That the minutes
of the Transport and Urban Linkages Committee meetings held on Monday, 29 May
2006 and Monday, 8 May 2006 and the joint Transport and Urban Linkages and Arts,
Culture and Recreation Committee meeting held on Friday 19 May 2006 be confirmed
as true and correct records.

4.1. RENAMING OF THE NORTHERN PART OF DEVON STREET, EDEN TERRACE - ANDY
GRAY
This item was withdrawn.
4.2 COLLEGE ROAD TRAFFIC CONCERNS - RICHARD GREEN
Mr Richard Green gave a presentation regarding traffic safety on and around
College Road, St Johns area.

- That Mr Richard Green be
thanked for his presentation to the Transport and Urban Linkages Committee about
his concerns regarding traffic safety on and around the College Road, St Johns
area.
- That the Transport and Urban Linkages
Committee notes that the exploration regarding safety and speed limit issues on
College Road in context of the wider needs of the Tamaki Edge will be included
in the wider Tamaki Edge presentation to the Transport and Urban Linkages
Committee at a future meeting.

4.3 AIR QUALITY SENSOR NETWORKS - DAVID WILLIAMS
Professor David Williams, from the
University of Auckland and Dr Brett Wells, from Aeroquals Ltd gave a
presentation regarding a low cost sensor network for air quality mapping and
communication.

- That Professor David Williams,
from the University of Auckland and Dr Brett Wells, from Aeroqual Ltd., be
thanked for their presentation to the Transport and Urban Linkages Committee
regarding sensors for mapping air quality.
- That the Transport and Urban Linkages
Committee supports and endorses Professor David Williams' proposal to the
Foundation for Research Science and Technology to develop a network of
inexpensive sensors for mapping air quality in Auckland City.

That Mr Stephen Selwood, Chief Executive for New Zealand Council for
Infrastructure Development be thanked for his presentation to the Transport and
Urban Linkages Committee regarding Ireland's passenger transport plan.

DRAFT SUSTAINABLE TRANSPORT PLAN
Daniel Newcombe, Senior Transport Planner tabled a
presentation and spoke to it regarding the draft sustainable transport plan.
Auckland Regional Transport Authority tabled a
copy of its draft sustainable plan.

- That Tricia Allen, Sustainable Transport Leader and Fergus Gammie, Acting Chief
Executive, from Auckland Regional Transport Authority, be thanked for their
presentation regarding the draft Sustainable Transport Plan.
- That the
Transport and Urban Linkages Committee delegates the Chairman of the Transport
and Urban Linkages Committee and the General Manager Transport the
responsibility of finalising and approving Auckland City's submission on the
draft Sustainable Transport Plan by Monday, 31 July 2006.

URGENT DECISION - WORKING PARTY TO APPROVE SUBMISSION FOR PUBLIC
TRANSPORT PROCUREMENT LEGISLATION REVIEW
- That the urgent decision
regarding approval of a working party and Auckland City Council's submission to
Ministry of Transport on the Public Transport Procurement Legislation Review be
noted.
- That the Transport and Urban Linkages
Committee notes Auckland City Council's submission to Land Transport New Zealand
regarding the operator licensing rule.
- That the Transport and Urban Linkages
Committee notes the importance of the integration of public transport ticketing
to expand and include major events held in Auckland.
- That the Transport and Urban Linkages
Committee notes and endorses the importance of using cellphone hands free car
kits as a safety issue for all drivers covered under the operator licensing
legislation.

AUCKLAND CITY COUNCIL SUBMISSION ON MINISTRY OF TRANSPORT REVIEW:
PUBLIC TRANSPORT PROCUREMENT LEGISLATION
That the
Transport and Urban Linkages Committee notes Auckland City Council's support for
option 4 - legislative controls over new and existing commercial services, in
its submission on the Ministry of Transport's Public transport procurement
legislation review.

PROPOSED CHANGES TO COMMUNITY FOCUSED LAND TRANSPORT ACTIVITIES -
LAND TRANSPORT NZ
That the Transport and Urban Linkages Committee delegates the Chairman of
Transport and Urban Linkages Committee, Councillor Fryer, Councillor Millar and
the General Manager Transport the responsibility of finalising and approving
Auckland City's submission to Land Transport New Zealand on the proposed changes
to community focused land transport activities.

