    There was no extraordinary business.

  4. Top PUBLIC FORUM

    The chairperson declined a number of requests to speak in public forum as per Standing Order 2.13 as the committee had heard submissions from submitters on this topic previously, therefore submissions would be repetitive.

    In light of this, the public forum items have been renumbered to reflect the correct order and list of people who were provided with speaking rights.

    4.1 OKIWI AIRFIELD IMPROVEMENT - MIKE NEWMAN

    Mr Newman spoke to the Committee in regard to the report contained in the agenda as item 8 and requested that the Committee consider his recommendation on the partial sealing of the airfield at Okiwi as per the attached submission.

    That Mr Mike Newman from the North Barrier Residents and Ratepayer Association be thanked for his submission requesting the airstrip at Okiwi, Great Barrier Island be partially sealed.

    4.2 FISHER ROAD LAND SWAP - JAY CLARKE, FISHER ROAD PROTECTION SOCIETY

    Mr Peter Rikys, from Waiheke Island Planning Group, Mr Brian Griffiths from World Forest and Bird Protection Society, Hauraki Branch and Mr Ross Gillespie spoke to the Committee in opposition to the proposed land swap for Fisher Road, Waiheke. This matter relates to item 9.

    That Mr Peter Rikys, Ross Gillespie and Brian Griffiths from the Fisher Road Protection Society and Mr Richard Thompson from the Hauraki Gulf Enhancement Society, be thanked for their submission on the proposed land swap for Fisher Road, Waiheke Island.

    4.3 HEAVY VEHICLES ON ORAKEI ROAD - RAYWIN HEAD

    Mr Carr advised the Committee of the commitment from the New Zealand Road Transport Association to ensure that the heavy vehicles by-law was adhered to by the industry. This matter relates to item 11.

    That Mr Chris Carr, from New Zealand Road Transport Association be thanked for her submission on heavy vehicles utilising Orakei Road.

    4.4 HEAVY VEHICLES ON ORAKEI ROAD - MR TERRY HAYDEN and MRS MARGARET TAPPER

    Mr Hayden addressed the Committee on the residents' concerns with trucks not adhering to the by-law.

    That Mr Hayden be thanked for his submission on heavy vehicles utilising Orakei Road.

    4.5 CONTINUING TRAFFIC OFFENCES IN AUCKLAND - DR PETER BOYS

    Dr Peter Boys did not attend to speak to the Committee at this meeting.

    4.6 RENAMING OF A PORTION OF COLLEGE ROAD - AARON SMAIL

    Mr Smail addressed the Committee on behalf of Landco, Fletcher residential and Greenstone Group requesting the Committee consider renaming the portion of College Road to Stoneridge Drive instead of the name suggested in the report. This matter was discussed under item 13.

    That Mr Aaron Smail be thanked for his presentation on the renaming of College Road to Stoneridge Drive instead of 'Ngahue Tekanga Road'.

  6. Top MT ALBERT ROAD PROPOSED CYCLE LANES

    The Chairperson of Eden/Albert Community Board, addressed the Committee on this matter and conveyed the position of the community board.

    Officers provided a presentation to the Committee which is attached.

    The Chairperson moved:

    1. That the Transport and Urban Linkages Committee endorses the revised Mt Albert Rd and Carrington Rd cycle lane designs and that the cycle lanes be implemented in early 2007, in line with the new traffic bylaw.
    2. That the following matters be investigated and reported back to the Committee in March 2007:
    1. footpath condition on Mt Albert Road;
    2. possibility of undergrounding power lines;
    3. Owairaka Avenue and Mt Albert Road intersection improvements; and
    4. left turn from Allendale Road onto Mt Albert Road.

    The Chairperson left the meeting and Councillor Northey assumed the Chairperson at 2:46pm.

    The Chairperson resumed the Chair at 2:55pm.

    Councillor Armstrong moved the following amendment:

    A. That the Transport and Urban Linkages Committee defers endorsing the revised Mt Albert Rd and Carrington Rd cycle lane designs to enable further detailed consultation with residents.

  7. Top UPDATE ON THE MT ROSKILL SHARED CYCLEWAY/FOOTPATH

    Mr Richard Reid provided the attached presentation to the Committee on the process undertaken for reaching a consensus on the Mt Roskill shared cycleway/ footpath.

    That the Transport and Urban Linkages Committee endorses the proposed shared cycleway / footpath and landscape plan as outlined in the report from the Transport Planner and Open Space Planner dated 23 November 2006.

  8. Top OKIWI AIRFIELD IMPROVEMENTS - GREAT BARRIER ISLAND

    The Chairperson of the Great Barrier Community Board was in attendance for this item and requested the committee seal some of the landing strip and raised concerns with the closure for 12 months just for regrading due to the impact on tourism in the northern part of the island, especially the Outdoor Pursuit Centre in Orama.

    That funding for the implementation of the Okiwi Airfield project, with a further report on option B the regrading and drainage of the airfield and option E a sealed landing strip, be considered through the Annual Plan process for 2007/2008 or later.

