4.1. ORAKEI ROAD AND HEAVY MOTOR VEHICLES - MARGARET TAPPER (ITEM 6)
Ms Tapper and Mr Smith tabled a submission
prepared by Mr Terry Haydon on the problems caused by heavy motor vehicles in
Orakei Road.

That Margaret Tapper
and Gerry Smith be thanked for their submissions on Orakei Road and heavy motor
vehicles and that those submissions be taken into account when item 6 is
considered.

4.2. PARKING PERMIT FOR CARLTON GORE ROAD - PETER DE WAAL
Mr de Waal tabled a copy of his submission concerning parking permits for
Carlton Gore Road.

That the Manager Traffic and Roading Services
consider the presentation made by Mr Peter de Waal at the meeting of the
Transport and Urban Linkages held on 6 March 2006 and report to the May 2006
meeting of that Committee on the outcome of the investigations.

4.3. CYCLE ACTION AUCKLAND - BEVAN WOODWARD
Mr Woodward tabled a copy of his submission concerning the possible
misinterpretation of the advertisement from Auckland City Car Parking.

Cycle Action Auckland.

That Cycle Action Auckland and Auckland City
Council staff be congratulated on their successful Bike to Work campaign last
week.

That the matters raised relating to the possible
misinterpretation of the advertisement from Auckland City Car
Parking be drawn to the Auckland City Parking Board's attention.

The Hobson Community Board at
its meeting held on Tuesday 7 February 2006 considered a public forum item
regarding heavy vehicle use of Orakei Road from Margaret Tapper, Terry Haydon,
Jerry Smith and resolved inter alia:
-
That the Board endorses an
extension to 24/7 of the existing ban of container trucks travelling along Ngapipi, Kepa and Orakei Roads and urgently requests the Transport and Urban
Linkages Committee to report on putting this in place, either by extension of
the existing control, or with the introduction of a bylaw or by some other
appropriate means.
-
That the correspondence from the Orakei Road
residents be forwarded to the Group Manager, Traffic and Roading Services for a
response to the Board and to the March 2006 meeting of the Transport and Urban
Linkages Committee.

Eastern Bays Community Board Chair Mr Brian Slater was in attendance and
addressed the committee on this item and tabled a submission from their Board's
traffic spokesperson.

- That the freight
industry be encouraged to continue self-regulation of heavy vehicles on arterial
roads rather than the council introducing bylaws.
- That the council's freight forum continue to be used to carry out the council's
freight strategy action plan in a holistic manner, taking into account the
requirements of the city and its residents and businesses.
- That the group manager Transport Planning continues liaising with the freight
forum to manage the strategic use of the arterial road network and report the
outcomes of the primary arterial road network review for managing freight and
its interaction with land use to the Transport and Urban Linkages Committee.
- That the New Zealand Road Transport Forum be requested to continue to undertake
ongoing monitoring and media campaigns to reduce the number of container
vehicles using Orakei Road.
- That
the bylaw restricting heavy motor vehicles from turning left from Solent Street
into Tamaki Drive and right from Tamaki Drive into Solent Street be amended by
extending the hours of the ban to read 24 hours, seven days a week with a
provision for permitting emergency use in the event of a motorway closure.

TRANSIT NEW ZEALAND'S 10 YEAR STATE HIGHWAY PLAN
Mr Tommy Parker of
Transit New Zealand gave a presentation on Transit New Zealand's 10 year State
Highway plan.

That the Transport and Urban Linkages Committee reaffirm its
commitment to work with Transit New Zealand to complete their 10-year plan.
-
That the group manager, Transport Planning
lodge a submission to Transit's draft 10-year plan that;
-
requests a higher prioritisation of:
-
Victoria Park tunnel investigations and
construction
-
Newmarket viaduct
-
Newmarket viaduct to Greenlane Auxiliary Lane
-
supports the high priority given to the
completion of the Western Ring route and investigation of additional funding
mechanisms to expedite the completion date.
-
incorporates the Transport and Urban
Linkages Committee's opposition to the high national priority (1 and 2) given to
ramp signalling of the Northern and Northwestern motorways when the
effectiveness of this as a travel demand management tool and the impact of the
Southern motorway ramp signalling project is still unknown.
-
supports a higher priority for projects
outside the City that will impact on passenger transport and economic
development including:
-
State Highway 20A Kirkbridge grade separation
to improve access to the airport
-
State Highway 1 Constellation to Albany
interchange to enhance the Northern Busway.
-
requests the Grafton Gully Stage 3 and 4
projects be included in the plan.
-
That the Chairman of the Transport and Urban
Linkages Committee write to the Transit Board requesting that Transit New
Zealand reclassify and take over the Neilson Street / South Eastern Highway
route as a state highway.

That a copy of the Council's submission be
forwarded to the Regional Land Transport Committee for consideration as part of
their prioritisation project.

That Mr Tommy Parker from Transit New Zealand
be thanked for his presentation.

REPORT FROM THE CHAIRPERSON, CAR POOLING FOR AUCKLAND
That the
"Carpooling for Auckland" report by the Chairman of the Transport and Urban
Linkages Committee dated 28 February 2006 be received.

TRANSFER OF SIGNAL PRE-EMPTION / REAL TIME PASSENGER INFORMATION
SYSTEM TO ARTA
-
That a subcommittee of the Transport and Urban
Linkages Committee be established to consider and make a recommendation to
Council on acceptance of the sale and purchase agreement, memorandum of
understanding and licensing agreement associated with the proposed transfer of
the Council's signal pre-emption system to the Auckland Regional Transport
Authority (ARTA) by 1 April 2006.

That the Signal Pre-emption Real Time
Passenger Information System Subcommittee consist of Councillors Richard
Simpson, Glenda Fryer, Douglas Armstrong and Richard Northey.

NORTHERN AND SOUTHERN SERVICE LANES, ONEROA, WAIHEKE ISLAND -
AUTHORISATION TO INCLUDE THESE DESIGNATIONS IN THE HAURAKI GULF PLAN REVIEW
That in
accordance with Clause 4 of Schedule 1 of the Resource Management Act the
manager, Transport Planning be authorised to give written notice to City
Planning to include the northern and southern service lane designation within
the proposed Hauraki Gulf Island section of the District Plan.

PROPOSED ROAD STOPPING, ANGLESEA STREET, FREEMAN'S BAY
Western Bays
Community Board Chair Mr Graeme Easte was in attendance and addressed the
committee on the proposed road stopping Anglesea Street Freeman's Bay.

That the portions of legal road adjacent to 28 Anglesea Street, Freeman's Bay described as Section A on SO Plan 67990
comprising 36 square metres be declared stopped.

That the stopped road described as Section A
on SO Plan 67990 be sold to the owners of 28 Anglesea Street, Freeman's Bay and
be amalgamated into their certificate of title, on terms and conditions to be
approved under delegation and that officers ensure that the sale agreement is
consistent with the development plans approved by the Western Bays Community
Board at its meeting held on 15 June 2005.

PROPOSED ROAD STOPPING, GOLLAN ROAD, MT WELLINGTON
That it be a recommendation to Council:

That the legal road being Section 1 on SO Plan
361909 comprising of 1940 square metres be declared stopped pursuant to the
provisions of Section 116 of the Public Works Act 1981.

That the stopped road being Section 1 on SO
Plan 361909 be sold to LandCo Limited on terms and conditions to be approved
under delegation.
