    4.1. HOVER PRESENTATION – PAUL MINETT AND JOHN PEARCE

    Mr Paul Minett tabled a copy of his presentation

    1. That Mr Paul Minett and Mr John Pearce be thanked for their presentation.
    2. That the chairman of the Transport and Urban Linkages Committee Councillor Richard Simpson, on behalf of the Auckland City Council, attend the ARTA workshop on 30 November 2005 in relation to the HOVER presentation.

    4.2. CAMPAIGN FOR BETTER TRANSPORT – CAMERON PITCHES

    Mr Pitches tabled a copy of his presentation on the Onehunga branch railway line.

    1. That Mr Cameron Pitches be thanked for his submission.
    2. That the Manager Transport Planning consider the proposals put forward by Mr Pitches into the reopening of the Onehunga line and report on the outcome to the Transport and Urban Linkages Committee.

    4.3. MATIATIA PARKING – SANDY HALL

    Ms Sandy Hall tabled a copy of her presentation concerning the Matiatia parking.

    1. That Ms Sandy Hall be thanked for her submission.
    2. That the chairman of the Transport and Urban Linkages Committee Councillor Richard Simpson, the General Manager Transport and the Manager Traffic and Roading Services meet with Councillor Storer and the chairman of the Waiheke Community Board and a representative of the ferry commuters in order to discuss the Auckland City Council's current investment in the parking around Matiatia and the adequacy of public transport services on the island of Waiheke.

  6. Top AUCKLAND MANUKAU EASTERN TRANSIT INITIATIVE UPDATE

    1. That the recommendations of the Auckland – Manukau Eastern Transport Initiative Steering Group be endorsed so that:
      1. The Chairperson of the Transport Committee of the Auckland Regional Council be invited to joint the Project Steering Group in an observer capacity;
      2. Funding subsidy applications for the passenger transport and travel demand management elements of the revised project be applied for through Land Transport New Zealand;
      3. A more detailed and defined brief for local roading improvements be prepared and reported back to the Steering Group;
      4. The amendment of the draft Memorandum of Understanding reflect the revised scope and be forwarded to Auckland city, Manukau City and the Auckland Regional Transport Authority for signing;
      5. Transit New Zealand remain on the Project Steering Group in an observer capacity.
    2. That Auckland City seek as part of the Auckland Manukau Eastern Transport Initiative, that consideration of local roading solutions in Tamaki be progressed as soon as practicable, particularly links from the Lunn Ave Quarry and Auckland Netball courts to the Tamaki Rail Station, the Ellerslie/Panmure Highway and the Mt Wellington Highway.
    3. That Auckland City advocate for the early recommencement of work on the Panmure rail station construction and on design of an appropriately located Tamaki Rail Station.
    4. That Melvin Mayln of Opus International Consulting be thanked for his presentation.

  7. Top WALKING SCHOOL BUS PROGRAMME

    The Chairman moved

    1. That the Transport and Urban Linkages Committee endorse the continuation of the Walking School Bus scheme.
    2. That the funding of infrastructure requirements be funded from the minor safety programme.
    3. That in order to expand the Walking School Bus scheme, additional funding be sought by the Manager Traffic and Roading Services from Auckland City's Community Boards and other sponsors.
    4. That this Walking School Bus report be forwarded to community boards for possible SLIP's funding resources.

    Councillor Fryer moved an amendment

    That resolution C be amended by including at the end "in low decile school areas". So that resolution C reads:

    1. That in order to expand the Walking School Bus scheme, additional funding be sought by the Manager Traffic and Roading Services from Auckland City's Community Boards and other sponsors in low decile school areas.

    A show of hands was TIED with 3 votes for and against. The Chairman exercised his casting vote for the motion. The amendment was declared LOST by 4 votes to 3

    1. That the Transport and Urban Linkages Committee endorse the continuation of the Walking School Bus scheme.
    2. That the funding of infrastructure requirements be funded from the minor safety programme.
    3. That in order to expand the Walking School Bus scheme, additional funding be sought by the Manager Traffic and Roading Services from Auckland City's Community Boards and other sponsors.
    4. That this Walking School Bus report be forwarded to community boards for possible SLIP's funding resources.

  8. Top PARNELL - PAY AND DISPLAY PARKING TRIAL

    1. That as the pilot pay and display parking scheme in Parnell has been so successful, the new parking management concept become permanent.
    2. That the streets of Parnell be included in the first stage of the roll out of the new pay and display machines which can be activated by using major credit cards, texting and coins.
    3. That further pay and display parking trials using the new pay and display machines be implemented in Auckland city by the Parking Services Manager, Traffic and Roading Services as appropriate and in consultation with the relevant community boards.

  9. Top ON AND OFF ROAD CYCLE FACILITIES IN KINGSLAND

    That it be a recommendation to Council that a resolution be passed pursuant to Part 25.11 of the Auckland City Consolidated Bylaw 1998 to install cycle tracks on:

    1. The northern footpath adjacent to the northern side of the off-ramp from Dominion Road to New North Road – commencing from the eastern end of the pedestrian underpass and terminating at a point 10 metres east of the eastern kerb alignment of Porters Avenue.
    2. The northern footpath adjacent to the northern side of New North Road – commencing from a point 169 metres east of the western kerb alignment of Ace Place, extending in a northerly direction and terminating at a point 21 metres east of the eastern end of the pedestrian under pass.
    3. The carriageway on the northern side of New North Road – commencing from a point 68 metres west of the western kerb alignment of Ace Place and extending in an easterly direction for 237 metres.
    4. The carriageway on the southern side of New North Road – commencing from a point five metres west of the western kerb alignment of Ace Place and terminating at the eastern kerb alignment of Porters Avenue.

  10. Top TRAFFIC BYLAWS REVIEW UPDATE

    That the Transport and Urban Linkages Committee appoint a working party consisting of the Chairman, Transport and Urban Linkages committee Councillor Richard Simpson, Councillor Glenda Fryer, Councillor Richard Northey, and Councillor Toni Millar to work with Auckland City Council officers to address and resolve outstanding issues on the traffic bylaws review.

  11. Top RENAMING THE NORTHERN PART OF GRAFTON ROAD

    That it be a recommendation to Council that:

    The part of Grafton Road between Symonds Street and Stanley Street be named Grafton Road.

  12. Top URGENT DECISION - PROJECT GREENLANE CONSTRUCTION CONTRACT – TENDER EVALUATION

    That the urgent decision Project Greenlane Construction Contract – Tender Evaluation be noted.

    CARRIED

  13. Top URGENT DECISION - PROPOSAL TO REVIEW AND REPLACE THE MANUAL OF TRAFFIC SIGNS AND ROAD MARKINGS.

    That the urgent decision Proposal to review and replace the Manual of Traffic Signs and Road Markings be noted.

    CARRIED

    There being no further business the Chairman declared the meeting closed at 3:55pm.