  9. Top PROPOSED LAND EXCHANGE FOR ROADING, FISHER ROAD, WAIHEKE

    That in order to legalise the formation of Fisher Road, Waiheke Island, the Transport and Urban Linkages Committee approves (subject to final approval from the Minister of Lands):

    1. area C SO68406 (approx 616m2) to be acquired for road from Lot 4 DP74498 under Section 17 Public Works Act; and
    2. areas of legal road, Area B SO68406 (approx 161m2) and Section 1 SO373799 (also referred to as Area D in the report to the Waiheke Community Board, approx 455m2), be stopped under Section 116 Public Works Act and amalgamated into the adjacent property, Lot 4 DP74498, in exchange for Area C SO68406.

    1. At Ruapotaka School:
      Tripoli Road: from a point 53 metres west of the western kerb line of Erima Avenue and extending in a westerly direction to a point 29.5 metres west of the western kerb line of Hinaki Street.
    2. At Gladstone Primary School:
      Carrington Road: from a point 75 metres north of the northern kerb line of Fifth Avenue and extending in a southerly direction to a point 61 metres north of the northern kerb line of Benfield Avenue.
    3. At Te Papapa School:
      Mt Smart Road: from a point 172 metres west of the western kerb line of Captain Springs Road and extending in an easterly direction to a point 102.5 east of the eastern kerb line of Captain Springs Road.
    4. At Christ The King School
      Richardson Road: from a point 86 metres north of the northern kerb line of Netherton Street and extending in a southerly direction to a point 32 metres south of the southern kerb line of Laburnum Road.
    5. At St Marys School:
      Great North Road: from a point 77.5 metres east of the eastern kerb line of Larch Street and extending in a westerly direction to a point 405 metres west of the western kerb line of Larch Street.
    6. At Three Kings School:
      Mt Eden Road: from the northern kerb line of Mt Albert Road, extending in a northerly direction to a point 128 metres north of the northern kerb line of Grahame Breed Drive.
      Warren Avenue: from the southern kerb line of Mt Albert Road extending in a southerly direction for a distance of 102 metres.
      Mt Albert Road: from a point 13 metres west of the western kerb line of St Andrews Road and extending in a westerly direction to a point 242 metres west of the western kerb line of Mt Eden Road.
    7. At St Heliers School:
      St. Heliers Bay Road: from a point 68.5 metres south of the southern kerb line of Gifford Street and extending in a southerly direction to a point 185 metres south of southern kerb line of Parkside Street.
      Riddell Road: from the eastern kerb line of St Heliers Bay Road and extending in a easterly direction to a point 17 metres west of the western kerb line of Sierra Street.
      Maskell Street: from the eastern kerb line of St Heliers Bay Road and extending in a easterly direction for a distance of 145.5 metres.
      Walmsley Road: from the northern kerb line of Maskell Street and extending ina northerly direction for a distance of 180 metres.
    8. At Cornwall Park School:
      Wheturangi Road: from a point 31.5 metres north of the northern kerb line of Momona Road and extending in a southerly direction to the northern kerb line of Greenlane West.
      Greenlane West: from a point 148.5m east of eastern kerb line of Wheturangi Road and extending in a westerly direction to a point 63 metres east of the eastern kerb line of Puriri Drive.
    9. At Rosebank School:
      Rosebank Road: from a point 74 metres south of the southern kerb line of Riversdale Road and extending in a northerly direction to a point 41 metres south of the southern kerb line of Eastdale Road.
    10. At Corran School:
      Remuera Road: from a point 181.5 metres east of the eastern kerb line of Ranui Road and extending in a westerly direction to a point 39 metres west of the western kerb line of Entrican Avenue.
      Ranui Road: from the northern kerb line of Remuera Road to a point 115 metres north of the northern kerb line of Remuera Road.
    11. For Owairaka District School:
      Richardson Road: from a point measured 34 metres north of the northern kerb line of Hendon Avenue and extending in a northerly direction to a point 41.5 metres south of the southern kerb line of Range View Road.
      Owairaka Avenue: from the eastern kerb line of Richardson Road extending in an easterly direction to a point 147 metres east of the eastern kerb line of Richardson Road.
    12. At St Kentigern Primary School
      Shore Road: from a point 29.5 metres west of the western kerb line of Victoria Avenue and extending in a easterly direction to a point 476.5 metres east of the eastern kerb line of Victoria Avenue.
    1. That the 40km/h speed limit applies outside the schools listed in the amended schedule at the following times:
    1. 35 minutes before the start of school until the start of school;
    2. 20 minutes at the end of school commencing no earlier than 5 minutes before the end of school; and
    3. 10 minutes at any other time of day when the warrant conditions are met.

