    The minutes of the Works and Services Committee meeting held on Thursday, 4 May 2006 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    (a)

    The local authority by resolution so decides; and

    (b)

    The presiding member explains at the meeting at a time when it is open to the public,-

     

    (i)

    The reason why the item is not on the agenda; and

     

    (ii)

    The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    (a)

    That item may be discussed at that meeting if-

     

    (i)

    That item is a minor matter relating to the general business of the local authority; and

     

    (ii)

    The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

    (b)

    no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

  6. Top PROPOSED TRANSPOWER TRANSMISSION SYSTEM UPGRADING - OTAHUHU TO PENROSE

    Reporting Transpower has issued a "Request for Information", setting out the need for investment and seeking information from interested parties on its proposed high voltage trunk transmission system to feed electricity through Auckland to North Auckland and Northland.

    Recommending a workshop on the transmission options be held prior to the 3 August 2006 Works and Services Committee meeting and the Committee considers the council's formal response to Transpower's "Request for Information" as an agenda item at the Committee meeting.

  7. Top WASTE LEVIES UPDATE

    Reporting that the Ministry for the Environment (MfE) are considering a proposal to resurface a national waste levy. A draft proposal was written after extensive consultation with Councils and waste industry representatives and this has been used as a discussion document for informal comment on how this levy might work.

    Recommending the Committee considers establishing a working party to assist in preparing a consultative response on waste issues.

  8. Top DRAFT WASTE MANAGEMENT PLAN - HAURAKI GULF ISLANDS SECTION

    Reporting local government is required to have a waste management plan under the Local Government Act 1974 which focuses on waste reduction. Auckland City's first Waste Management Plan was produced in three sections - isthmus, central area and Hauraki Gulf Islands (HGI). This report focuses on the HGI section.

    Recommending the draft Waste Management Plan 2006-2010 - Hauraki Gulf Islands Section be released for public consultation and that members be appointed to hear any submissions.
