    Hans Grueber gave a presentation regarding Transit's proposal to toll the Western Ring Route and the effect it will have on the local community and networks.

    4.6. TOLLING OF THE WESTERN RING ROUTE - JIM JACKSON

    Jim Jackson tabled a presentation regarding tolling of the Western Ring Route and spoke to it.

    That Jim Jackson be thanked for his presentation to the Committee regarding Transit's proposal to toll the Western Ring Route and consideration of points raised regarding the rerouting utilities into alignment bridge.

    4.7. MT ALBERT ROAD CYCLEWAY - JEFF JOHNSON

    Jeff Johnson tabled a petition containing 182 signatures with the following prayer:

    We, the undersigned residents and/or owners of properties on Mt Albert Road, hereby express our opposition to the revised proposed "no stopping" zones on the eastern side of Mt Albert Road between New North Road and Sandringham Road, because there are alternative solutions that would allow for cycle lanes as well as parking.

    Amanda Kinzett gave a presentation regarding State Highway 20 and public transport issues in the Onehunga area.

    4.11 State highway 20 and proposal to toll the western ring route - Roger baldwin

    Roger Baldwin gave a presentation regarding State Highway 20 and the proposal to toll the Western Ring Route.

  6. Top TRANSIT STATE HIGHWAY 20 MANUKAU HARBOUR CROSSING UPDATE

    Bridget Graham, Chairman of the Maungakiekie Community Board was present and spoke to the item.

    Matthew Rednall, Roads Manager and Janet Giles, Business Development Area Manager, tabled a presentation and spoke to it.

    The Chairman moved:

    1. That the Transport and Urban Linkages Committee reaffirms its commitment to working with Transit New Zealand to complete the State Highway 20 Manukau Harbour Crossing in time for the 2011 Rugby World Cup.
    2. That Auckland City Council continue to work with Transit New Zealand to understand the implications of possible tolling the Western Ring route on Onehunga's town centre and the supporting local road network and that officers discuss these issues with Transit New Zealand and report regularly to the Transport and Urban Linkages Committee to ensure they refresh their political mandate.
    3. That the Transport and Urban Linkages Committee notes and supports the inclusion of the potential for future rail facilities in the State Highway 20 project alignment and that it be noted that the Committee views integrated transport provision is a vital component of sustainable transport solutions for the future.
    4. That in its work with Transit New Zealand and other agencies on transport projects across and near the Manukau Harbour, Auckland City apply the principle that the Manukau Harbour has equal priority with the Waitemata in terms of protecting and enhancing its quality and public access amenity and enjoyment.
    5. That the Transport and Urban Linkages Committee requests that completion of the of the State Highway 20 project include:
    • improving access east in Neilson Street
    • greater mitigation measures of waterfront
    • compensation for loss of open space
    • stronger link between Onehunga and Mangere township
    • improved infrastructure solutions
    1. That the Transport and Urban Linkages Committee requests officers advocate the upgrading on Neilson Street to a State Highway status.

    The Chairman moved:

    1. That the Chairman of the Transport and Urban Linkages Committee be authorised to lodge a submission to Transit's notice of requirement closing on 9 November 2006, including relevant aspects of the Maungakiekie Community Board's submission - and other issues including utilities as appropriate.

    The motion was put by a show of hands and declared LOST by 5 votes to 4.

    The Chairman moved:

    1. That the Rugby World Cup should not compromise the best outcomes for the community and the city.

    The Chairman put the following substantive motion:

That the Transport and Urban Linkages Committee supports the concept of tolling the Western Ring Route in principle to achieve its earliest possible completion, subject to Transit New Zealand providing additional technical data and working with Auckland City officers to resolve any adverse impacts generated by the proposals on the local road networks and that if Central Government decides not to pursue a tolling option then Auckland City advises Transit New Zealand it supports alternative funding sources such as regional petrol tax and other pricing measures to mitigate social and environmental impacts of road using vehicles to be investigated.

    • regional petrol tax;
    • introduction of carbon tax;
    • end current exemption on diesel;
    • review road user charges system to ensure compliance;
    • review vehicle registration licensing fees eg. vehicle age, cubic capacity, etc.

    The Chairman put the following substantive motion:

    2. That the Transport and Urban Linkages Committee requests Transit New Zealand explores opportunities for preferential treatment to be given to encourage the use of high occupancy vehicles.
    3. That officers report to the Transport and Urban Linkages Committee next year on the anticipated impacts and options for mitigation measures, on the local road network in the vicinity of likely tolling locations on Western Ring Route in Auckland City.

