PUBLIC FORUM
4.1. PARKING PERMIT FOR CARLTON GORE ROAD - PETER DE WAAL
Mr De Waal was unable to attend the meeting, Graeme Olsen, an owner; and Daniel
Donaldson, a tenant of Carlton Gore Road were in attendance to speak on behalf
of the resident and owners of 73c Carlton Gore Road. Mr Donaldson tabled an
undated letter by Darren Svirskis and Nicola Middleton.
That Mr Graeme Olsen and Mr Daniel Donaldson be thanked for their
presentation to the Transport and Urban Linkages Committee on residential
parking permits for Carlton Gore Road, Newmarket.

4.2. WALKING MAPS AND A TRAFFIC LIGHT COUNTDOWN SYSTEM - GRAEME EASTE
Mr Easte gave a presentation to the Committee regarding the deficiencies of
Auckland City's walking maps. He also gave a presentation requesting a traffic
light countdown system.
- That Mr Graeme Easte be thanked for his
presentation to the Transport and Urban Linkages Committee regarding the traffic
light countdown system and walking maps.
- That the submission of Mr Graeme Easte be
forwarded to the Group Manager Transport Planning for consideration in the
future planning of Auckland City's walking, cycling and online maps.

4.3. PAY AND DISPLAY PARKING ON DOMAIN ROAD, PARNELL - BRETT HART
Mr Hart of Domain Road, Parnell and Mr Robbie
Blair, Manager, Parnell Tennis Club were in attendance to discuss resident
parking in Domain Road and Titoki Street, Parnell.
That Mr Brett Hart and Mr Robbie Blair, Manager Parnell Tennis Club, be
thanked for their presentation to the Transport and Urban Linkages Committee
regarding pay and display parking machines on Domain Road, Parnell.

4.4. TRANSIT NEW ZEALAND PRESENTATION - TOMMY PARKER
Mr Parker from Transit New Zealand was in attendance to give an update to the
Committee on the Vic Park Tunnel project and the Newmarket Viaduct Improvements
project.
That Mr Tommy Parker, Transit New Zealand be thanked for his presentation to
the Transport and Urban Linkages Committee regarding the Newmarket viaduct
improvements project and the Vic Park Tunnel project previously known as the
Harbour Bridge to City project.

5.1. PETITION AGAINST STATE HIGHWAY 20 EXTENSION THROUGH WATERVIEW
- That the petition from Helen McMullin and
residents of Waterview regarding their opposition to the State Highway extension
through Waterview be received.
- That a report be prepared for the 8 May 2006
meeting of the Transport and Urban Linkages Committee which details the issues
which arose during the consultation process for State Highway 20, in particular
Phyllis Reserve.
- That the Transport and Urban Linkages
Committee refers the petition of Helen McMullin and residents of Waterview
regarding their opposition to the State Highway 20 extension through Waterview
to Transit New Zealand.
CARRIED 5.2. PETITION FOR ROAD AND SUBURB SIGNAGE FOR WATERVIEW
- That the petition from Helen McMullin and
residents of Waterview regarding road and suburb signage for Waterview be
referred to the Avondale Community Board for consideration for a Small Local
Improvement (SLIPs) project.
- That the petition from Helen McMullin and
residents of Waterview regarding road and suburb signage for Waterview be
referred to Transit New Zealand for motorway signage consideration.

more in depth report to the committee's September meeting.

CARRIED
TRANSPORT FUNDING INITIATIVE FROM THE AUCKLAND MAYORAL FORUM
That the Transport
and Urban Linkages Committee endorse the approach of the Auckland Mayoral Forum
regarding Transport Funding as detailed in the report from David Rankin Auckland
City Council and Peter Winder Auckland Regional Council and as resolved at the
Auckland Mayoral Forum meeting 17 March 2006 as follows;
- Recommends the immediate establishment of a process between
government officials and officials from the Auckland region to implement the
proposal for action contained in the report and reporting back with findings by
May 2006:
- The setting up of a robust framework for a long-term partnership
approach to the funding of transport in the Auckland region, in particular in
relation to passenger transport development between the two major funders, the
ARC and central government. This will include a process for reaching a shared
understanding of the cost pressures and funding gap facing Auckland.
- The urgent investigation of options for Auckland to be given the
means to raise revenue for transport locally. This is so that Auckland can take
more responsibility for raising the funding needed to provide for the transport
requirements of the region
- The investigation of a package of funding options to close the
funding gap including:
- Exploring the options for debt financing to be undertaken by all
parties, in association with sustainable revenue streams for servicing debt
- Tolling of new roading infrastructure
- New local sources eg. development contributions for ARC and Transit
projects and parking levies.
- Enhanced existing local sources eg. property rates
- Increasing the regional petrol tax
- The investigation of initiatives and actions to better manage the
costs of procuring transport infrastructure and services.
- Seeking changes to legislation and regulations to attract
investment in the region and to improve the cost-effectiveness of passenger
transport contracting and the Land Transport Management Act to be amended to
provide the flexibility needed to implement any or all of the above options in a
timely manner.
- Acknowledges the receipt of the Auckland Road Pricing Evaluation
Study and instructs the CEO Forum to co-ordinate a process of consultation with
councils on the findings of this study in conjunction with the investigation of
options for Auckland to be given the means to raise revenue for transport
locally
- Agrees that the report be referred to respective councils and the
Regional Land Transport Committee for their deliberation.

