  2. Top ELECTION OF CHAIRPERSON

    The Democracy Advisor called for nominations for Chairperson of the Transport Resolutions Sub Committee. There was one nomination.

    That the Transport Resolutions Sub Committee appoint Don Munro, Manager Transport Assets and Operations as the Chairperson, in accordance with Schedule 7, clause 25 of the Local Government Act, noting that no member has a casting vote.

  3. Top CONFIRMATION OF MINUTES

    That the minutes of the Transport Resolutions Sub Committee meeting held on Friday, 30 March 2007 be confirmed as a true and correct record.

  4. Top EXTRAORDINARY BUSINESS

    The Chairperson advised the Transport Resolutions Sub Committee of three items of extraordinary business regarding Symonds Street, Hobson Ward: Parking Changes, Princes Street, Hobson Ward: Parking Changes and Harbour View Road / Raymond Street, Pt Chevalier, Western Bays Ward: Traffic Control Changes.

    That extraordinary items of business be considered as agenda items 36, 37 and 38 to enable the Transport Resolutions Sub Transport Committee to approve parking restrictions for Symonds Street and Princes Street, Hobson Ward and traffic control changes for Harbour View Road / Raymond Street, Pt Chevalier, Western Bays Ward for the reason that construction and/or marking of restrictions are currently underway.

  6. Top RESOLUTION - SPECIAL VEHICLE LANES

    Steve MacKenzie, Acting Parking Services Manager, tabled a report requesting the Transport Resolutions Sub Committee to consider the report containing the recommendations approving the special vehicle lanes, in the annexed schedule, under Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended).

    That the Transport Resolutions Sub-committee resolves:

    1. That pursuant to clause 25.17 of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5 pm on 28 May 2007, and in relation to each road or part of a road referred to in the annexed schedule (page 1):
      1. each such road or part of a road is specified as the location of a special vehicle lane at the corresponding times specified in the annexed schedule in relation to that lane;
      2. while each such road or part of a road is a special vehicle lane, the use of the lane is restricted to buses, cycles, mopeds and motorcycles (unless one or more are specified in the corresponding section of the annexed schedule as excluded);
      3. the Council will evidence the special vehicle lanes specified in the annexed schedule by the appropriate signs and markings.
    2. That all previous resolutions or purported resolutions concerning the areas declared by these resolutions to be special vehicle lanes are confirmed as effective from the time when they were made and remain in effect until 5 pm on 28 May 2007 (or such earlier date as they may previously have been rescinded from).

  7. Top RESOLUTION - RESIDENTS' PARKING

    Steve MacKenzie, Acting Parking Services Manager , tabled a report requesting the Transport Resolutions Sub Committee to consider the report containing the recommendations approving the residents parking areas, in the annexed schedule, under Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended).

    That the Transport Resolutions Sub-committee resolves:

    1. That pursuant to clause 25.14 of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5 pm on 28 May 2007, and in relation to each road or part of a road referred to in the annexed schedule:
      1. each such road or part of a road is identified by the Council as being either;
        1. reserved for the exclusive parking of specified motor vehicles owned by residents of the surrounding area and displaying a valid Residents Only Permit issued in respect of such a vehicle ("Residents only parking area"); or
        2. able to be used by specified vehicles owned by eligible residents of the surrounding area and displaying a valid Residents Exemption Permit issued in respect of such a vehicle ("Residents exemption parking area");
      2. each such road or part of a road shall be indicated by appropriate signs;
      3. while each such road or part of a road is identified as either a "residents only parking area" or a "residents exemption parking area", the operation of the restriction is limited to the corresponding operating days and/or times referred to in the annexed schedule.
    2. That all previous resolutions or purported resolutions concerning the areas declared by these resolutions to be residents only parking areas or residents exemption parking areas are confirmed as effective from the time when they were made and remain in effect until 5 pm on 28 May 2007 (or such earlier date as they may previously have been rescinded from).

  8. Top RESOLUTION - PAY AND DISPLAY AREAS IN AUCKLAND CITY

    Steve MacKenzie, Acting Parking Services Manager, tabled a report requesting the Transport Resolutions Sub Committee to consider the report containing the recommendations approving the pay and display areas in Auckland City, in the annexed schedule, under Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended).

