    That the minutes of the Works and Services Committee meeting held on Thursday, 3 August 2006 be confirmed as a true and correct record.

  4. Top PUBLIC FORUM

    4.1 . ORAKEI BASIN PROTECTION SOCIETY - CORALIE BECKHAM

    Ms Coralie Beckham, Chair of the Orakei Basin Protection Society gave a presentation from a prepared script regarding the degradation of the Orakei Creek and investigations into the cause and cure.

    That Ms Coralie Beckham, Chair of the Orakei Basin Protection Society be thanked for her presentation regarding dredging of the Orakei Creek.

  5. Top REPORTS REQUESTED/PENDING LIST

    That the report of the Committee Manager on reports requested/pending dated 12 October 2006 be received.

  6. Top UPDATE ON RESOURCE RECOVERY TRIAL

    1. That the Works and Services Committee endorses the ongoing partnership between Auckland City, Manukau City and EnviroWaste Services Ltd investigating alternative methodologies for the collection and processing of inorganic material.
    2. That the Works and Services Committee notes that during the June period of the scheduled 2007 inorganic collection service for Auckland City, material collected will be analysed at EnviroWaste's site to assess recoverable content prior to disposal.
    3. That upon the completion of the resource recovery trial, officers report back to the Works and Services Committee with their findings.

  7. Top PROVISION OF RECYCLING COLLECTION FOR PRIMARY AND INTERMEDIATE SCHOOLS

    1. That the Works and Services Committee approves a policy change to allow non-rateable primary and intermediate schools the provision of a weekly collection for recyclables exempt of charge by providing up to five recycling crates per school.
    2. That this exemption of charges for primary and intermediate schools for the recyclable collection service apply for the 2006/2007 and 2007/2008 years and a review be undertaken as part of the refuse and recycling contract renewals thereafter.

  8. Top 2005/2006 YEAR END: UTILITY PLANNING REPORT

    1. That the Works and Services Committee notes that capital works and operational expenditure for the stormwater function met budget allocation (99%) for the year ended 2005/2006 and that milestone targets set in 2005/2006 were achieved.
    2. That the Works and Services Committee requests a report addressing the environmental benefits of the Orakei Creek dredging project, including opportunities available to officers to progress this project without 100% approval from all affected parties, and other projects on the schedule of works in light of the Water and Sanitary Services Assessment policies which have been set.

  9. Top FURTHER SUBMISSIONS TO AUCKLAND REGIONAL POLICY STATEMENT PROPOSED PLAN CHANGE 10

    That the Works and Services Committee endorses the submissions lodged to the Auckland Regional Policy Statement, proposed plan change 10.

  10. Top WASTE MANAGEMENT INSTITUTE OF NEW ZEALAND CONFERENCE

    That the Works and Services Committee nominates the Chairman and Councillor Boyle to attend the WasteMINZ conference in Christchurch from 7 to 9 November 2006.

  11. Top URGENT DECISION: MD-06-28-02 ORAKEI BASIN CATCHMENT SEWER SEPARATION

    That the urgent decision of the Works and Services Committee dated 14 September 2006 relating to MD-06-28-02 Orakei Basin catchment sewer separation tender be noted.

    CARRIED
