The Chairman opened the meeting and requested a minute silence in respect of
Elaine Prior, a previous Committee Manager for the Transport and Urban Linkages
Committee who passed away on the 6th of September 2006.

That the minutes
of the Transport and Urban Linkages Committee meeting held on Wednesday, 12 July
2006 and the joint meeting of the Transport and Urban Linkages Committee and
Arts, Culture and Recreation Committee held on Monday, 14 August 2006 be
confirmed as true and correct records.

PUBLIC FORUM
4.1. IMMINENT DISASTER ON COLLEGE ROAD - KEVIN KEVANY
Kevin Kevany gave a presentation regarding traffic concerns in
and around the Mt Wellington quarry.
That Mr Kevin Kevany be thanked for his presentation
regarding harmful effects of the Mt Wellington quarry development and traffic on
College Road.

4.2. TRAFFIC CONCERNS - HEATHER STONYER
Heather Stonyer, traffic spokesperson for the Eastern Bays Community Board gave
a presentation regarding roading, urban design, traffic and public transport in
Eastern Bays and surrounding wards.
That Heather Stonyer, traffic spokesperson, Eastern Bays Community Board, be
thanked for her presentation regarding traffic issues on the Eastern Bays Ward.

4.3. PROPOSED TAINUI ROAD LINK IN THE AUCKLAND-MANUKAU EASTERN TRANSPORT INITIATIVE (AMETI) PROPOSAL - JOHN BLAKELEY
John Blakeley gave a presentation regarding traffic concerns in and around the
Mt Wellington quarry.
That John Blakeley, Deputy Chair, from St Heliers/ Glendowie Residents'
Association, be thanked for his presentation regarding the proposed Tainui Road
line in the Auckland-Manukau Eastern Transport Initiative (AMETI) proposal.

4.4. COHESIVE ROADING AND TRAFFIC PLANS IN MT WELLINGTON AREA - KEITH
SHARP
Keith Sharp gave a presentation regarding traffic and roading concerns in and
around Panmure and the Mt Wellington quarry.
That Keith Sharp, secretary, Panmure Community Action Group, be thanked for
his presentation regarding concerns over the perceived inadequacies in the
absence of any cohesive roading and traffic plans in the Mount Wellington Quarry
and Morrin Road industrial area.

4.5. TRAFFIC AND INFRASTRUCTURE CONCERNS IN THE MT WELLINGTON QUARRY
AND SURROUNDING AREAS - PAUL CLAPSHAW
Paul Clapshaw gave a presentation regarding traffic, roading and infrastructure
concerns relative to the Mt Wellington quarry and surrounding areas.
That Paul Clapshaw, Glen Innes Action Group, be thanked for his presentation
regarding concerns of traffic infrastructure in the Mt Wellington Quarry and
surrounding areas.

Bevan Woodward gave a presentation regarding cycleways and cyclist in Auckland
City.

presentation regarding cycleways in and around the Eastern Bays, Tamaki Ward
area.

4.9. ABBOTTS WAY/GRAND DRIVE INTERSECTION - ALISON MACFARLANE
Alison MacFarlane representing residents of Grand Drive and
adjoining streets gave a presentation regarding traffic safety concerns.
That Alison MacFarlane, be thanked for her presentation
regarding traffic safety concerns in and around the Abbotts Way and Grand Drive
intersection.