    That the Transport Resolutions Sub Committee resolves:

    1. That pursuant to clauses 25.15.1 and 25.15.2 of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5 pm on 28 May 2007, and in relation to each parking place or part or portion of a road referred to in the annexed schedule:
      1. each such parking place or part or portion of a road is declared to be a pay and display area at the corresponding times specified in the annexed schedule in relation to that pay and display area;
      2. the fees payable for the parking of a vehicle in each such pay and display area at all relevant times are prescribed to be those calculated in accordance with the annexed schedule in relation to the relevant pay and display area;
      3. the maximum time allowed for the parking of a vehicle in each such pay and display area on one occasion is declared to be the corresponding number of minutes shown as "Maximum Stay" in the annexed schedule;
      4. the Council will place appropriate parking meters, indicate the location of pay and display areas by painted lines, and erect appropriate signs.
    2. That all previous resolutions or purported resolutions concerning the areas declared by these resolutions to be pay and display areas are confirmed as effective from the time when they were made and remain in effect until 5 pm on 28 May 2007 (or such earlier date as they may previously have been rescinded from)

  9. Top RESOLUTION - PARKING RESTRICTIONS

    Steve MacKenzie, Acting Parking Services Manager, tabled a report requesting the Transport Resolutions Sub Committee to consider the report containing the recommendations approving the parking restrictions, in the annexed schedule, under Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended).

    That the Transport Resolutions Sub Committee resolves:

    1. That pursuant to clause 25.8 of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5 pm on 28 May 2007, and in relation to each road or part of a road referred to in the annexed schedule:
      The stopping, standing or parking of any vehicle on each such road or part of a road is prohibited, limited or restricted by the corresponding prohibition, limitation or restriction specified in the annexed schedule for the corresponding days and/or times specified in the schedule.
    2. That all previous resolutions or purported resolutions concerning the areas declared by these resolutions to be subject to parking restrictions are confirmed as effective from the time when they were made and remain in effect until 5 pm on 28 May 2007 (or such earlier date as they may previously have been rescinded from).

  10. Top RESOLUTION - LOADING ZONES

    Steve MacKenzie, Acting Parking Services Manager, tabled a report requesting the Transport Resolutions Sub Committee to consider the report containing the recommendations approving the loading zones, in the annexed schedule, under Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended).

    That the Transport Resolutions Sub Committee resolves:

    1. That pursuant to clause 25.9 of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5 pm on 28 May 2007, and in relation to each part of a road referred to in the annexed schedule:
      1. each such part of a road is determined to be a loading zone either exclusively or at the corresponding times specified in the annexed schedule in relation to that loading zone;
      2. while each such part of a road is a loading zone, the stopping, standing or parking of goods service vehicles or any other class of authorised vehicles there is restricted to the classes of vehicles specified in the annexed schedule and to a period of time not exceeding the period specified in the annexed schedule.
    2. That all previous resolutions or purported resolutions concerning the areas declared by these resolutions to be loading zones are confirmed as effective from the time when they were made and remain in effect until 5 pm on 28 May 2007 (or such earlier date as they may previously have been rescinded from).

  11. Top RESOLUTION - BUS STOPS

    Steve MacKenzie, Acting Parking Services Manager, tabled a report requesting the Transport Resolutions Sub Committee to consider the report containing the recommendations approving the bus stops, in the annexed schedule, under Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended).

    That the Transport Resolutions Sub-committee resolves:

    1. That pursuant to clause 25.10 of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5 pm on 28 May 2007, and in relation to each part of a road referred to in the annexed schedule:
      1. each such part of a road is a stopping place and is reserved as a bus stop for the exclusive use of buses at the corresponding times referred to in the annexed schedule in relation to that bus stop;
      2. the Council will mark out the bus stop with appropriate road markings;
      3. the Council will evidence the bus stop with appropriate signs;
      4. at all times when each stopping place referred to in the annexed schedule is a bus stop, the time that a bus may remain stationary on that bus stop is limited to not more that 5 minutes;
      5. at all times when each stopping place referred to in the annexed schedule is a bus stop, the bus stop is reserved for the exclusive use of buses operating on the corresponding defined route or routes specified in the annexed schedule in relation to that bus stop (if any).
    2. That all previous resolutions or purported resolutions concerning the areas declared by these resolutions to be bus stops are confirmed as effective from the time when they were made and remain in effect until 5 pm on 28 May 2007 (or such earlier date as they may previously have been rescinded from).

  12. Top RESOLUTION - TRAFFIC CONTROL RESOLUTIONS AND SPEED LIMITS

    Anthony Herath, Resolutions Coordinator, tabled a report requesting the Transport Resolutions Sub Committee to consider the report containing the recommendations approving the traffic control resolutions and speed limits, in the annexed schedule, under Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended).

