The Democracy Advisor called for nominations for Chairperson of the Transport Resolutions Sub-committee for the 28 September 2007 meeting as the Chairperson was absent. There was one nomination.

That Brian Tomlinson be appointed as the Chairperson of the Transport Resolutions Sub-committee for the 28 September 2007 meeting, in accordance with Schedule 7, clause 25 of the Local Government Act, noting that no member has a casting vote.

    6.1. 40 KM/H SCHOOL ZONES - 2007 / 2008, INSIDE THE BOUNDARIES OF THE AUCKLAND CITY ISTHMUS - RESOLUTION ID - 5729

    1. That pursuant to clause 25.6.3 of the Auckland City Consolidated Bylaw 1998, Part 25 Traffic 2006 (as amended), the Land Transport Rule: Setting of Speed Limits 2003 and the Land Transport Rule: Traffic Control Devices 2004,
      1. a variable speed limit of 40km/h is set that operates in the school zones described in this resolution;
      2. the variable speed limit operates on school days for a maximum period of:
        1. 35 minutes before the start of school until the start of school;
        2. 20 minutes at the end of school, beginning no earlier than 5 minutes before the end of school;
        3. 10 minutes at any other time when at least 50 children cross the road or enter or leave vehicles at the roadside;
      3. at all other times, the speed limit is the permanent speed limit for the road;
      4. the appropriate signs will be installed to mark the beginning and end of the variable speed limit in the school zone as follows:
        1. at least one R1-6 "School zone variable" sign at each end of the variable speed limit on the main road outside the school, facing road users travelling towards the variable speed limit; and;
        2. at least one R1-6 "School zone variable" sign or R!-6.1 "School zone fixed" sign facing road users travelling towards the variable speed limit on each side road that intersects with the school zone, where that side road is a no exit road or is controlled by Give-way or Stop signs at the intersection with the school zone; and;
        3. at least one R1-7 "School zone ends" sign at each end of the variable speed limit on every road, facing road users leaving the variable speed limit.

          At Cornwell Park School

          • Wheturangi Road: From a point 32 metres north of the northern kerbline of Momona Road and extending in a southerly direction to a point 64 metres south of the southern kerb line of Greenlane West.

    1. A. That pursuant to clause 25.6.3 of the Auckland City Consolidated Bylaw 1998, Part 25 Traffic 2006 (as amended), the Land Transport Rule: Setting of Speed Limits 2003 and the Land Transport Rule: Traffic Control Devices 2004, this resolution amends the location of the speed limits in the school zones described in the attached Schedule to the prior resolution of the council entitled "Special Saved Speed Limits", as follows:

      • No person driving any vehicle on ST LUKES ROAD between property numbers 52 and 66-70 shall manoeuvre that vehicle so as to make a U TURN and the appropriate signs as described in the Land Transport Rule 54002: Traffic Control Devices 2004 be erected.
    2. B. That all previous resolutions of Auckland City Council pertaining to U turns, made pursuant to Part 25 - Traffic, Auckland City Consolidated Bylaw 1998, and Part 25 Traffic (2006), Auckland City Consolidated Bylaw 1998 (as amended), in the areas described in this resolution are revoked.
    3. C. That this resolution will take effect when the traffic control devices that evidence the restrictions described in this resolution are in place.

That pursuant to the Local Government Act 1974, Section 317 and the Auckland City Consolidated Bylaw 1998, Part 25 Traffic 2006, Clause 25.8 and the Land Transport Rule 54002: Traffic Control Devices 2004, Section 2.1, the stopping of vehicles on the following roads or parts of the road is restricted to authorised vehicles as follows:

That pursuant to the Local Government Act 1974, Section 317, and the Auckland City Consolidated Bylaw 1998, Part 25 Traffic 2006, Clause 25.13(f) and the Land Transport Rule 54002: Traffic Control Devices 2004, Section 2.1 and 12.4, the ON STREET PARKING Place described in Recommendation 3.6 To this report be limited in its use at all times to vehicles used by DISABLED PERSONS and which display an operation mobility card/permit, and the appropriate signs and markings in the form described in the First and Second Schedules of the Land Transport Rule 54002: Traffic Control Devices 2004 be erected and marked.
      • Brown Street, north side, from a point 46.5 metres east of the extended line of the north eastern kerb line of Richmond Road extending east for a distance of 6.5 metres (refer to area marked 'C1' in drawing dps-2007-10)
    10. That pursuant to the Local Government Act 1974, Section 317 and the Land Transport Rule 54002: Traffic Control Devices 2004, Section 2.1, all previous resolutions of Auckland City Council pertaining to the stopping or standing of vehicles in the above areas, be rescinded.
    11. This resolution will take effect when the physical change takes place as described above.
