    Ms Isobel Fish spoke to the Committee regarding the petition for improved road safety on Ponsonby Road. This item relates to Item 7 on the Open Agenda.

  6. Top IMPROVING SAFETY BY LOWERING SPEED LIMITS

    The Chairman moved:

    A. That as the lowering of speed limits on arterial roads will affect the capacity and level of service on the routes, including migration of traffic onto residential streets, the lowering of speed limits is not appropriate on arterial roads.

    B. That consultation with the local community and community boards must be undertaken:

    (i) where consideration is given to the lowering of speed limits on residential streets

    (ii) physical changes to the road environment is required where reduced speed limits are proposed.

    Councillor Sefuiva moved an amendment:

    C. That the Transport and Urban Committee note:

    i) The high vulnerable road users accident rate in Auckland region compared with the national rate.

    ii) The perception of high speed in Auckland from both residents and visitors.

    iii) The need to improve perception of road safety in Auckland if the Auckland City Council is to achieve a transfer from cars to other modes of transport.

    D. That the Transport and Urban Linkages committee request the Manager Traffic and Road Safety to work with other Territorial Local Authorities in the Auckland region to lobby the Minister and the Ministry of Transport for a television based campaign to improve safety and reduce speed in urban areas.

  7. Top PONSONBY ROAD CRASH REDUCTION STUDY

    The Chairman of the Western Bays Community Board, Mr Graeme Easte, spoke to this item.

    A. That further investigation on installing pedestrian crossing facilities between Vermont Street and Karangahape Road be undertaken by the Manager Traffic Safety, in partnership with identified key stakeholders as set out in resolution G below.

    B. That the optimisation of signal operations be investigated by the Manager Traffic Safety to improve the level of service for pedestrians, where issues identified.

    C. That a road safety education project be undertaken by the Manager Traffic Safety in partnership between the council and the local community to promote safety awareness of the road users and to encourage safe driving behaviours.

    D. That liaison be taken by the Manager Traffic Safety with the New Zealand police to undertake enforcement where high risk safety issues have been identified on Ponsonby Road.

    E. That all the safety improvement work on Ponsonby Road be monitored by the Manager Traffic Safety under the Land Transport New Zealand's Accident Investigation Monitoring System for monitoring and evaluating the effects of the work.

    F. That further investigation be undertaken by the Manager Traffic Safety to identify opportunities to provide additional parking including a comprehensive parking and vehicle loading area plan for in Ponsonby and Jervois Roads area.

    G. That consultation with key community stakeholders - the New Zealand Police, Western Bays Community Board, Ponsonby Business Association, submitters of the petition and the parties that may be mostly affected by the proposed work be undertaken by the Manager Traffic Safety prior to the implementation of any safety improvement work on Ponsonby Road.

    H. That the outcome of the further investigation be reported back to the Western Bays Community Board.

    I. That the Manager Transport Planning review the designation of Ponsonby Road as a regional arterial road once inner city motorway connections are completed.

  8. Top MATIATIA PARKING PLAN

    That Standing Order 2.19.11 (when right of reply may be exercised) be suspended for this item

    The Chairman of the Waiheke Community Board, Mr Ray Ericson, spoke to this item.

    The chairman moved:

    A. That the Transport and Urban Linkages Committee approves the following charging regime for Auckland City car parking at Matiatia:

    i) That the parking charges identified below commence on 1 November 2005 and remain fixed until 30 June 2006.

    ii) That the sealed council car park at the foreshore to be charged on a daily basis:

    a. Full day $6 Monday to Friday and $3 over the weekend and public holidays.

    b. Half day $3 Monday to Friday.

    iii) That the 30 minute sealed council car park at the foreshore to be free of parking charges.

    iv) That the designated boat trailer park for launched boats at the foreshore to be free of parking charges.

    v) That parking on Ocean View Road to be free of parking charges.

    vi) That parking in the temporary Owhanake car park to be free of parking charges.

    B. That the Transport and Urban Linkage Committee approve the following charging regime for parking on Auckland City Council WIL land:

    i) That the current parking charges identified below will continue and remain fixed until 30 June 2006.

    ii) That the sealed car parks adjacent to Ocean View Road to be charged on a daily basis:

    a. Full day $6 Monday to Friday and $3 over the weekend and public holidays.

    b. Half day $3 Monday to Friday.

    c. That the grassed/gravel car parks to be charged on a lease basis at $65 per month.

    C. That the Transport and Urban Linkages Committee approve that subject to land use consents, additional temporary full day car park spaces be created on Auckland City WIL land and charged on a daily basis of $3.00

    D. That the following be established and approved for all user pays car parking at Matiatia:

    a) Full day is 6.00 am to 6.00 am the following day.

    b) Half day is 6.00 am to 1.00 pm or 1.00 pm to 6.00 am the following day.

    c) Month is calendar month.