  8. Top AIRPORT CLEAR ROUTES DEVELOPMENT

    1. That the Transport and Urban Linkages Committee endorses the Clear Routes study objectives to provide reliable travel times to and from the airport which supports the Auckland City's wider strategic and economic goals, particularly in the lead up to the 2011 rugby world cup.
    2. That Auckland City continues to work in partnership with Auckland International Airport Limited and commit its support by contributing to the subsequent implementation of the Clear Routes study.

  10. Top AUCKLAND MOTORWAY NETWORK RAMP SIGNALS

    1. That Auckland City continues to work in partnership with Transit New Zealand on the Auckland motorway network ramp signals project, noting the importance of local requirements.
    2. That Transit New Zealand be advised that the Transport and Urban Linkages Committee considers any measures to mitigate adverse impacts on the local road network should be at the cost of the ramp signalling project.
    3. That the Transport and Urban Linkages Committee notes the potential for priority measures for passenger transport and/or commercial vehicles through the implementation of the network ramp signalling proposal and advises Transit New Zealand that these measures should be actively pursued.

    That it be a recommendation to Council:

    1. That the Transport and Urban Linkages Committee keeps Council informed on progress with the designs, installation, commissioning and monitoring of Transit New Zealand's Auckland Motorway Network ramp signalling project.

  11. Top CENTRAL TRANSIT CORRIDOR (CTC) UPDATE AND ALFRED STREET RESTRICTED USE PROPOSAL

    1. That the Central Transit Corridor budget, funding and implementation timeline be reported to the 14 February 2007 meeting of the Transport and Urban Linkages Committee.
    2. That Alfred Street, located between Princes Street and Symonds Street in the University of Auckland learning quarter, be turned into a pedestrian mall under section 336 of the Local Government Act 1974, subject to a special consultative procedure being under taken.
    3. That the Alfred Street mall restricts traffic under section 336(1.b) of the Local Government Act 1974 to the following vehicle classes:
    • Buses currently using the Street
    • Emergency Vehicles
    • Service Vehicles accessing UoA properties
    • Bicycles

    That it be a recommendation to Council:

    1. That a special consultative procedure be undertaken to consult on the proposal to change Alfred Street, Central Business District into a pedestrian mall.
    2. That the statement of proposal submitted with this report (appendix A) be used as the statement of proposal for the special consultative procedure to change Alfred Street, Central Business District into a pedestrian mall.
    3. That the Transport and Urban Linkages Committee, under its delegated powers under section 336 of the Local Government Act 1974, appoints Councillor Caughey, Councillor Fryer and Councillor Christian to hear submissions on the proposed Alfred Street, Central Business District pedestrian mall and make a recommendation to Council.
    4. That the Chairperson be given the delegated authority to appoint additional Councillors to hear submissions on the proposed Alfred Street, Central Business District pedestrian mall should they be required.

    1. That the Transport and Urban Linkages Committee endorses and submits the Auckland City's submission to Land Transport New Zealand, in response to Omnibus Rule - 2006 Proposal 26 as follows:

    1. Unless a road controlling authority by means of signs or markings indicates otherwise, a driver or a person in charge of a vehicle must not stop, stand or park the vehicle on a roadway when it is reasonably practicable to do so on the road margin.
    2. Despite sub clause (1), a driver or person in charge of a vehicle must not stop, stand or park the vehicle:
    1. on a garden adjacent to or forming part of a road: or
    2. unless a road controlling authority by means of signs or markings indicate otherwise, on a lawn or other cultivation adjacent to or forming part of a road separated from the roadway by an edge defined by kerbing or channelling.

  15. Top DECLARATION OF RESERVE AS ROAD - GRAFTON GULLY

    That it be a recommendation to Council:

    That the status of the reserve described as part Lot DP 30121 comprised in Computer Freehold Register 744/196 pf area 20m2, be declared as road pursuant to Section 114 (2) (b) & (h) of the Public Works Act 1981.

  16. Top SUBMISSIONS ON THE PROPOSAL TO RENAME THE SOUTHERN PART OF HIGHBURY STREET, AVONDALE

    That it be a recommendation to Council:

    That the proposal to rename the southern part of Highbury Street to 'Highbury Court Lane, Avondale ' be adopted.

    The motion was put by show of hands and was declared CARRIED by 4 votes to 2.
