    Mr Guy Salmon, Ecologic Foundation, addressed the Committee regarding opportunities for improving the environmental sustainability of transport in Auckland.

  6. Top STATE OF THE NATION

    The Chairperson tabled a presentation and addressed the Committee regarding transport challenges faced by Auckland.

    1. That the Transport and Urban Linkages Committee note the activities of the Transport Division.

    2. That the Transport and Urban Linkages Committee support the work of the Transport Division towards the transport strategy and development of an integrated transport system.

    3. That the Transport and Urban Linkages Committee agree that the scope of the May 2007 State of the Nation report include transport statistics and data, following the completion of the monitoring reports and analysis of the census data.

    4. That the Chairperson, be thanked for his presentation regarding the achievements and direction of the Transport and Urban Linkages Committee.

  7. Top AUCKLAND TRANSPORT PLAN SUBMISSION TO AUCKLAND REGIONAL TRANSPORT AUTHORITY (ARTA)

    Maree Farid and Peter Clark, from the Auckland Regional Transport Authority (ARTA) addressed the Committee regarding the Auckland Transport Plan.

    A. That the Transport and Urban Linkages Committee endorse Auckland City's proposed submission to the Auckland Regional Transport Authority on the Auckland Transport Plan with the inclusion of advocacy for the addition of reopening the Onehunga Branch Rail Line project and increasing the prioritisation of public transport, including rail to the Tamaki Edge and as well as the relocation of the station in Tamaki, in the 10 year plan.

    B. That the Transport and Urban Linkages Committee support the continuation of Auckland City officers participation in the preparation and development of Auckland Regional Transport Authority's Auckland Transport Plan.

  8. Top THE LIVEABLE ARTERIALS PROJECT

    This item was deferred to the March 2007 meeting.

  9. Top CENTRAL TRANSIT CORRIDOR

    Graham Long, Senior Project Manager presented to the Committee regarding the Central Transit Corridor.

    1. That the Transport and Urban Linkages Committee endorse the Central Transit Corridor project and calls tenders for construction and that officers ensure that the corridor is future proofed for light rail.

    2. That it be a recommendation to Council:

    3. That a variation to the Beca design contract for the Central Transit Corridor project, to the value of $2,720,000 plus a $270,000 contingency, be approved.

    4. That officers report back to the Transport and Urban Linkages Committee on the feasibility of using the Albert Park tunnels for future transport purposes connecting the Central Transit Corridor to pedestrian networks leading to the University, CBD, Domain and Parnell.

    5. That ducting, to future proof the Central Transit Corridor project as a technology corridor, be considered as part of the project.

  10. Top SUBMISSIONS TO DRAFT NEW ZEALAND ENERGY STRATEGY AND ASSOCIATED CLIMATE CHANGE POLICY DOCUMENTS

    1. That the Transport and Urban Linkages Committee note that the Economic Development and Sustainable Business Committee considered the report of the Senior Advisor, Strategic Development, dated 24 January 2007, at its 12 February 2007 meeting.
    2. That the Transport and Urban Linkages Committee endorse Auckland City participating in the development of joint regional submissions on the following draft strategies and discussion documents:
      • Powering the Future: NZ Energy Strategy to 2050(NZES)
      • NZ Energy Efficiency and Conservation Strategy (NZEECS)
      • Transitional Measures: Options to Move towards Low Emissions Electricity and Stationary Energy Supply and to Facilitate a Transition to Greenhouse Gas Pricing in the Future
      • Reducing Greenhouse Gas emissions in NZ post 2012
      • Sustainable Land Management and Climate Change
    3. That the Transport and Urban Linkages Committee note that the draft joint regional submissions will be reported to the March 2007 meetings of the Economic Development and Sustainable Business, Transport and Urban Linkages, and Urban Strategy and Governance Committees for approval.
    4. That the Chairs and Deputy Chairs of the Economic Development and Sustainable Business Committee and Transport and Urban Linkages Committee, the Deputy Mayor and Councillor Milne constitute a working party to work with officers in drafting a submission, prior to this submission being reported to the these committees and the Urban Strategy and Governance Committee in March 2007.

  11. Top THE AUCKLAND REGIONAL TRANSPORT AUTHORITY'S WORKING PAPER CRITIQUE ON THE EXISTING PUBLIC TRANSPORT PROCUREMENT SYSTEM IN AUCKLAND, MAY 2006

    That the Auckland Regional Transport Authority's working paper critique on the existing public transport procurement system in Auckland, dated May 2006, be received.

  12. Top PROPOSED ROAD STOPPING WAVERLEY STREET, CITY

    That the stopping and sale of legal road described as Section 1 in Appendix A (approximately 2m2), to be stopped under Section 116 Public Works Act and to be amalgamated into the adjacent property, Lot 1 DP79735 be approved, subject to:

    • Minister of Lands approval;

    • The purchaser doing works to improve pedestrian safety;

    • Approval under delegation of terms and conditions of sale.

  13. Top SUBMISSIONS ON THE PROPOSAL TO RENAME THE SOUTHERN PART OF LORNE STREET

    This item was withdrawn.

  14. Top NEWMARKET STREETSCAPE UPGRADE - CONSULTATION PROCESS

    That the report of the Contractor Asset Management, dated 24 January 2007, and the resolutions from the Arts, Culture and Recreation Committee meeting held on 2 February 2007, be received.