  11. Top HEAVY VEHICLES USING ORAKEI ROAD

    The Chairperson moved:

    1. That the Transport and Urban Linkages Committee reinforce its commitment to the existing night time turning ban at Solent Street / Tamaki Drive intersection.
    2. That Council officers continue to work with the freight industry and affected local residents to reduce the impact of heavy vehicles using Orakei Road, including six-monthly meetings.
    3. That Council officers put in place a management programme with Transit New Zealand to reduce the impact of motorway closures at night for works on heavy vehicles using the City street network.
    4. That the traffic bylaw review for heavy vehicle restrictions including safety issues and the evaluation criteria is reported to the Transport and Urban Linkages Committee in 2007.
    5. That the Committee notes the presentation made by the Orakei Road residents to its meeting held on 13 December 2006 and requests that officers give consideration to the points raised in future reporting.
    6. That this report be referred to the Planning and Regulatory Committee.

    Councillor Millar moved the following amendment:

    1. That Council officers continue to work with the freight industry, local community board traffic spokespersons and affected local residents to reduce the impact of heavy vehicles using Orakei, Kepa and Ngapipi Roads and Ascot Avenue, including six-monthly meetings.

  12. Top SUBMISSION ON THE PROPOSAL TO RENAME THE SOUTHERN PART OF HIGHBURY STREET, AVONDALE

    Duncan MacDonald represented the Avondale Community Board in this matter and also tabled a submission from the president of the Avondale Historical Society.

    That the Transport and Urban Linkages Committee revokes their previous resolutions on the renaming of Highbury Street and recommend to Council:

    1. That the resolutions passed at the Council meeting held on 23 November 2006 in regards to the renaming of Highbury Street be revoked.
    2. That the southern part of Highbury Street be renamed Community Lane as recommended by the local community.

  13. Top RENAMING OF THE SOUTHERN PART OF COLLEGE ROAD, ST JOHNS, TO 'NGAHUE TEKANGA ROAD'

    That it be a recommendation to Council:

    1. That the renaming of the southern part of College Road (and the naming of Road 2) to 'Ngahue Tekanga Road' and Statement of Proposal be endorsed to enable the commencement of the Special Consultative Procedure.
    2. That the Transport and Urban Linkages Committee appoints a panel consisting of Councillors Boyle (Chair), Millar and Simpson (with Councillor Fryer as an alternate) to hear any submissions received on the renaming of the southern part of College Road to 'Ngahue Tekanga Road'.

  14. Top RENAMING OF MANIUTU STREET, GREENLANE TO WAIOHUA ROAD

    That it be a recommendation to Council:

    1. That the renaming of the Maniutu Street to Waiohua Road and Statement of Proposal be endorsed to enable the commencement of the Special Consultative Procedure.
    2. That the Transport and Urban Linkages Committee appoints a panel consisting of Councillors Boyle (Chair), Millar and Simpson (with Councillor Fryer as an alternate) to hear any submissions received on the renaming of Maniutu Street to Waiohua Road.

  15. Top RENAMING OF THE SOUTHERN PART OF SEAFIELD VIEW ROAD TO "EDWARD WAYTE PLACE"

    That it be a recommendation to Council:

    1. That the renaming of the southern part of Seafield View Road located between Khyber Pass Road and the motorway, to 'Edward Wayte Place' and attached Statement of Proposal be endorsed to enable the commencement of the Special Consultative Procedure.
    2. That the Transport and Urban Linkages Committee appoints a panel consisting of Councillors Boyle (Chair), Millar and Simpson (with Councillor Fryer as an alternate) to hear any submissions received on the renaming of the southern part of Seafield View Road to Edward Wayte Place.

  16. Top RENAMING OF THE WESTERN APPENDIX OF "THE STRAND" TO "SHIPWRIGHT LANE"

    That it be a recommendation to Council:

    1. That the renaming of the western appendix of The Strand to 'Shipwright Lane and Statement of Proposal be endorsed to enable the commencement of the Special Consultative Procedure.
    2. That the Transport and Urban Linkages Committee appoints a panel consisting of Councillors Boyle (Chair), Millar and Simpson (with Councillor Fryer as an alternate) to hear any submissions received on the renaming of the western appendix of 'The Strand to 'Shipwright Lane'.

  17. Top TRANSIT NEW ZEALAND TOLLING PROPOSAL FOR WESTERN RING ROUTE

    That the Transport and Urban Linkages Committee receive the resolutions from the Maungakiekie and Tamaki Community Boards, noting that the Committee's submission has already been forwarded to Transit New Zealand.

  18. Top EXCLUSION OF THE PUBLIC : LOCAL GOVERNMENT OFFICIAL INFORMATION AND MEETINGS ACT 1987

    Since the agenda was distributed it has been established that the report contained in the confidential agenda was no longer required to be confidential as the reasons for confidentiality had lapsed since the previous meeting. Accordingly this item will be discussed as Item 19 in the open section of the meeting.

  19. Top ONEHUNGA BRANCH LINE

    That the Chairperson writes to the Auckland Regional Transport Authority (ARTA) to advocate for the inclusion of the reopening of the Onehunga Branch rail line in its 10 year plan.
