    The minutes of the Works and Services Committee meeting held on Thursday, 7 July 2005 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    1. The local authority by resolution so decides; and
    2. The presiding member explains at the meeting at a time when it is open to the public,-
      1. The reason why the item is not on the agenda; and
      2. The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    1. That item may be discussed at that meeting if-
      1. That item is a minor matter relating to the general business of the local authority; and
      2. The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    2. no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

    Advising the Works and Services Committee of Utility Planning's 2004/2005 year end results in regard to the Council's interests in stormwater, closed landfill management, Hauraki Gulf Island wastewater planning, urban fire water supply, and utility relationships.

    Recommending:

    1. That the 2004/2005 Year End: Utility Planning Report be received.
    2. That the General Manager, City Development and the Manager, Utility Planning be authorised to conclude a memorandum of understanding with Watercare Services Limited and Metrowater Limited regarding Watercare's Project Hobson.

  7. Top DRAFT WASTE MANAGEMENT PLAN - ISTHMUS SECTION

    Presenting Auckland City's Draft Waste Management Plan - Isthmus section, which reviews current achievements and services and proposes a series of actions to be undertaken to further reduce waste being disposed of to landfill.

    Recommending that it be a recommendation to Council that Auckland City's draft Waste Management Plan 2005-2010 – Isthmus Section be released for public consultation, in accordance with the special consultative procedure.

  8. Top SAFESWIM PROGRAMME FOR THE 2004/2005 SUMMER SEASON AND WINTER PILOT SURVEY ON BEACH WATER QUALITY

    Updating the Works and Services Committee on the results of the Safeswim programme's weekly water testing at 15 beaches across the Auckland Isthmus and the Hauraki Gulf Islands during summer 2004/2005, and the 2005 pilot winter water quality survey conducted at Cox's Bay, Home Bay and Ladies Bay.

    Recommending that the Works and Services Committee:

    1. Endorse the continued monitoring of bathing beach water over the 2005-2006 summer season, in conjunction with North Shore City Council and Rodney District Council and in accordance with the latest version of the Ministry of the Environment guidelines.
    2. Endorse the continuation of the Safeswim communication programme over the 2005-2006 summer season.
    3. Approve the inclusion of Home Bay and Ladies Bay in the Safeswim programme.
    4. Approve the erection of permanent health warning signs on Cox's Bay beach until such time as the combined sewer systems in the catchment have been upgraded.
    5. Approve the withdrawal of Port Fitzroy from the Safeswim programme and request the Great Barrier Community Board to recommend an alternative beach to be included in the programme.

  10. Top AUCKLAND CITY WASTE EDUCATION STRATEGY

    Updating the Works and Services Committee on the programmes that will be implemented during 2005/2006 as part of Auckland City Council's Waste Education Strategy. The Strategy helps to achieve Auckland City Council's Waste Management Plan objectives and philosophy of zero waste to landfill by 2015.

    Recommending that the Works and Services Committee:

    1. Endorse the Auckland City Council Waste Education Strategy – Forward to Zero Waste document.
    2. Approve the 2005/2006 financial year Action Plan as prioritised from the Waste Education Strategy, including:
      • the WasteWise Schools Programme.
      • encouraging schools to enter the Enviroschools Awards.
      • the 'Power of One' bundling campaign to increase recycling awareness.
      • developing a waste separation game for schools.
      • continuing with the Create Your Own Eden composting programme.

  11. Top PROGRESS REPORT ON RESULTS OF THE WASTE COLLECTION CHANGES

    Updating the Works and Services Committee on the waste reduction achieved for the period of January to June 2005, resulting from the changes made to Auckland City Council's rubbish services in July 2001 to meet Waste Management Plan targets to reduce waste.

    Recommending that the Senior Policy Analyst continue to report to the Works and Services Committee on trends in waste reduction on a six-monthly basis.

  12. Top UPDATE ON THE AUCKLAND BUSINESS CARE ENVIROMARK PROGRAMME

    Updating the Works and Services Committee on the background and results to date of the Auckland BusinessCare Enviro-Mark Programme, which helps businesses to achieve environmental efficiencies and certification. The Programme began in 2004 and is supported by Auckland, North Shore, Waitakere and Manukau City Councils, Papakura District Council, Auckland Regional Council, Landcare Research and the Ministry of the Environment.

    Recommending that the Works and Services Committee endorse Auckland City Council's continued participation in the Auckland BusinessCare Enviro-Mark Programme.

  13. Top 98 GRAMPIAN ROAD – HEARING OF OBJECTION TO NOTICE TO INSTALL A DRAIN

    The Manager, Utility Planning, has advised that a final agreement has been reached between the owners of 100 Grampian Road and 70 Allum Street to allow installation of stormwater and wastewater drains through 100 Grampian Road, thus allowing the abandonment of the proposed works through 98 Grampian Road.

    Recommending that the Works and Services Committee approve the abandonment of the proposed works through 98 Grampian Road, St Heliers.
