

    The Chairman put the motion in parts as follows:

    A, B and D were put together.

    1. That the Transport and Urban Linkages Committee endorse:
      1. The work of the Orakei Road Working Party and that it be extended to also cover Ngapipi and Kepa Roads with the Eastern Bays Community Board invited to be represented on the Working Party.
      2. The continued efforts of the Road Transport Forum with their on-going monitoring and media campaign to reduce container vehicle use on Orakei, Ngapipi and Kepa Roads.

    CARRIED

    1. That the Manager, Traffic and Roading Services, be requested to report back to the Transport and Urban Linkages Committee in February 2006 on the results of the progress achieved by the Road Transport Forum and the on-going communication between Auckland City Council and the Ports of Auckland.

    CARRIED

    1. That the Manager, Traffic and Roading Services, be requested to investigate the implementation of a bylaw or other appropriate measures to restrict the use of heavy trucks capable of carrying shipping containers along Orakei, Ngapipi and Kepa Roads and to report back to the Transport and Urban Linkages Committee, noting that the usage of these roads is interdependent and that isolated solutions for one road could transfer the problem to other roads.

    A show of hands was called for on C which resulted in 7 votes cast for the resolution and 2 against. The resolution was declared CARRIED

    1. That Traffic and Roading Services officers, with input from the Road Transport Forum, be requested to work towards a policy to eliminate heavy vehicles and commercial traffic from collector and arterial roads where there is a higher designation alternative.

    CARRIED

    1. That the Transport and Urban Linkages Committee request the Police to investigate the use of CCTV cameras along Orakei, Ngapipi and Kepa Roads in order to obtain evidence of offending heavy vehicles.

    A show of hands was called for on E which resulted in 4 votes cast for the resolution and 5 against. The resolution was declared LOST

  7. Top USE OF BUS LANES BY TOTAL MOBILITY TAXIS

    A letter from Tim Reddish, Executive Director of the New Zealand Taxi Federation was tabled at the meeting.

    [ATTACHMENT 7A]

    1. That the Transport and Urban Linkages Committee:
      1. Support the use of the Bus Priority Network by vehicles providing transport for the Prison Service and authorised Special Needs Groups, including by registered Total Mobility Taxis carrying passengers, provided that this does not compromise the effectiveness and safety of the priority lane network.
      2. Does not support the general use of the Bus Priority Network by general taxis and high occupancy vehicles, due to the adverse implications for road safety and priority lane effectiveness.
      3. Request that the opportunity for limited access to bus lanes by Special Needs Groups be considered as part of the wider Auckland City Council consolidated bylaw review process.
    2. That the letter from Tim Reddish, Executive Director of the New Zealand Taxi Federation, dated 8 July 2005 regarding Total Mobility Vehicles' use of bus lanes, be received.

    7.1. CHAIRPERSONS' REPORT – HOBSON COMMUNITY BOARD, 17 MAY 2005

    That the resolution from the Hobson Community Board meeting on Tuesday 17 May 2005 regarding Total Mobility Taxi use of Bus Priority Lanes, be received.

    7.2. NEW ZEALAND TAXI FEDERATION

    That the resolutions from the Maungakiekie Community Board meeting on Thursday 16 June 2005 regarding Total Mobility Taxi use of Bus Priority Lanes, be received.

  8. Top RESIDENTIAL PARKING ZONE REPORT

    That the Transport and Urban Linkages Committee:

    1. Endorse the introduction of residential exempt parking zones.
    2. Amend the residential parking policy by the insertion of the following statements: "9.3.3 Establishment of residents exempt parking zones.

    Residential exempt parking zones may be established in residential areas where there are existing residential exempt parking schemes on contiguous streets and which are contained by clear physical boundaries such as arterial roads or motorways or natural boundaries such as open space reserves. Clear boundaries are required to prevent residents commuting between residential areas.

    The establishment of residential exempt parking zones allows permit holders to park in schemes located in neighbouring streets. This would increase flexibility for the permit holders to find a parking space in high demand periods. The establishment of residential exempt parking zones will be subject to existing consultation requirements."

  9. Top RESIDENTS PARKING FOR HERITAGE PROPERTIES

    This Item was deferred to the 10 August 2005 meeting of the Transport and Urban Linkages Committee to allow for the development of eligibility criteria and procedures for multi-unit dwellings that are scheduled historic buildings or located in conservation areas.

