  2. Top CONFIRMATION OF MINUTES

    The minutes of the Works and Services Committee meeting held on Thursday, 2 November 2006 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    (a)

    The local authority by resolution so decides; and

    (b)

    The presiding member explains at the meeting at a time when it is open to the public,-

     

    (i)

    The reason why the item is not on the agenda; and

     

    (ii)

    The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    (a)

    That item may be discussed at that meeting if-

     

    (i)

    That item is a minor matter relating to the general business of the local authority; and

     

    (ii)

    The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

    (b)

    no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

  6. Top 2006/2007 FIRST QUARTER ENVIRONMENTAL AND UTILITY MANAGEMENT REPORT

    Reporting on the first quarter of the Environmental and Management report for the period of July-September 2006 and advising that the capital and operational expenditure matches closely with both the forecasted budgets.

  7. Top INVESTIGATION IN THE CONTAINER DEPOSIT LEGISLATION

    Reporting on the benefits and advantages of the Container Deposit Legislation and request for a grant from Envision New Zealand to undertake a study on the benefits of container deposit legislation.

    Recommending that the Committee does not support Envision's request for a grant of $3,000 but instead to support the Container Deposit Legislation heard at the Waste Minimisation (Solids) Bill Hearings in February 2007.

  8. Top 230A BLIND BAY RD, OKUPU, GBI - USE FOR STORAGE OF RURAL FIRE RESOURCES

    Advising of the possible need to relocate the Okupu fire shed which is currently located on private land. This report was considered at the Great Barrier Community Board at its meeting held on Tuesday, 16 November 2006, where it was resolved:

    1. That the report of the Deputy Principal Rural Fire Officer dated 27 October 2006 be received.
    2. That the Board recommends to the Works and Services Committee that in exercise of the powers conferred on it as a fire authority under the Forest and Rural Fires Act 1977, the piece of land held by Council in fee simple at 234A Blind Bay Road, being Lot 8 DP62930, be utilised for the storage of fire fighting resources.

    Recommending that the Committee under the Forest and Rural Fires Act 1977, utilise the piece of land located at 234A Blind Bay Road, for the storage of fire fighting resources.

  9. Top SP2006/631: OWAIRAKA AVENUE STORMWATER UPGRADE

    Reporting on the tenders received to date for the stormwater upgrade package SP2006/631: Owairaka Avenue.

    Recommending that the Committee recommends to Council that the Pipeline and Civil Limited tender of $1,039,000.00 for the Owairaka Avenue Stormwater Upgrade be accepted and that the contract include a provisional sum of $750,000.00 which needs to be approved in accordance with the delegations register and contract.
