  2. Top CONFIRMATION OF MINUTES

    The minutes of the Works and Services Committee meeting held on Thursday, 5th May 2005 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    (a)

    The local authority by resolution so decides; and

    (b)

    The presiding member explains at the meeting at a time when it is open to the public,-

     

    (i)

    The reason why the item is not on the agenda; and

     

    (ii)

    The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    (a)

    That item may be discussed at that meeting if-

     

    (i)

    That item is a minor matter relating to the general business of the local authority; and

     

    (ii)

    The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

    (b)

    no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

     4. PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the Meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    At the close of the agenda, no requests to speak had been received.

    Advising the Works and Services Committee that the Waste Management Institute of New Zealand (WasteMINZ) will be holding their annual conference in Rotorua from 1 to 3 November 2005.

    Recommending that consideration be given to sending a representative from the Works and Services Committee to the WasteMINZ conference from 1 to 3 November 2005.

  6. Top QUARTERLY UPDATE - WASTE PROJECTS FROM CITY PLANNING

    Updating the Works and Services Committee on work undertaken by the Environmental Planning Unit on waste minimisation, including the:

    • Resource Recovery Facility
    • Waiheke Waste Transfer Station
    • Create Your Own Eden Campaign
    • Regional Resource Recovery Group
    • Regional Organic Waste Working Group
    • Waitemata harbour Clean-up Trust
    • Auckland BusinessCare Enviromark programme
    • Waste Education Strategy

    These projects contribute towards the achievement of the Environmental Infrastructure outcomes of Focus on the Future.

    Recommending that Rennae Shirley, Team Leader, Environmental Projects, continue to provide a quarterly update to the Works and Services Committee on waste minimisation work.

  7. Top 98 GRAMPIAN RD ST HELIERS - HEARING OF OBJECTION

    The Manager Utility Planning has advised that negotiations with adjoining property owners have proceeded to the stage of the affected parties exchanging a draft legal agreement over access. It is expected that Auckland City Council will be advised of the execution of the final agreement in the near future.

    If the Manager Utility Planning is unable to advise of the execution of such an agreement by the 7 July 2005 Committee meeting, it is recommended that the hearing on 98 Grampian Road be deferred to the August 2005 Works and Services Committee Meeting.

    Recommending that the verbal report of the Manager Utility Planning, regarding the status of the 98 Grampian Road Hearing, be received.

  8. Top 26 DARWIN LANE, MEADOWBANK - HEARING OF OBJECTION TO NOTICE TO INSTALL STORMWATER DRAINS

    Reporting on an objection from Mr & Mrs Williamson of 26 Darwin Lane, Meadowbank to a proposal to construct a public sanitary sewer on 26 Darwin Lane.

    Recommending that the Works and Services Committee:

    A. Hear the objection of Mr & Mrs Williamson to a proposal to install a public sanitary sewer in 26 Darwin Lane.

    B. Determine whether to abandon the works proposed or to proceed therewith, with or without such alteration as it thinks fit.
