PUBLIC FORUM
4.1. RESIDENTS PARKING FOR HERITAGE BUILDINGS SARA ELLIS
Ms Ellis outlined some of the issues in respect of parking in
Cracroft Street from a resident's perspective.
[ATTACHMENT 4.A]That Ms Sara Ellis be thanked for her submission to the
Transport and Urban Linkages Committee regarding residents parking for heritage
buildings, and that it be taken into consideration when Item 6 is discussed.

4.2. RESIDENTS PARKING FOR HERITAGE BUILDINGS - ANTHONY HOLMES That Mr Anthony Holmes be thanked for his submission to the
Transport and Urban Linkages Committee regarding residents parking for heritage
buildings, and that it be taken into consideration when Item 6 is discussed.

RESIDENTS PARKING FOR HERITAGE PROPERTIES
The Chairman moved:
- That it be a recommendation to Council that an amended
Residential Parking Policy be approved, which will allow residents of multi-unit
dwellings that are scheduled historic buildings or located in conservation areas
to be eligible for the residents exempt parking scheme.
- That the Transport and Urban Linkages Committee:
- Note that the residents parking policy is one component
of a wider programme of travel demand management measures that includes
intensified urban living areas, bus priority measures, cycling and walking
facilities and other measures (such as parking management) designed to influence
travel behaviour.
- Request that Council officers develop and implement a
communications and marketing plan to increase general public awareness of the
residents parking schemes.
- Request that the Manager Traffic and Roading Services
ensure that selective enforcement procedures be regularly carried out in the
residents parking scheme areas.
Councillor Sefuiva moved an amendment
That the following be added to A after ' conservation areas':
"...or any cross-lease or multi-unit dwellings established as
part of the original subdivision prior to 1920…"
- That further discussions be held with the Heritage
Division of the Auckland City Council so that character buildings can be
considered for permit eligibility on a site-by-site basis.
The amendment was put and CARRIED
Councillor Caughey moved an amendment to A
Add after "1920"
"…for the residents exempt parking or other appropriate scheme."
A show of hands was called which resulted in 3 votes for the amendment and 5
votes against. The amendment was declared LOST
The meeting was adjourned at 3.05pm and re-convened at 3.15pm
The Chairman put the substantive motion:
- That it be a recommendation to the Council that an

SUBMISSION ON THE DRAFT REGIONAL LAND TRANSPORT
STRATEGY 2005
The Chairman Councillor Richard Simpson declared that he was a
member of the Hearing Panel authorised to hear submissions on the strategy and
therefore had a conflict of interest. He vacated the chair and left the room
for this item. The Deputy Chairman, Councillor Glenda Fryer assumed the Chair
for this item.
The Chairman moved:
That the Transport and Urban Linkages Committee:
- Endorse the Auckland City Council submission on the
draft Regional Land Transport Strategy 2005 for forwarding to the Auckland
Regional Council's Regional Land Transport Committee by 15 August 2005.
- Appoint the General Manager Transport as Auckland City
Council's spokesperson at the Auckland Regional Council's Regional Land
Transport Strategy 2005 hearings in September 2005.
Councillor Northey moved an amendment with the following added
to recommendation 8.2 of the submission:
"This is because a sole focus on weekday peak traffic periods
will:
- Fail to identify any changes in other travel patterns that are likely
to be important for those at risk of social exclusion due to poor accessibility
(e.g. the elderly, disabled, those living in lower decile areas);
- Fail to properly consider the implications of other than '9 to 5'
type work patterns including shift work, and partial teleworking becoming common
in knowledge industries etc.
- Fail to acknowledge the importance of non-work
travel, outside peak times and at weekends (such as for recreation, education
and major events), in contributing to congestion; and
- Limit the ability of planners and decision makers
to identify and respond to positive and negative impacts of changing transport
patterns, including shifts in transport modes to public transport, walking or
cycling.
The amendment was put and CARRIED
Councillor Northey moved an amendment:
C. That it be a recommendation to Urban Strategy and
Governance Committee that permission be given to the Eden-Albert Community Board
to make a submission on the Regional Land Transport Strategy.
The amendment was put and a show of hands was called for which resulted in 4
votes for the amendment and 3 votes against. The amendment was declared CARRIED
by 4 - 3
The Chairman moved the substantive motion
That the Transport and Urban Linkages Committee:

