    That the Transport and Urban Linkages Committee considers the request to form a working party to make a submission on the draft land transport rule (rule 81001) for operator licensing, at item 8 as submissions are due by 14 June 2006 and the Committee does not meet again until 12 July 2006.

  3. Top PUBLIC FORUM

    3.1. DESIGNATION OF EASTERN CORRIDOR – RICHARD LEWIS

    Mr Richard Lewis gave a presentation to the Committee regarding the designation of the Eastern corridor.

    1. That Richard Lewis be thanked for his attendance to support the lifting of the designation for the Eastern corridor and public transport in general for Auckland city.

    CARRIED

    1. That officers be requested to investigate and report back to the Transport and Urban Linkages Committee on the information provided by Richard Lewis regarding transport planning for Auckland City.

    The motion was put by a show of hands and declared CARRIED by 6 votes to 5.

    3.2. AUCKLAND BUSINESS FORUM – TONY GARNIER

    Mr Tony Garnier, representing the Auckland Business Forum, gave a presentation regarding their strong support for the retention of the Eastern corridor designation.

    1. That Tony Garnier be thanked for his presentation to the committee on behalf of the Auckland Business Association regarding the Eastern corridor designation.

    CARRIED

    1. That officers be requested to investigate and report back to the Transport and Urban Linkages Committee on the information provided by Tony Garnier regarding the retention of the Eastern corridor designation.

    The motion was put by a shoe of hands and declared CARRIED by 7 votes to 5.

    3.3. CYCLE ACTION AUCKLAND – BEVAN WOODWARD

    Mr Bevan Woodward, gave a presentation on behalf of Cycle Action Auckland regarding the potential for a Hobson Bay cycleway.

    1. That Mr Bevan Woodward be thanked for his submission on the importance and potential of the Hobson Bay cycleway on behalf of Cycle Action Auckland.

    3.4. NEW ZEALAND COUNCIL FOR INFRASTRUCTURE DEVELOPMENT – STEPHEN SELWOOD

    Mr Stephen Selwood, gave a presentation on behalf of the New Zealand Council for Infrastructure regarding the importance of the retention of the Eastern corridor designation.

    1. That Stephen Selwood, Chief Executive, New Zealand Council for Infrastructure Development be thanked for his presentation to the committee in support of retaining the Eastern Corridor designation and the importance of the transport corridor as a whole.

  4. Top AUCKLAND MANUKAU EASTERN TRANSPORT INITIATIVE (AMETI) - PRESENTATION BY GRANT KIRBY

    That Mr Grant Kirby, Project Director, Auckland Manukau Eastern Transport Initiative (AMETI) be thanked for his presentation to the Committee on the current situation of AMETI.

  5. Top TAMAKI EDGE ARTERIAL ROAD IMPROVEMENTS

    Brian Slater, Chairman Eastern Bays Community Board, Kate Sutton, Chairman Tamaki Community Board and David Simpson, Chairman Hobson Community Board were in attendance to speak to this item on behalf of their respective Community Boards.

    The Acting Group Manager, Transport Planning provided a presentation on the Auckland Manukau Transport Initiative (AMETI) project and "An Integrated Solution is Required for Auckland City."

    The Chairman moved:

    That it be a recommendation to Council:

    Preliminary Design

    1. That Auckland City proceed to preliminary design for arterial road improvements between Glen Innes and State Highway 1 and including consideration of:
    1. a possible new road from Triangle Road and adjacent to the railway line to Tainui Road;
    2. a proposed road from the northern end of the Mt Wellington Highway around Mt Wellington to Morrin Road;

    with the relative priority for the two roading projects being reported to the August meeting of the Transport and Urban Linkages Committee, after consultation including the Hobson, Tamaki and Eastern Bays Community Boards, with officers further considering the practicality and desirability of applying to LTNZ for funding for this northern sector and that the Chief Executive be delegated authority to approve contractual arrangements for work up to $1.2 million.

    1. That Auckland City, in conjunction with Manukau City Council, proceed with route definition between Panmure and Pakuranga and the Chief Executive be delegated authority to approve contractual arrangements for work up to $1 million with Auckland City contributing 56 per cent ($588,000).
    2. That it be noted that the work detailed in A&B above shall provide for the sustainable movement of people and goods in this area of growth, planning in the Tamaki Edge be developed taking into account reduction of road traffic resulting from:
    1. the priority afforded to public transport;
    2. the impact of the travel demand management measures particularly relating to the commitment to reducing CO2 emission in Auckland;
    3. access for cyclists and pedestrians to and from public transport nodes. eg. ensuring there is quality access for cyclists and pedestrians to rail stations across any roading network.

