  2. Top CONFIRMATION OF MINUTES

    The minutes of the Works and Services Committee meeting held on Thursday, 2 February 2006 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    (a)

    The local authority by resolution so decides; and

    (b)

    The presiding member explains at the meeting at a time when it is open to the public,-

     

    (i)

    The reason why the item is not on the agenda; and

     

    (ii)

    The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    (a)

    That item may be discussed at that meeting if-

     

    (i)

    That item is a minor matter relating to the general business of the local authority; and

     

    (ii)

    The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

    (b)

    no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

  6. Top UPDATE ON AUCKLAND CITY'S REFUSE, RECYCLING AND INORGANIC SERVICES AND THE LEVEL OF THE WASTE TARGETED RATE.

    Outlining further analysis on the three issues identified by the committee at its December 2005 meeting that could occur because of the suggested increase in the refuse targeted rate from $131 per service to $159 per service for 2006/2007.

    Recommending the refuse collection targeted rate is increased from $159 to $161 per service for 2006/2007, the policy exemption list be amended to stop further residential blocks from opting out and Auckland City continue to advise residents of the value of refuse services through City Scene.

     7. LAND ALLOCATION FOR A RESOURCE RECOVERY PARK FOR THE ISTHMUS

    Advising that Auckland City residents and businesses send 380,000 tonnes of waste to land fill each year. A Resource Recovery Park (RRP) allows for the diversion of materials and is instrumental in moving the community from a culture of discarding waste to where waste is seen as a resource. A potentially suitable site for Auckland City's RRP has been identified on council owned land in Onehunga, off Galway Street.

    Recommending the committee endorse a freeze on any long term lease or sale of the site and that officers report back to the committee on the options for its use as a Resource Recovery Park.

  8. Top 2005/2006 SECOND QUARTER UTILITY PLANNING REPORT

    Providing the second quarter report for Utility Planning for the 2005/2006 year. Advising committed capital expenditure is 75 per cent of budget and is on target for the year-end. Operational expenditure closely tracks the forecast budget and the initial three year term of the stormwater services agreement between Auckland City and Metrowater expires in June 2006.

    Recommending that Metrowater Ltd be advised that Auckland City will be exercising its right to renew the stormwater agreement for a period of two years from 1 July 2006.

  9. Top WATER AND SANITARY SERVICES ASSESSMENT STAGE 2

    Advising that Territorial Local Authorities are required to prepare Water and Sanitary Services Assessments (WASSA) with the core focus on the impact of water and sanitary services on public health and the environment. This report sets out a proposed assessment for consultation as part of the draft long-term council community plan 2006-2016

    Recommending to Combined Committees scenario 4b for stormwater services and scenario 3.5 for wastewater services be endorsed for inclusion in the Long Term Council Community Plan 2006-2016 (LTCCP).