AUCKLAND CITY'S RESPONSE TO THE AUCKLAND ROAD PRICING EVALUATION
STUDY
That it be a recommendation to Council:
- That Auckland City Council's Draft Submission to the Auckland road
pricing evaluation study, be approved inclusive of the following conclusions:
- based on an examination of the results it is Auckland city's opinion
that the Study confirms both the feasibility and most importantly, the
desirability of implementing a road pricing scheme in Auckland;
- it is Auckland city's belief that the Study demonstrates in
principle that a road pricing system could be designed for Auckland that would
make a significant contribution to relieving congestion in the worst affected
areas whilst raising sufficient revenue to ensure that adverse social impacts
could largely be mitigated;
- however, new revenue streams will be crucial for paving the way for
road pricing by ensuring that sufficient investment is made in the region's
transport network so agreed roading projects, improvements to public transport
and other mitigation measures could be funded and implemented prior to the
introduction of a road pricing scheme. In this respect Auckland City advocates
that urgency be given to implementing the proposal put forward by the Auckland
Mayoral Forum in March 2006 which included:
- exploring the options for debt financing to be undertaken by all
parties, in association with sustainable revenue streams for servicing debt;
- tolling of new roading infrastructure;
- new local sources eg. development contributions for ARC vehicle
registration, Transit projects and parking levies;
- enhanced existing local sources eg. property rates;
- increasing the
regional fuel tax.
- as the options contained within the Study are only intended to be
'representative' of the different types of road pricing schemes the Study does
not provide sufficient depth of analysis to determine exactly what form an
optimal road pricing scheme for Auckland might take or when a scheme should be
implemented at this stage;
- Auckland City advocates that, as the next step, further work should
be undertaken now on refining scheme designs. This work should also include
consideration of what form enabling legislation to allow for the charging of
road users on existing roads might take.
- That the Transport and Urban Linkages Committee notes that road pricing needs to
be presented with clarity and transparency to distinguish the elements of road
pricing as follows;
- Tolling
- Congestion Charging
- Monopolistic Pricing
- That the Transport and Urban Linkages Committee believes the introduction of
congestion charging component of Road Pricing for Auckland in the near future is
not feasible until an adequate Public Transport alternative is made available
and this committee calls upon Central Government and the Auckland Regional
Transport Authority to prioritise funding for public transport and accelerate in
delivering Auckland with a world class Public Transport System where modal shift
from the reliance on the private car can be effectively realised.
- That the Mayor, Deputy Mayor, Chair of the Transport and Urban
Linkages Committee, Chief Executive and the General Manager Transport be
delegated with responsibility for finalising Auckland City Council's Submission
to the Auckland road pricing evaluation study.
Councillor
Northey moved the following amendment:
That it be a recommendation to Council:
- That approval of a Draft Submission to be compiled by the subcommittee
as per resolution B, based on the following conclusions:
- based on an examination of the results it is Auckland City's opinion
that the Study confirms the feasibility but not the desirability of implementing
a road pricing scheme in Auckland;
- it is Auckland City's belief that the Study fails to demonstrate
that a road pricing system could now be designed for Auckland while public
transport provision is still inadequate, that would make a significant
contribution to relieving congestion in the worst affected areas whilst raising
sufficient revenue to ensure that adverse social impacts could largely be
mitigated;
- however, new revenue streams will be crucial for ensuring that
sufficient investment is made in the region's transport network so agreed roading projects, improvements to public transport and other mitigation measures
could be funded and implemented. In this respect Auckland City advocates that
urgency be given to implementing the proposal put forward by the Auckland
Mayoral Forum in March 2006 which included:
- exploring the options for debt financing to be undertaken by all
parties, in association with sustainable revenue streams for servicing debt;
- tolling of new roading infrastructure;
- new local sources eg. development contributions for ARC and Transit
projects and parking levies;
- enhanced existing local sources eg. property rates;
- in particular, increasing the regional fuel tax.
- Auckland City advocates that no further work be undertaken on road pricing
schemes for existing roads, at least unless and until fully adequate public
transport alternatives are in operation.
- That the Mayor, Deputy Mayor, Chair and Deputy Chair of the Transport
and Urban Linkages Committee, and the Chair of Economic Development and
Sustainable Business Committee be delegated with responsibility for compiling
the Submission on the Auckland Road Pricing Evaluation Study.
- That this Sub-Committee utilise material from the draft submission
tabled by the Cr Northey. (which includes relevant material from the original
officers Draft Submission) together with suggestions from Committee Members to
compile Auckland City's submission to the Auckland Road Pricing Evaluation
Study.

