RESOLUTION - SPECIAL VEHICLE LANES

Requesting that the Transport Resolutions Sub Committee pass the necessary
resolutions to approve the Special Vehicle Lanes, in the annexed schedule, under
Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as
amended). These resolutions are required to ensure the effective transition to
the new traffic bylaw that takes effect on 31 March 2007.

Recommending that pursuant to clause 25.17 of Part 25 - Traffic (2006) of the
Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5pm on 31
March 2007, and in relation to each part of a road referred to in the annexed
schedule (page 1):
25.17.1The council may by resolution specify the location of special
vehicle lanes.
25.17.2 Any special vehicle lane specified under clause 25.17.1 is a
"special vehicle lane" as that term is used in the Land Transport (Road User)
Rule 2004. A special vehicle lane must restrict the use of a lane to a
specified class or classes of vehicles and must be doing one of the following:
- Bus lane
- Cycle lane
- Transit lane
- Light rail vehicle lane
- Restricted vehicle lane
25.17.3 No person may use a vehicle traffic lane specified under
clause 25.17.1 in a manner contrary to the restriction applicable to that type
of lane.
25.17.4 Any resolution under clause 25.17.1 specifying the location
of a special vehicle lane, does not apply to any vehicle which is using the lane
for a distance of not more than 50 metres for the purposes of turning into a
side road or a property fronting the road on which the specified special vehicle
lane is located.
25.17.6 Any special vehicle lane specified under clause 25.17.1 shall
be evidenced by the appropriate signs and markings.
RESOLUTION - RESIDENTS' PARKING

schedule (pages 1 to 3):
- each such part of a road is determined to be a residents parking area
for the exclusive parking of specified motor vehicles owned by residents of the
surrounding area and displaying a Residents Only Permit issued in respect of
such a vehicle. Such part of a road (referred to as a "residents only area")
shall be indicated by the appropriate signs.
- identify a road or part of a road as being able to be used by
specific vehicles owned by eligible residents of the surrounding area and
displaying a valid Residents Exemption Permit issued in respect of such a
vehicle. Such a road or part of (referred to as a " residents exemption parking
area") shall be marked out or indicated by appropriate signs.

resolutions to approve the pay and display areas in Auckland City, in the
annexed schedule, under Part 25 - Traffic (2006) of the Auckland City
Consolidated Bylaw 1998 (as amended). These resolutions are required to ensure
the effective transition to the new traffic bylaw that takes effect on 31 March
2007.

Recommending that pursuant to clauses 25.15.1 and 25.15.2 of Part 25 - Traffic
(2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect
from 5 pm on 31 March 2007, and in relation to each parking place or part or
portion of a road referred to in the annexed schedule (pages 1 to 18):
- each such parking place or part or portion of a road is declared to be a
pay and display area at the corresponding times specified in the annexed
schedule in relation to that pay and display area;
- the fees payable for the parking of a vehicle in each such pay and
display area at all relevant times are prescribed to be those calculated in
accordance with the annexed schedule in relation to the relevant pay and display
area;
- the maximum time allowed for the parking of a vehicle in each such pay
and display area on one occasion is declared to be the corresponding number of
minutes shown as "Maximum Stay" in the annexed schedule;
- the Council will place appropriate parking meters, indicate the location
of pay and display areas by painted lines, and erect appropriate signs.