PROVIDING TRANSPORT CHOICE FOR THE TAMAKI EDGE
Brian Slater, Chairman of the Eastern Bays Community Board
spoke to this item.
- That the Transport and Urban
Linkages Committee requests officers further investigate the priorities and
co-ordination of passenger transport, travel demand management, disutility of the private car, cycle and walkways and report back to
the November 2006 meeting.
- That the Transport and Urban Linkages Committee
reinforces the significance of public transport, disutility of the
private car, cycleways, walkways, travel demand management and the
transport orientated development as a primary means of delivering transport
solutions for the Tamaki Edge.
- That the Transport and Urban Linkages Committee
strongly emphasises the need for all developments in the Tamaki Edge area to be
urban villages dominated by a people-orientated environment, with traffic
calming on all peripheral roads; and not designed around the space and travel
demands of the private car.
Secretarial Note:
Noting the key characteristics of "urban villages" (Newman and Kenworthy, 1991)
are:
- High density land uses so that everything within the 'village' is
within walking and cycling distance;
- Mixed land use with offices, shops, businesses and community
facilities on main spines or in nodes, surrounded by residential development;
- A heavy rail or light rail station near the core;
- Considerable landscaping, including gardens on top of buildings and on
balconies and attractive gardens in the public spaces;
- A mixture of public, private or cooperative housing with an emphasis
wherever possible on families and hence large internal dwelling spaces and
spacious community areas;
- Extensive provision for children, such as playgrounds, and other safe
and creative kinds of play space in good view of dwellings;
- Recreational opportunities such as sporting facilities (swimming pool,
tennis courts, indoor sports etc);
- Community facilities such as schools, libraries, child care centres,
aged centres, recreation centres and in some cases small urban farms. If these
facilities are not within the village they are always nearby;
- Some special areas for secure storage of equipment such as boats;
- Pedestrian and cycle links with car parks placed underground and
traffic calming on peripheral roads. The aim should be a traffic-free,
people-orientated environment, not one designed around the space demands of
surface car parks;
- Public spaces with strong design features (water, street furniture,
sculptures, playgrounds);
- A high degree of self-sufficiency for the community for local needs,
but with good rail and bus links to the wider city for employment, higher
education and so on.
- That the Transport and Urban Linkages Committee
recommends Auckland City Council continue to advocate for the following
transport enhancements for the Tamaki Edge:
- the early recommisioning of the
Tamaki rail station;
- investigation of ferry service from
Panmure Wharf;
- for Auckland Regional Transport Authority to
develop an effective passenger transport plan for a higher level and early
improvement of transport service, provision in the Tamaki Edge, including for
the Lunn Avenue Quarry prior to its residential settlement including appropriate
enhanced feeder services for residential and employment areas and car parks to
rail stations;
- enhanced safe pedestrian and cycle access to
rail stations in the area;
- appropriate changes to enhance traffic safety
and flow on the Panmure roundabouts.
- That the Transport and Urban Linkages Committee
requests officers develop a timeline of completion of public transport projects
and roading, in relation to proposed plan growth in the Lunn Avenue Quarry and
report back to the 8 November 2006 meeting of the Committee.
- That the Transport and Urban Linkages Committee
requests that a report from officers on the effect of new roading options on
traffic flows at intersections in major surrounding roads, such as Grand View
Drive and report back to the 8 November 2006 meeting of the Committee.
Councillor Armstrong moved the following amendment:
- That the Transport and Urban Linkages Committee
recommends that Council instruct its planning officers to place a moratorium on
supporting all Tamaki Edge developments which will generate significant traffic
(including the Lunn Avenue quarry development) until comprehensive and publicly
acceptable traffic and transport solutions are put in place and agreed to by the
Tamaki, Hobson and Eastern Bays Community Boards.
- That the Transport and Urban Linkages Committee
requests officers review the plans for the Tainui Road portion of the Auckland
Manukau Eastern Tamaki Initiative and other traffic/transport plans to ensure
that traffic from the Tamaki East area is diverted to SH1 and not through
Eastern Bays and Hobson Ward roads.

SUSTAINABLE SCHOOL TRANSPORT - SCHOOL TRAVEL PLANS
Karen Hay, Road
Safety Manager gave a presentation to the Committee.
- That the Transport and Urban Linkages Committee endorses the
extension and enhancement of the Travelwise 4 school and walking school bus
programme and notes that it is required to go through the Long-term Council
community plan (LTCCP) process to secure the additional funding required and
therefore requests a report with options for enhanced resourcing of walking bus
programmes to go to the Annual Plan Direction Setting (APDS) meeting.
- That the Transport and Urban Linkages Committee endorses the
prioritisation process for the Travel wise 4 school programme, with area of high
deprivation also being considered a priority.
- That the Chairperson of the Transport and Urban Linkages Committee
sends letters of thanks for the support of the walking school bus programme in
Auckland City as follows:
- special acknowledgement be given to Mr Cess Pettit, recently retired
caregiver of Gladstone Primary, for supporting and walking small groups of
children, in Auckland City's first walking school bus that was established in
1999;
- schools, parents and students that are working towards being a
walking and cycling school and the contribution they make to sustainable
transport.