    That the Transport Resolutions Sub-committee resolves:

    1. That pursuant to clause 25.3.1 of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5 pm on 28 May 2007, and in relation to each roadway specified in the annexed schedule "Traffic Control and Parking Resolutions":
      1. turning to the right or to the left or performing a U-turn is prohibited or restricted as specified in the annexed schedule for the corresponding times specified in the annexed schedule in relation to the prohibition or restriction;
      2. the Council will evidence the prohibition or restriction by signs, and where the Transport Resolution Sub-committee considers necessary, road markings.
    2. That pursuant to clause 25.3.2 of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5 pm on 28 May 2007, and in relation to any dedicated traffic lane specified in the annexed schedule "Traffic Control and Parking Resolutions":
      1. turning to the left, turning to the right, or going straight ahead from the lane is prohibited for all vehicles other than buses, motor cycles and cycles;
      2. the Council will evidence the prohibition by signs.
    3. That pursuant to clause 25.3.3 of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5 pm on 28 May 2007, and in relation to any dedicated traffic lane specified in the annexed schedule "Traffic Control and Parking Resolutions":
      1. only buses, motor cycles and cycles are permitted to use the dedicated traffic lane to proceed straight ahead;
      2. the Council will evidence the restriction by appropriate signage and/or markings on the road.
    4. That pursuant to clause 25.8 of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5 pm on 28 May 2007, and in relation to any road or part of a road specified in the annexed schedule "Traffic Control and Parking Resolutions":
      1. the stopping, standing or parking of any vehicle is prohibited, limited or restricted by the corresponding prohibition, limitation or restriction referred to in the annexed schedule in relation to the specified area for the corresponding times referred to in the annexed schedule.
      2. the Council will evidence the prohibition or restriction by signs, and where the Transport Resolution Sub-committee considers necessary, road markings.
    5. That pursuant to clause 25.9 of Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), with effect from 5 pm on 28 May 2007, and in relation to each road or part of a road referred to in the annexed schedule "Traffic Control and Parking Resolutions":
      1. each such road or part of a road is determined to be a loading zone either exclusively or at the corresponding times specified in the annexed schedule in relation to that loading zone;
      2. while each such road or part of a road is a loading zone, the stopping, standing or parking of goods service vehicles or any other class of authorised vehicles there is restricted to the classes of vehicles specified in the annexed schedule and to a period of time not exceeding the period specified in the annexed schedule.

      3. the Council will evidence the bus stop with appropriate signs;
      4. at all times when each stopping place referred to in the annexed schedule is a bus stop, the time that a bus may remain stationary on that bus stop is limited to not more than 5 minutes;
      5. at all times when each stopping place referred to in the annexed schedule is a bus stop, the bus stop is reserved for the exclusive use of buses operating on the corresponding defined route or routes specified in the annexed schedule in relation to that bus stop (if any).
    7. That all previous resolutions or purported resolutions concerning the areas referred to in the annexed schedule and imposing traffic and parking restrictions in such areas of a general nature corresponding to those above:
      1. are confirmed as effective from the time when they were made until 5 pm on 28 May 2007 (or such earlier date as they may previously have been rescinded from); and
      2. are rescinded as at 5pm on 28 May 2007 (unless previously rescinded as at an earlier date).
    8. That the reference to "clause 25.6 Speed Limits" in Resolution A made by the Sub-committee on 30 March 2007 is hereby removed with effect from 5pm on 28 May 2007.

  13. Top SANDRINGHAM ROAD EXTENSION/STODDARD ROAD, MT ROSKILL - MT ROSKILL WARD, INTERSECTION UPGRADE - RESOLUTION ID: 5688

    That the Transport Resolutions Sub Committee resolves:

    1. That pursuant to the Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), the Land Transport Rule 54002: Traffic Control Devices 2004:
      1. At all times, stopping of all vehicles is prohibited on the area of roadway as described on:
        • Sandringham Rd, west side, from the extended line of the northern kerbline of Stoddard Road extending north for a distance of 26.0 metres.
        • Sandringham Rd, east side, from the extended line of the northern kerbline of Stoddard Road extending north for a distance of 26.0 metres.
        • Stoddard Road, north side, from the extended line of the western kerbline of Sandringham Road extending west for a distance of 89.0 metres.
        • Stoddard Road, north side, from the extended line of the eastern kerbline of Sandringham Road extending east for a distance of 36.0 metres.
        • Stoddard Rd, south side, from the extended line of the western kerbline of Sandringham Road extending west for a distance of 106.5 metres.
        • Stoddard Rd, south side, from the extended line of the western kerbline of Sandringham Road extending east for a distance of 93.5 metres.
      2. Stop control restriction imposed at all times, and road markings and sign erected on:
        • Sandringham Rd, at the intersection with Stoddard Road.
      3. at all times, the following part of the roadway is reserved as a BUS STOP for the exclusive use of buses operating on:
        • Stoddard Road, two metres in width, on the north side, from a point of 36.0 metres from the extended line of the eastern kerbline of Sandringham Road extending east for a distance of 16.5 metres.
        • Stoddard Road, two metres in width, on the south side, from a point of 93.5 metres from the extended line of the western kerbline of Sandringham Road extending east for a distance of 17.0 metres.
      4. No passing restriction imposed at all times on:
        • Stoddard Road, centre line, from the extended line of the eastern kerbline of Sandringham Road extending east for a distance of 80.0 metres.
        • Stoddard Road, centre line, from a point of 4.0 metres from the extended line of the western kerbline of Sandringham Road extending west for a distance of 60.0 metres.
    2. That all previous restrictions and controls of Auckland City Council pertaining to the traffic restrictions and devices in the above areas in this resolution, are rescinded.
    3. That this resolution will take effect when the physical changes and the restrictions and devices, as described in this resolution are in place.

