  2. Top EXTRAORDINARY BUSINESS

    The Chairperson advised the Sub-committee of an item of extraordinary business regarding the closure of Alfred Street to vehicular traffic. This matter required a decision prior to 2 April 2007 to allow for the measures put in place to be enforceable.

    That an extraordinary item of business be considered as agenda item 12 to enable the Sub-committee to approve the resolutions to close Alfred Street to vehicular traffic (excluding buses, cycles, university service vehicles and emergency vehicles) from 2 April 2007.

  3. Top ELECTION OF CHAIRPERSON

    The Democracy Advisor called for nominations for Chairperson of the Transport Resolutions Sub-committee. There was one nomination.

    That Don Munro be appointed as the Chairperson of the Transport Resolutions Sub-committee, in accordance with Schedule 7, clause 25 of the Act, noting that no member has a casting vote.

  4. Top SCHEDULE OF MEETINGS

    That the Transport Resolutions Sub-committee nominates the last Friday of every month as its meeting date, with the times and venues to be confirmed.

  5. Top RESOLUTION - SPECIAL VEHICLE LANES

    A. That pursuant to clause 25.17 of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5pm on 31 March 2007, and in relation to each part of a road referred to in the annexed schedule (page 1), subject to the errors in the Resolutions ID being corrected:

    1. 25.17.1The council may by resolution specify the location of special vehicle lanes.
    2. 25.17.2 Any special vehicle lane specified under clause 25.17.1 is a "special vehicle lane" as that term is used in the Land Transport (Road User) Rule 2004. A special vehicle lane must restrict the use of a lane to a specified class or classes of vehicles and must be doing one of the following:
    1. Bus lane
    2. Cycle lane
    3. Transit lane
    4. Light rail vehicle lane
    5. Restricted vehicle lane
    1. 25.17.3 No person may use a vehicle traffic lane specified under clause 25.17.1 in a manner contrary to the restriction applicable to that type of lane.
    2. 25.17.4 Any resolution under clause 25.17.1 specifying the location of a special vehicle lane, does not apply to any vehicle which is using the lane for a distance of not more than 50 metres for the purposes of turning into a side road or a property fronting the road on which the specified special vehicle lane is located.
    3. 25.17.6 Any special vehicle lane specified under clause 25.17.1 shall be evidenced by the appropriate signs and markings.

    B. That all previous resolutions or purported resolutions concerning the areas declared by these resolutions to be special vehicle lanes are confirmed as effective from the time when they were made and remain in effect until 5pm on 31 March 2007.

  6. Top RESOLUTION - RESIDENTS' PARKING

    1. That pursuant to clause 25.14 of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5pm on 31 March 2007, and in relation to each part of a road referred to in the annexed schedule (pages 1 to 3):
    1. each such part of a road is determined to be a residents parking area for the exclusive parking of specified motor vehicles owned by residents of the surrounding area and displaying a Residents Only Permit issued in respect of such a vehicle. Such part of a road (referred to as a "residents only area") shall be indicated by the appropriate signs.
    2. identify a road or part of a road as being able to be used by specific vehicles owned by eligible residents of the surrounding area and displaying a valid Residents Exemption Permit issued in respect of such a vehicle. Such a road or part of (referred to as a " residents exemption parking area") shall be marked out or indicated by appropriate signs.
    1. That all previous resolutions or purported resolutions concerning the areas declared by these resolutions to be resident's parking are confirmed as effective from the time when they were made and remain in effect until 5pm on 31 March 2007.

  7. Top RESOLUTION - PAY AND DISPLAY AREAS IN AUCKLAND CITY

    1. That pursuant to clauses 25.15.1 and 25.15.2 of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5pm on 31 March 2007, and in relation to each parking place or part or portion of a road referred to in the annexed schedule (pages 1 to 18):
    1. each such parking place or part or portion of a road is declared to be a pay and display area at the corresponding times specified in the annexed schedule in relation to that pay and display area;
    2. the fees payable for the parking of a vehicle in each such pay and display area at all relevant times are prescribed to be those calculated in accordance with the annexed schedule in relation to the relevant pay and display area;
    3. the maximum time allowed for the parking of a vehicle in each such pay and display area on one occasion is declared to be the corresponding number of minutes shown as "Maximum Stay" in the annexed schedule;
    4. the Council will place appropriate parking meters, indicate the location of pay and display areas by painted lines, and erect appropriate signs.
    1. That all previous resolutions or purported resolutions concerning the areas declared by these resolutions to be pay and display areas are confirmed as effective from the time when they were made and remain in effect until 5pm on 31 March 2007.

  8. Top RESOLUTION - PARKING RESTRICTIONS

    1. That pursuant to clause 25.8 of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5pm on 31 March 2007, and in relation to each part of a road referred to in the annexed schedule (pages 1 to 44):
    1. each such part of a road is determined to be a parking restriction either exclusively or at the corresponding times specified in the annexed schedules in relation to parking restrictions.
    2. while each such part of a road is a parking restriction, the stopping, standing or parking of vehicles must comply with the authorised class of vehicle specified in the annexed schedule and for a period of time not exceeding the period specified in the annexed schedules.
    1. That all previous resolutions or purported resolutions concerning the areas declared by these resolutions to be parking restrictions are confirmed as effective from the time when they were made and remain in effect until 5pm on 31 March 2007.