    E. That the resolutions of Transport and Urban Linkages Committee be forwarded to the Waiheke Community Board for their information

    Councillor Hinchcliff moved an amendment:

    That it be a recommendation to the Council:

    That the following resolutions passed by the Auckland City Council at its meeting held on 25 August 2005 in relation to the carparking charges for Matiatia be revoked:

    19 WAITEMATA INFRASTRUCTURE LIMITED SETTLEMENT ISSUES

    FThat the Council confirm that the following car parking charges apply in principle and operate at Matiatia from 1 November 2005:

    I. The existing user pays car parking on the WIL land will be maintained

    II. $6 per day for the sealed Council car park by the foreshore reserve will be introduced

    III. $3 per day on metal and grassed Council (WIL) owned car parking will be introduced

    IV. Free car parking at Owhanake and on Ocean View road will be maintained

    That the detailed operational requirements be approved by the Transport and Urban Linkages Committee including options of half day rates, monthly passes etc.

    and replaced with:

    That the status quo relating to car parking fees until 30 June 2006 be retained, so as to enable the residents of Waiheke Island to demonstrate their initiative in determining an alternative method of recouping the full financial costs of the purchase of Matiatia.

That the Group Manager Transport Planning investigate public transport and park and ride priorities for Waiheke Island to be coordinated with the current review of the Gulf Transport strategy and including outcomes from Auckland Regional Transport Authority (ARTA) review of passenger transport incorporating Waiheke Island and parts of the Isthmus.

  9. Top FANSHAWE STREET WIDENING AND BUS PRIORITY PROJECT

    A. That the Transport and Urban Linkages Committee approve the installation of a solid median on Fanshawe Street between Halsey St and Nelson Street as part of the Fanshawe Street widening and bus priority project being undertaken as part of the Northern Busway project.

    B. That the streetscape plans for the Fanshawe Street Widening and Bus Priority project be approved.

  10. Top PAY AND DISPLAY SUPPLY AND OPERATION

    A. That Cash Handling Systems Ltd be appointed as the preferred supplier for new pay and display parking meters in Auckland City, including related maintenance and cash collection services.

    B. That a contract be negotiated with Cash Handling Systems Ltd to replace, during 2005/06, up to 290 Classic parking meters located in the Central Business District (CBD) with global meters equipped for credit card and text payments and provide maintenance and collection services.

    C. That the terms of the new contract also apply to other classic parking meter asset replacements, to be carried out in stages, as funding becomes available.

    D. That the terms of the new contract also apply to any new pay and display areas introduced as required by parking management plans prior to 1 July 2009.

  11. Top GRAFTON NEWMARKET AREA PAY AND DISPLAY PARKING MANAGEMENT PLAN

    A. That proactive effective parking management measures be systematically introduced in stages throughout the Grafton - Parnell - Newmarket - Domain area.

    B. That pay and display parking be implemented, with parking tariffs, time restriction and operating hours when appropriate occupancy thresholds are reached.

    C. That a review of all parking restrictions in the Grafton/Newmarket area be implemented to ensure they meet the needs of all users.

    D. That the Transport and Urban Linkages Committee approve the implementation of the Stage 1 parking management measures detailed in Appendix 1 and 2, with an hourly tariff of $2.00 per hour, 8.00 am to 6.00 pm, Monday to Friday.

    E. That in relation to a bus route to service Museum and reduce demand for parking in the Domain, consultation be undertaken with Auckland Regional Transport Authority

    F. That pedestrian access between Parnell and the Domain be improved to encourage use of Link bus and other existing services to better support servicing the Domain and the Museum.

  12. Top DOMINION ROAD 2016 PROJECTS: STREETSCAPE / URBAN DESIGN PLAN

    A. That approval be given to commencement of public consultation over the Dominion Road streetscape, with a view to reporting back to the November 2005 meeting of the Mt Roskill and Eden Albert Community Boards and the December 2005 meeting of the Transport and Urban Linkages Committee.

    B. That this report be referred to the September 2005 meetings of the Mt Roskill and Eden/Albert Community Boards for their information, prior to the commencement of public consultation.

  13. Top EFFECTS OF RAIL ELECTRIFICATION, ELECTROMAGNETIC RADIATION, NOISE, VIBRATION AND SAFETY ON ADJOINING RESIDENTIAL AREAS

    That the Auckland City Council work with ARTA and Ontrack to ensure that rail safety is improved, and the effects of rail vibration are mitigated wherever practical, as part of the upgrade of Auckland's rail network.

  14. Top SUBMISSION TO LTNZ ON TAXI LOG BOOKS

    A. That the Transport and Urban Linkages committee agree to the making of a submission to Land Transport New Zealand on the draft land transport rule work time and logbooks.

    B. That the Transport and Urban Linkages Committee chairman, Councillor Richard Simpson and Councillor Richard Northey, be delegated authority to approve the final submission before sending it to Land Transport New Zealand.

  15. Top 'NEW VISION FOR TRANSPORT IN AUCKLAND AND IMPLICATION FOR SUPPLY CHAINS'

    That the paper on “New Vision For Transport In Auckland And Implication For Supply Chains” be referred to the General Manager Transport, the Manager Transport Planning and the Manager Traffic and Roading Services to take into account in their preparation for the workshop on Wednesday 12 October 2005 on strategic transport policies.