    That the Transport Resolutions Sub-committee resolves:

    1. That pursuant to the Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), the Land Transport Rule 54002: Traffic Control Devices 2004:
      1. Give Way control imposed at all times, and road markings and signs erected on:
        • Southern TAPAC driveway, facing east, for westbound vehicles crossing the tramway (includes TRAM supplementary sign underneath RG-6 Give Way sign).
        • Northern TAPAC driveway, facing west, for eastbound vehicles crossing the tramway (includes TRAM supplementary sign underneath RG-6 Give Way sign).
        • Northern TAPAC driveway, facing west, for eastbound vehicles turning into Motions Road.
        • Western Springs College driveway, facing east, for westbound vehicles crossing the tramway (includes TRAM supplementary sign underneath RG-6 Give Way sign).
        • Western Springs College driveway, facing west, for eastbound vehicles crossing the tramway (includes TRAM supplementary sign underneath RG-6 Give Way sign).
        • Western Springs College driveway, facing west, for eastbound vehicles turning into Motions Road.

      2. The Council declare an On Street parking place on:
        • Motions Road, west side, from a point 508 metres north of the extended line of the northern kerb line of Great North Road and extending in a northerly direction for a distance of 84.0 metres.
        • Motions Road, west side, from a point 608.5 metres north of the extended line of the northern kerb line of Great North Road and extending in a northerly direction for a distance of 22.5 metres.
      3. The Council limit the manner of parking to an Angle on:
        • Motions Road, west side, from a point 508 metres north of the extended line of the northern kerb line of Great North Road and extending in a northerly direction for a distance of 84.0 metres.
        • Motions Road, west side, from a point 608.5 metres north of the extended line of the northern kerb line of Great North Road and extending in a northerly direction for a distance of 22.5 metres.
      4. At all times, the following part of the roadway is reserved as a BUS PARKING PLACE for the exclusive use of buses as described on:
        • TAPAC car park, east side, from a point 503 metres north of the extended line of the northern kerb line of Great North Road and extending in a northerly direction for a distance of 134 metres.
      5. Traffic islands and Kerb extensions are provided on:
        • Motions Road, west side, south of signalised intersection as shown on Figure 2 (marked Kerb Extension A).
        • Motions Road, east side, north of signalised intersection as shown on Figure 2 (marked Kerb Extension B).

    3. That this resolution will take effect when the physical changes and the restrictions and devices, as described in this resolution are in place.

  15. Top QUEENS ROAD, PANMURE - TAMAKI WARD: PARKING LAYOUT CHANGES - RESOLUTION ID: 5690

    That the Transport Resolutions Sub Committee resolves:

    1. That pursuant to the Local Government Act 1974, the Auckland City Consolidated Bylaw 1998, part 25 - traffic (2006) and the Land Transport Rule 54002: Traffic Control Devices 2004 the following traffic restrictions and devices be authorised:
      1. No stopping at all times (road markings)
        • Queens Road, north side, from the extended line of the eastern kerb line of Pilkington Road and extending east for a distance of 3.0 metres. (Refer area marked 'A1').

    Anthony Herath, Resolutions Coordinator, tabled a report requesting the Transport Resolutions Sub Committee to consider the report containing the recommendations approving the Traffic Control Changes for Harbour View Road / Raymond Street, Pt Chevalier, Western Bays Ward.  The traffic restrictions and devices recommended in this report are necessary, as construction and/or marking of restrictions are currently underway.

    That the Transport Resolutions Sub-committee resolves that:

    1. That pursuant to the Part 25 - Traffic (2006) of the Auckland City Consolidated Bylaw 1998 (as amended), the Land Transport Rule 54002: Traffic Control Devices 2004:
      1. Give Way control imposed at all times, and road markings and sign erected on:
        • Harbour View Road, at its intersection with Raymond Street.
      2. At all times, stopping of all vehicles is prohibited on the area of roadway as described on:
        • Harbour View Road, west side, from the extended line of the northern kerb line of Raymond Street and extending in a northerly direction for a distance of 33.0 metres.
        • Harbour View Road, east side, from the extended line of the northern kerb line of Raymond Street and extending in a northerly direction for a distance of 20.0 metres.
        • Raymond Street, north side, from the extended line of the western kerb line of Harbour View Road and extending in a westerly direction for a distance of 7.0 metres.