'REVIEW OF ISSUES AFFECTING UTILITIES AND ROAD, RAIL AND MOTORWAY CORRIDORS'
DISCUSSION PAPER
The Chairman moved:
That the Transport and Urban Linkages Committee endorse the
draft Auckland City Council submission to the Ministry of Economic Development's
'Review of Issues Affecting Utilities and Road, Rail and Motorway Corridors'
discussion paper and that the final submission, be forwarded to the Ministry of
Economic Development.
Councillor Northey moved an amendment to the submissions
With the following additions:
3.11 Line 4: insert after "amenity values" the words:
"views, recreation and public health"
6.7 Insert after 'adverse safety', put 'and amenity'
6.12 Add at the end of Line 3: "with the full costs and
responsibility falling on the utility concerned. Councils should be empowered
to introduce a bond system to ensure that the cost of removal of the asset is
met even if the company ceases to operate or cannot afford the costs involved."

PEAK OIL
The Chairman moved:
That the Transport and Urban Linkages Committee note:
- That there is significant debate and uncertainty
regarding the date at which world oil production will peak, with the New Zealand
Government's current best estimate being between 2021 and 2061.
- That measures to respond to or prepare for a peak in
world oil production are similar to those required to address global climate
change.
- That key areas where Auckland City Council is taking
action that will help respond to both a peak in world oil production and to
mitigate global climate change include:
- Demonstrating corporate leadership through membership
and implementation of the Energy Wise Councils and Communities for Climate
Change Programmes.
- Implementation of the Regional Growth Strategy through
the District Plans to support more sustainable and energy efficient urban
settlements.
- Encouraging public transport, walking and cycling and
supporting travel demand management measures.
- Working with Central Government and others to address
key energy and infrastructure issues for Auckland, including advocacy where
necessary.
Councillor Boyle moved an amendment
That there be a new C
Note that, as the date of "Peak Oil" approaches, oil costs will
rise dramatically as the availability of oil decreases and this will impact
significantly on Auckland City Council's budgets and spending power.
Then C becomes D.
The amendment was put and CARRIED
That the Transport and Urban Linkages Committee note:

Councillor Armstrong requested that his vote against the above resolutions be

HAURAKI GULF ISLANDS – 2005/2006 SEAL EXTENSIONS
- That the Transport and Urban Linkages Committee note that, in
order to accommodate seal extensions on the Hauraki Gulf Islands in the
2005/2006 financial year:
- a reprioritisation of the roading capital envelope has taken
place and a financial subsidy has been applied for from Land Transport New
Zealand;
- the funding reprioritisation has been accommodated by reducing
the amount allocated in the 2005/06 Annual Plan for unscheduled land acquisition
in the amount of $325,000;
- a review of the funding reprioritisation of the roading
capital envelope may be required later in the 2005/2006 financial year if the
reprioritisation is found to be inadequate in respect of the needs for
unscheduled land acquisitions.
- That, subject to receiving financial subsidies from Land
Transport New Zealand, the seal extensions on the Hauraki Gulf Islands in the
2005/2006 financial year be undertaken on Gordons Road, Waiheke, and
Whangaparapara Road, Great Barrier.

KINGSLAND PARKING PLAN
- That the Transport and Urban Linkages Committee, in
accordance with the Auckland City Council Isthmus Parking Policy (adopted in
April 2003), endorse the implementation of the Kingsland Parking Plan which will
improve parking management around the Kingsland town centre.
- That the resolutions from the Eden/Albert Community
Board meeting on 27 July 2005, regarding the Kingsland Parking Plan be received.

CREATIVE URBAN FUTURES URBANISM DOWN UNDER CONFERENCE
Councillor Armstrong moved:
That the Chairman Transport and Urban Linkages Committee,
Councillor Richard Simpson attend the Creative Urban Futures Urbanism Down Under
Conference in Wellington, 18-20 August 2005 on behalf of the Transport and Urban
Linkages Committee.