  9. Top RESOLUTION - LOADING ZONES

    1. That pursuant to clause 25.9 of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5 pm on 31 March 2007, and in relation to each part of a road referred to in the annexed schedule (page 1 to 7):
    1. each such part of a road is determined to be a loading zone either exclusively or at the corresponding times specified in the annexed schedule in relation to that loading zone;
    2. while each such part of a road is a loading zone, the stopping, standing or parking of goods service vehicles or any other class of authorised vehicles there is restricted to the classes of vehicles specified in the annexed schedule and to a period of time not exceeding the period specified in the annexed schedule.
    1. That all previous resolutions or purported resolutions concerning the areas declared by these resolutions to be loading zones are confirmed as effective from the time when they were made and remain in effect until 5pm on 31 March 2007.

  10. Top RESOLUTION - BUS STOPS

    1. That pursuant to clause 25.10 of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5pm on 31 March 2007, and in relation to each part of a road referred to in the annexed schedule (pages 1 to 14):
    1. reserve and mark out any particular stopping place as a bus stop for the exclusive use of buses;
    2. limit to not more than 5 minutes the times that a bus may remain stationary on any bus stop that has been reserved for their use.
    3. reserve any particular bus stop for the exclusive use of buses operating on a defined route or routes;.
    1. That all previous resolutions or purported resolutions concerning the areas declared by these resolutions to be bus stops are confirmed as effective from the time when they were made and remain in effect until 5pm on 31 March 2007.

  11. Top RESOLUTION - TRAFFIC CONTROL RESOLUTIONS AND SPEED LIMITS

    1. That pursuant to the following clauses of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5pm on 31 March 2007, and in relation to each part of a road referred to in the annexed schedule (pages 1 to 733) :
    1. clause 25.3 Turning restrictions
    2. clause 25.6 Speed limits
    3. clause 25.8 Stopping, standing and parking restrictions
    4. clause 25.9 Loading zones
    5. clause 25.10 Bus stops
    1. That all previous resolutions or purported resolutions concerning the areas declared by these resolutions to be traffic control and parking restrictions are confirmed as effective from the time when they were made and remain in effect until 5pm on 31 March 2007.

  12. Top ALFRED, SYMONDS AND PRINCES STREET, AUCKLAND CENTRAL, HOBSON WARD

    Chris Geerlings, Transport Integration Team Leader, tabled a report updating the Sub-committee on the proposal to improve the pedestrian environment in Alfred Street by removing all general traffic except for buses, cyclists and Goods Service Vehicles to create a safer precinct for pedestrians.  The scheme was approved by the council at its meeting on 22 February 2007.  The traffic restrictions and devices recommended in this report are necessary to give effect to this decision of council.

    1. That pursuant to the Local Government Act 1974, the Auckland City Consolidated Bylaw 1998, Part 25 - traffic (2006) and the Land Transport Rule 54002: Traffic Control Devices 2004 the following traffic restrictions and devices are authorised:
    1. Closure of Alfred Street
      Alfred Street will be closed to all traffic except for buses, University of Auckland service vehicles, cyclists and emergency vehicles.
    2. Prohibited from making Left Turns
      From Alfred Street into Symonds Street
    3. Loading Zone (Goods Service Vehicles Only)
      Alfred Street, south side, from a point 110 metres east of the extended line of the eastern kerb line of Princes Street and extending easterly for a distance of 13 metres.
    4. (iv) Bus Stop
      Alfred Street, north side, from a point 50 metres east of the extended line of the eastern kerb line of Princes Street and extending in easterly direction for a distance of 40 metres.
    5. Motor Cycle Stand
      Symonds Street, north side, from a point 10 metres west of the extended line of the western kerb line of Alfred Street and extending in the southwestern direction for a distance of 85 metres.
      Symonds Street, south side, from a point 175 metres west of the extended line of the southern kerb line of Grafton Road and extending in the southwestern direction for a distance of 39 metres.
    6. Disabled Parking
      Princes Street, east side, from a point 9.5 metres south of the extended line of the southern kerb line of Alfred Street and extending in a southerly direction for a distance of 14.5 metres.
    7. Parking place for Buses
      Princes Street, east side, from a point 21 metres north of the extended line of the northern kerb line of Alfred Street and extending in a northerly direction for a distance of 29 metres.
    8. Traffic islands
      Corner of Princes Street and Alfred Street as shown on Plan No 3120309 - C407.

    9. No stopping at all times
      Princes Street, east side, from the extended line of the northern kerb line of Alfred Street and extending in a northerly direction for a distance of 21 metres.
    1. That pursuant to the Local Government Act 1974, Section 317 and Land Transport Rule 54002: Traffic Control Devices 2004, Section 2.1, all previous resolutions of Auckland City Council pertaining in the above areas, be rescinded.
    2. That the above resolutions take effect from 2 April 2007 when the physical change takes place.