    Designation North of Tainui Road

    1. That in full consultation and coordination with Auckland Regional Transport Authority and the other participants in the Auckland Manukau Transport Initiative (AMETI) work with officers to investigate, identify and report on the land along designation D14-05 from the Strand to Tainui Road, and its status in terms of future transport purposes, under headings:
    1. railway widening and upgrading, and/or provision for a third line or rail passing bays;
    2. walking provision;
    3. cycling provision;
    4. provision for utilities and public transport connections, including ferry;
    5. park and ride or kiss and ride facilities;
    6. ferry access provision eg. to enable servicing of a multi-modal node such as at Orakei Station.
    1. That once this report (as per resolution D) and future wider transport options for the Eastern Transport Corridor have been considered this Committee seeks an investigation and a further report from officers on;
    1. the possible removal of the current designation of the Eastern Transport Corridor;
    2. the replacement of the designation, with a freshly required designation that would only retain those sections still required for those purposes in D above;
    3. these purposes shall not include any arterial road or motorway north of Glen Innes;
    4. this report to be presented to the Transport & Urban Linkages February 2007 committee meeting.
    1. That if after this process is completed any city council-owned land in or near the Eastern Transport Corridor is no longer included in the designation, such land be considered for sale or for development for other purposes than for transport.

    Effects

    1. That Council officers prepare a report for the August 2006 meeting of the Transport and Urban Linkages Committee to detail the anticipated implications of these proposed initiatives in the context of proposed major residential and business development on the surrounding suburbs and networks in terms of social and environmental effects and network congestion and that this report considers the impacts of travel demand management and the roles and exchange between modes of rail, walkways, cycleways, busways, roading, and possible future ferry (in Tamaki Estuary).
    2. That the Transport and Urban Linkages Committee requests the General Manager Transport investigate and report on the use and capacity and improvements necessary to meet present and future demands of park and rides at Glen Innes, Panmure and Tamaki rail stations.

    Councillor Hucker moved the following amendment:

    That the Chairman's recommendations be replaced with the recommendations contained within the officer's report as follows:

    That it be a recommendation to Council:

    1. That in order to progress the arterial roading components of the northern sector of the Auckland Manukau Eastern Transport Initiative (AMETI) project, Auckland City proceeds to preliminary design for the northern sector improvements between Glen Innes and State Highway 1, including improved cycling and walking environments and better accessibility to passenger transport, and the Chief Executive be delegated authority to approve contractual arrangements for work up to $1.2 million.
    2. That Auckland City, in conjunction with Manukau City Council, as part of progressing the central and southern components of the Auckland Manukau Eastern Transport Initiative (AMETI) project, proceed with route definition between Panmure and Pakuranga and the Chief Executive be delegated authority to approve contractual arrangements for work up to $1 million with Auckland City contributing 56 per cent ($588,000).

  6. Top NOTICE OF MOTION – AMETI (AUCKLAND MANUKAU EASTERN TRANSPORT INITIATIVE)

    Councillor Milne moved:

    1. That the Transport and Urban Linkages Committee notes:
    1. the Auckland Manukau Eastern transport Initiative (AMETI) project terminates at Panmure;
    2. the Auckland University development of the Tamaki campus will house up to 10,000 students;
    3. that between 10,000 and 30,000 vehicle movements will occur on a Saturday when the new Netball complex is in full use;
    4. that between 5,000 and 8,000 new residents are expected in the Mt Wellington quarry development;
    5. that the Sylvia Park Shopping Centre development has been designed to attract large numbers of shoppers from the eastern suburbs;
    1. That Council Officers prepare a report detailing the Public Transport requirements necessary to adequately service the numerous developments in the east of the city.
    2. That this report details the anticipated effects on the local roading and amenity networks in the Tamaki/Maungakiekie, Hobson and Eastern Bays Wards.
    3. That this report be submitted to the 9 August 2006 meeting of the Transport and Urban Linkages Committee.

  8. Top REPORT ON LAND TRANSPORT NEW ZEALAND'S CONSULTATION DOCUMENT ON THE DRAFT LAND TRANSPORT RULE (RULE 81001) ON OPERATOR LICENSING

    A report was tabled requesting the committee considers appointing a working party to finalise and approve Auckland City's submission to the Land Transport New Zealand's consultation document on the draft land transport rule (Rule 81001) for operator licensing.

    That the Transport and Urban Linkages Committee delegates the Chairman, Councillors Christian, Millar and Northey and the General Manager Transport the responsibility of finalising and approving Auckland City's submission on the draft land transport rule (rule 81001) for operator licensing.