NEW ZEALAND WALKING CONFERENCE 2006
That the Transport and Urban Linkages Committee endorses Graeme
Easte, Chairman of the Western Bays Community Board to attend the New Zealand
Walking Conference in Christchurch from 3-4 November 2006.

DECLARING VARIOUS AREAS OF LAND AT MT WELLINGTON AND PANMURE TO BE
A ROAD
- That the Transport and Urban Linkages Committee
approves the following road reserves to be road vested in Auckland
City, pursuant to section 111 of the Reserves Act 1977:
- parts Lots 8 and 9 DP 50893, comprising 4m2 and 9m2
respectively, on the corners of the stopped road The Oasis and Waipuna Road, Mt
Wellington;
- road reserve on DP 18650, comprising 13m2, on the
corner of Mountain Road and Ellerslie-Panmure Highway, Panmure;
- lot 20 on DP 32230, comprising 13m2, on the corner of
Barrack Road and Ellerslie-Panmure Highway, Panmure.
- That the Transport
and Urban Linkages Committee gives approval to declare parts of 486, 488 and 490
Ellerslie-Panmure Highway, defined as sections 13, 14 and 15 on SO 366729, to be
road.

RENAMING OF THE SOUTHERN PART OF HIGHBURY STREET, AVONDALE
That it
be a recommendation to Council:
- That the Transport and Urban Linkages Committee endorses the renaming of the
truncated southern part of Highbury Street, Avondale, to "Community Lane" and
proposes that Council commences the Special Consultative Procedure for the name
change and approves the Statement of Proposal.
- That the Transport and Urban Linkages Committee appoints a panel consisting of
Councillors Caughey, Millar and Walsh to hear any submissions received on the
renaming of the truncated southern part of Highbury Street, Avondale and report
back to Council.

SUBMISSIONS FOR THE RENAMING OF THE NORTHERN PART OF DEVON STREET,
EDEN TERRACE
That
it be a recommendation to Council:
That
the Transport and Urban Linkages Committee supports that the northern part of
Devon Street be renamed Piwakawaka Street.

TAMAKI DRIVE BUS LANE
Daniel
Newcombe, Senior Transport Planner presented a map detailing the location of the
proposed Tamaki Dive bus lane.

- That the Transport and Urban Linkages Committee approves in
principle the implementation of the morning peak bus/bike lane for a
trial period of 12 months on the southern side of Tamaki Drive, from the bus
stop south of Kelly Tarltons to the bus stop east of Ngapipi Road, along with a
short bus advance pocket at Solent Street.
- That it be recommended to the Planning and Regulatory Committee and
Council that new bus lanes be introduced on Tamaki Drive;
- That pursuant to Clause 25.5.7 of Part 25 - Traffic of the
Auckland City Consolidated Bylaw 1998, Clause 25.5.5 is amended by the addition
of new sub-clauses 25.5.5(zc) and (zd), which read:
- The traffic lane on the southern side of Tamaki Drive:
- The southern side of Tamaki Drive commencing at a point 160.0
metres east of the extended eastern kerb line of Kitemoana Street and extending
west to a point 60.0 metres east of the extended eastern kerbline of Ngapipi
Road.
This restriction on the use of this traffic lane on the southern side of
Tamaki Drive shall apply between the hours of 7.00 - 9.00am on weekdays except
public holidays.
- The traffic lane on the northern side of Tamaki Drive:
- the northern side of Tamaki Drive commencing at a point 20.0
metres west of the extended western kerb line of Solent Street and extending
east to the extended western kerbline of Solent Street.
This
restriction on the use of this traffic lane on the northern side of Tamaki Drive
shall apply at all times.
- That the above resolution of Council regarding Tamaki Drive Bus
Lane, be publicly notified.

TIVERTON WOLVERTON ROUTE IMPROVEMENT - STAGE 1 - TENDER EVALUATION
That it be
recommended to Council :
- That the tender submitted by Dempsey and Wood
Civil Constructors Limited for the sum of $2,264,264.92 plus GST for Contract TP/2005/08 Tiverton Wolverton Route Improvements stage 1 be approved.
- That the Transport and Urban Linkages
Committee notes that the Tiverton Wolverton route improvement - stage 1 - tender
evaluation is being funded from Auckland City's transport targeted rate.