REVIEW PART 25, TRAFFIC CONSOLIDATED BYLAW
That the report
of the Senior Planner dated 28 March 2006 and the resolutions of the Planning &
Regulatory Committee 3 April 2006 meeting as follows, regarding the bylaw review
- part 25 traffic be received;
- That the new draft Traffic Bylaw (that replaces the existing Part 25 -
Traffic), amendments to Part 1 - Administration and Part 20 - Public Places of
the Consolidated Bylaw and the Statement of Proposal be approved, and it be
recommended to Council that the Special Consultative Procedure be commenced to
introduce a new traffic bylaw and to make the consequential amendments necessary
to Parts 1 and 20 of the Auckland City Consolidated.
- That the committee notes that because of the order of committee
meetings in April 2006, any resolutions on the draft Traffic Bylaw made by the
Transport and Urban Linkages Committee will be appended to the Planning and
Regulatory Committee's report and sent directly to Council.
- That the officers further consider the matter of garaging on-street
where no off-street parking is available before the draft bylaw is submitted to
the Transport and Urban Linkages Committee.
- That Councillors Fryer (Chairman), Millar, Northey, Raffills, Sefuiva
and Simpson be appointed to hear any submissions on the new draft Traffic Bylaw
(that replaces the existing Part 25 - Traffic), amendments to Part 1 -
Administration and Part 20 - Public Places of the Consolidated Bylaw and make
recommendations to the Council.
- That the draft Traffic bylaw be amended to add the following words at
the end of subclause 25.8.2(c). "This subclause shall not apply where an
officer considers there is no reasonable justification and no complaint has been
received by Council."

DRAFT TRAFFIC BYLAW - CLAUSE 25.8.2 (C), THE GARAGING OF VEHICLES
ON AUCKLAND CITY COUNCIL ROADS
That it be a
recommendation to Council:
That the
Transport and Urban Linkages Committee recommend replacing the draft Traffic
Bylaw clause 25.8.2(c) with;
No person may
Park or keep
continuously any vehicle, or parts of a vehicle on a road, roadway or a public
place for a period exceeding 7 days, where;
- the vehicle is causing an impediment to
either traffic flow or parking and;
- council
has received a complaint about the location of the vehicle.
CARRIED
RESIDENTS ONLY PARKING SCHEME - CARLTON GORE ROAD AND OTHER
AFFECTED STREETS
- That the review of the residents only scheme
be brought forward and a report be prepared for the Transport and Urban Linkages
Committee, following public consultation, in December 2006.
- That where residents are eligible for a
resident exempt scheme but residents following consultation do not give over 30
to 50 per cent approval for the scheme, that council officers be authorised to
implement the residents exempt scheme where it is considered necessary.
- That the current policy for eligibility of
residents parking schemes is maintained until the residents only scheme is
reviewed.
- That residents of 73C Carlton Gore Road be
advised that as this building was built prior to 1925 they are eligible for
resident exempt permits and existing permit holders retain their permits until
the review is complete.

ST HELIERS SEAWALL PROTECTION PROJECT - SAND SUPPLY AND
CONSTRUCTION CONTRACTS
That it be a recommendation to Council:
- That Council enter into a contract with Smith
and Davies Limited in the sum of $1,364,067.08 (plus GST) for the construction
of coastal structures on St Heliers Beach.
- That Council enter into a contract with
Coastal Resources Limited in the sum of $2,364,067.08 (plus GST) for supply and
placement of 35,000m3 of sand and stormwater works along St Heliers Beach.

TENDER ACCEPTANCE REPORT: WAIKARAKA CYCLEWAY - PIKES POINT AND
ONEHUNGA, PHYSICAL WORKS
That it be a
recommendation to Council:
That Council
accepts the tender submitted by John Filimore Contracting Limited for the sum of
$2,514,894.30 (exclusive of GST but inclusive of a contingency sum of $450,000)
for Contract TP/04/02, Waikaraka Cycleway - Pikes Point and Onehunga.