  10. Top ELLERSLIE PARKING PLAN

    The Chairman moved:

    1. That the Transport and Urban Linkages Committee, in accordance with the Auckland City Council Isthmus Parking Policy (adopted in April 2003), endorse the implementation of the Ellerslie Parking Plan to improve parking management around Ellerslie Town Centre.
    2. That the resolutions from the Maungakiekie Community Board meeting on Thursday 16 June 2005 regarding the Ellerslie Parking Plan, be received.

      Councillor Northey moved an amendment:

    3. That the Transport and Urban Linkages Committee request that particular attention be given to the potential for providing a park and ride facility to support the upgraded Ellerslie Rail Station as a medium-term consideration.

    The amendment was put and CARRIED

    The Chairman put the substantive motion as follows:

    1. That the Transport and Urban Linkages Committee, in accordance with the Auckland City Council Isthmus Parking Policy (adopted in April 2003), endorse the implementation of the Ellerslie Parking Plan to improve parking management around Ellerslie Town Centre.

    Councillor Armstrong moved:

    That the Chairman of the Transport and Urban Linkages Committee be authorised to attend the Road Controlling Authority Forums, to be held in Wellington on 12 August 2005 and 9 December 2005.

  12. Top EASTERN TRANSIT INITIATIVE UPDATE

    The Chairman moved:

    1. That the Transport and Urban Linkages Committee approve:
      1. The recommencement of the investigation phase of the Eastern Transit Initiative to the determination of a preferred project option.
      2. The amendment of the Memorandum of Understanding to reflect the amendments proposed by the project parties and the revised project scope and two-part approach, and that the Chief Executive be given delegated authority to approve the final draft for execution.
      3. That the Project Director makes an application to Land Transport New Zealand to contribute funding towards the work required to complete the Eastern Transport Initiative investigation phase.
      4. The change of the project name to the Auckland-Manukau Eastern Transport Initiative.

      Councillor Northey moved an amendment:

    2. That the Transport and Urban Linkages Committee and the Tamaki Community Board be thoroughly briefed on the options, within Auckland City, for the Eastern Transport Initiative, including:
      • the possible new road between Tainui Road and Mount Wellington Highway
      • the possible changes to Morrin Road
      • the possible widening of Waipuna Road
      • the possible widening of Mount Wellington Highway
      • the possible changes to the Panmure Roundabout
      • the possible road from Allens Road to Neilson Street
      • at, or before, the 10 August 2005 meeting of the Transport and Urban Linkages Committee.

      The amendment was put and CARRIED

      Councillor Armstrong moved an amendment:

    3. That the Transport and Urban Linkages Committee note the advice of Transit, in their letter dated 1 June 2005, regarding the effect of the removal of the road components from Glen Innes to the City has a consequential effect on Southern Motorway congestion and limits the level of Government financial contribution to Auckland's traffic congestion problems.

    The Chairman moved an amendment:

    1. That the Transport and Urban Linkages Committee advocate to Auckland Regional Transport Authority (ARTA) that future rail connections to the Eastern Suburbs, and establishment of stations at Tamaki and Panmure as multi-modal hubs, incorporate park & ride and walkway and cycleway access.

    The amendment was put and CARRIED

    The Chairman put the substantive motion as follows:

    1. That the Transport and Urban Linkages Committee approve:

  13. Top PROPOSED ROAD STOPPING – ANGLESEA STREET, FREEMANS BAY

    That the Transport and Urban Linkages Committee approve the notification of the road stopping of Section A (approx 38m2) Plan SO 67990 under the process of the 10th Schedule of the Local Government Act 197 for the purpose of selling the land to the owner of the adjacent property – 28 Anglesea Street.

  14. Top CONTINGENCY PLANNING AND PROCUREMENT FOR PASSENGER TRANSPORT SERVICES

    1. That the Transport and Urban Linkages Committee endorse the Auckland Regional Transport Authority (ARTA) best practice review for passenger transport procurement and advocate for:
      • Passenger transport procurement procedures to be responsive and flexible, to enable passenger services to meet the needs of the community.
      • Procurement procedures to produce the best possible quality and level of services to make the best use of the existing and new passenger transport infrastructure provided by Auckland City Council.
      • Procedures that enhance the ability to achieve integrated services between different operators.
    2. That the Auckland Regional Transport Authority (ARTA):
      1. Be informed of the Transport and Urban Linkages Committee resolutions regarding Contingency Planning and Procurement for Passenger Transport Services.
      2. Be requested to present the results of their best practice procurement review to the 10 August 2005 meeting of the Transport and Urban Linkages Committee.
    3. That the Transport and Urban Linkages Committee request Central Government to address the broader need for protection of critical infrastructure, recognising the increasing interplay and interdependency between infrastructures and the strains that civil emergencies can have on the viable operational of Auckland City.