40KM/H SCHOOL SPEED ZONES UPDATE
- That the Transport and Urban Linkages
Committee endorses the prioritising process for the progressive implementation
of 40km/h school speed zones.
- That the Transport and Urban Linkages
Committee notes Auckland City schools will be assessed for the implementation of
the 40km/h school speed zone, with the highest speed and risk as a priority and
be assessed against Land Transport New Zealand (LTNZ) criteria of having at
least 50 children crossing the road, or entering or leaving vehicles at the
roadside.

RED LIGHT CAMERAS
That the
Transport and Urban Linkages Committee supports the trial of red light cameras
in Auckland's Central Business District.

INTERCITY RAIL SERVICES
Cr Sefuiva tabled an
article entitled "Hamilton commuter demand creates earlier intercity service to
Auckland" and Cr Simpson tabled the Regional Land Transport Committee minutes
(Auckland Regional Transport), from its meeting held on 22 Auckland 2006.
- That the Transport and Urban Linkages Committee expresses its concerns to the
Auckland Regional Council and Auckland Regional Transport Authority regarding
the withdrawal of intercity services.
- That the Transport and Urban Linkages Committee requests an update on current
planning for intercity services and some clarification of national and regional
views with regard to rail services.
- That Transport and Urban Linkages Committee notes and supports the
passing of the resolutions by the Regional Land Transport Committee from its 22
August 2006 meeting regarding the Overland.

WAIKARAKA CYCLEWAY (PIKES POINT TO ONEHUNGA) - CONTRACT VARIATION
That the Transport
and Urban Linkages Committee approves the increase of the contract value for the
Wairakaraka Cycleway Project (contract no: TP /04/02) by $809,740.10 from
$2,257,444.30 to $3,067,184.40 to allow the project to be completed.
Secretarial Note:
Includes the
contingency fee of $257,450.00, this request will result in the overall budget
(for both portions) increasing from $2,514,894.30 to $3,324,634.40.
Councillor Armstrong moved the following amendment:
That the Transport
and Urban Linkages Committee approves the increase of the contract value for the

$2,257,444.30 to $2,809,734.40 to allow the project to be completed.
The amendment was
declared LOST.

That the

WHARF ROAD, WAIHEKE - PROPOSED PURCHASE OF LAND FOR ROADING
- That in order to legalise the formation of Wharf Road, adjacent to 32 Wharf
Road, the Transport and Urban Linkages Committee supports the acquisition of the
land defined as Section 1 SO 368583 comprising 70 square meters to be taken for
road under Section 20 Public Works Act.
- That the Property Group Manager be requested to enter into negotiations with the
owners, Sydney Lewis Thickpenny and Christine Elizabeth Thickpenny to acquire
the land defined as Section 1 SO368583 comprising 70 square meters, required for
roading purposes.
- That the Transport and Urban Linkages Committee notes the cost of the
acquisition of Section 1 SO368583 comprising of 70 square meters, be funded from
the Unscheduled Land Acquisition Fund.

PROPOSED ROAD STOPPING CAUSEWAY ROAD, WAIHEKE ISLAND
That the
Transport and Urban Linkages Committee approves the public notification under
Section 345 Local Government Act 1974 to stop areas of road A (1044m2), B
(1749m2) and C (147m2) on plan S055851 for the purpose of creating a Recreation
Reserve on and around the area that is currently leased by the Waiheke Boating
Club.

SUBMISSIONS ON THE RENAMING OF THE NORTHERN PART OF MYRTLE STREET
That it be a
recommendation to Council:
That the
Transport and Urban Linkages Committee endorses the renaming of the northern
part of Myrtle Street in Grey Lynn to 'Ivanhoe Road', as an amalgamation with
the existing Ivanhoe Road.

NOTICE OF MOTION - STATE HIGHWAY 20 - MANUKAU HARBOUR CROSSING AND
GLOUCESTER PARK INTERCHANGE

Councillor
Hinchcliff moved:
That the
Transport, Strategy and Policy team be requested to set-up a Political Liaison
Group for the State Highway 20 - Manukau Harbour Crossing and Gloucester Park
Interchange to include members from the Maungakiekie and Mt Roskill Community
Board, Transit New Zealand and the Mangere Community Board, to further develop
additional comprehensive mitigation and enhancement measures.