  15. Top INTEGRATED TICKETING AND FARES – PROGRESS REPORT

    That the Transport and Urban Linkages Committee:

    1. Confirm the urgent need for the introduction of an integrated ticketing and fare system for passenger transport services in the Auckland Region.
    2. Note the progress made by the Auckland Regional Transport Authority (ARTA) on reviewing the region's fare structure and encourages ARTA to move urgently to implement the findings of the Auckland Passenger Transport Fare Structure Study.
    3. Request that the outcome of the Auckland Passenger Transport Fare Structure Study be reported to the Committee when it becomes available.
    4. Request that the Auckland Regional Transport Authority's integrated ticketing group examine a wide range of compatible technologies for the delivery of the scheme including the use of web technology, smart cards and cellular phones.
    5. Request the Auckland Regional Transport Authority to consider the broader ramifications of integrated ticketing to enable incentives to encourage a modal shift towards public transport.

  16. Top CENTRAL AREA WEST BUS PRIORITIES

    That it be a recommendation to the Planning and Regulatory Committee:

    1. That the following clauses of section 25.5.5 of the Consolidated Bylaw be altered to read:
      1. The traffic lane on the western side of Albert Street:
        1. Commencing at a point 7 metres north of the northern kerb alignment of Swanson Street and terminating at a point 6.5 metres south of the southern kerb alignment of Wolfe Street.
    2. That section 25.5.8 of the Consolidated Bylaw be altered to include the following clauses:
      1. Proceed straight ahead across Fanshawe Street from the northbound left turn only lane of Albert Street at all times.

  17. Top HOBSON STREET – BYLAW AMENDMENT TO PROVIDE BUS PRIORITY

    That it be a recommendation to the Council:

    1. That, pursuant to Clause 25.5.9 of Part 25 – Traffic of the Auckland City Consolidated Bylaw 1998, in order to allow large passenger service vehicles to use traffic lanes in a manner that is not available to other traffic on Hobson Street, Clause 25.5.8 be amended by the addition of new sub-clauses 25.5.8 (m) and (n), which reads:
      1. Proceed straight ahead across Wellesley Street West from the southbound left turn only lane of Hobson Street at all times.
      2. Proceed straight ahead across Cook Street from the southbound left turn only lane of Hobson Street at all times.
    2. That the amendments to Clause 25.5.8 be publicly notified.

    1. That the Transport and Urban Linkages Committee:
      1. Approve the installation of a solid median on Fanshawe Street between Halsey Street and Nelson Street as part of the Fanshawe Street Widening and Bus Priority Project being undertaken as part of the Northern Busway project.
      2. Approve the streetscape plans for the Fanshawe Street Widening and Bus Priority Project.
    2. That opportunities for the installation of public artwork, as identified in the Fanshawe Street streetscape plan, be reported to the Public Artwork Sub-Committee for determination of timeframes and design processes.
    3. That the letter from Glen Philips and Curtis Reid, Network Development Managers, BP Oil NZ Ltd, tabled at the meeting, dated 8 July 2005 regarding the proposed installation of a solid median on Fanshawe Street be received.

    1. That the Transport and Urban Linkages Committee:

  19. Top FANSHAWE STREET WIDENING AND BUS LANE CONTRACT ACCEPTANCE PR/04/429

    1. That it be a recommendation to the Council that the tender submitted by HEB Contractors Limited for the sum of $4,220,018.59 (plus GST) for Contract PR/04/429 Fanshawe Street Widening and Buslane Contract be accepted.

      For report to Council

    2. That the Transport and Urban Linkages Committee approve:
      1. That a contingency sum of $500,000.00 be allocated for unforeseen circumstances during the contract for PR/04/429 Fanshawe Street Widening and Buslane Contract.
      2. The acceptance of the quotation submitted by Waste Management Limited in the sum of $350,000.00 (plus GST) for disposal and testing of contaminated material at the Redvale Landfill.
