That the minutes
of the Works and Services Committee meeting held on Thursday, 7 December 2006,
be confirmed as a true and correct record.

PUBLIC FORUM
4.1 TOWARDS ZERO WASTE - LAUREN MASER
Ms Lauren Maser spoke to her tabled submission and urged that the Committee
approve a programme for the collection of organic household waste in order to
demonstrate Council's commitment to achieving its zero waste targets.

That Lauren Maser be thanked for her presentation regarding a
more eco-friendly waste system for Auckland city.

4.2 FLUORIDATION OF AUCKLAND'S WATER- ROBYN NORTHEY
Mrs Robyn Northey spoke in opposition to the agenda paper and advised that
during her years in the health service she had seen a huge improvement in oral
health in cities where fluoride had been introduced into the water. She
suggested that there were many other issues that could be looked at if council
wanted to look at matters that affected people's health.
That Robyn Northey be thanked for her presentation regarding
fluoridation of Auckland's water.

4.3 FLUORIDATION OF AUCKLAND'S WATER - DEPUTATION
Representatives from the Auckland District Health Board, the Auckland Regional
Public Health Service and the Auckland Regional Dental Service spoke against the
agenda item. They believed that water fluoridation was the best method of
preventing tooth decay and that if it was taken away, dental decay would
increase.

That Dr David Sage, Chief Medical Officer
Auckland District Health Board, Dr Andrew Lindsay, Medical Officer of Health,
Auckland Regional Public Health Service, Dr Satha Kanagaratnam, Principal Dental
Officer, Auckland Regional Dental Service be thanked for their presentation
regarding Fluoridation of Auckland's water.

That an additional 2.5 minutes
be granted to Mr Bill Wilson for his public forum presentation.

4.4 FLUORIDATION OF AUCKLAND'S WATER - BILL WILSON
Mr Bill Wilson, Past President of the NZ Pure Water Association and recently
retired editorial assistant for Fluoride - the Journal of the International
Society for Fluoride Research, spoke in support of the agenda item and asked
that the committee seriously consider halting fluoride in Auckland city's water.
That Bill Wilson be thanked for his presentation regarding
fluoridation.

That the report of the Democracy Advisor, dated 20 February 2007, be received.

REPORT AND RECOMMENDATIONS FOR THE PROPOSED WASTE MANAGEMENT PLAN
- HAURAKI GULF ISLANDS SECTION
That the proposed Waste Management Plan - Isthmus and Hauraki Gulf Islands
combined sections, as amended by the Hearings Panel and attached as Appendix 1
to the agenda report, be adopted.

PROGRESS REPORT ON RESULTS OF THE WASTE COLLECTION CHANGES
That reporting to the Works and Services Committee of trends in waste reduction
be incorporated, on a six monthly basis, into the Environmental and Utility
Planning quarterly update report.

TRANSPOWER NEW PROJECT ASSESSMENT CRITERIA
That the
Council await further development of the draft National Policy
Statement/National Environmental Statement on electricity transmission issues
before deciding whether further representations need to be made to the Minister
of Energy or the Ministry of Economic Development on Transpower's grid
investment test criteria.

NEW TRANSPOWER HIGH VOLTAGE TRANSMISSION LINES - WHAKAMARU TO
PAKURANGA
That the memorandum of the Manager Utility Relationship, dated 16 February 2007,
be received.

NOTICE OF MOTION - IT'S TIME TO RECONSIDER FLUORIDATION
Councillor Hinchcliff moved:
- That it be a recommendation to
Combined Committees that funding be provided for the appointment of a competent
researcher to review the available evidence and literature relating to the
fluoridation of Auckland city's water supply, which will be the basis for an
assessment by a panel of experts including, for example, a dentist,
nutritionist, epidemiologist, ethicist and public health expert for reporting to
the Council and the people of Auckland for a policy determination.

- That it be
a recommendation to Council:
- That, as a precaution, Auckland City Council
request all other authorities associated with Auckland's supply of fluoridated
water to agree to stopping this process of medication until such time as the
final policy determination has been made.
- That Council hold a referendum, if at all
possible, in association with the October 2007 election.
- That Council request government to require
high profile warnings (as with cigarettes) associated with the sale of
toothpaste containing fluoride, fluoridated mouth rinses, fluoride tablets, and
fluoride treatments given by dentists..

2006/2007 SECOND QUARTER ENVIRONMENTAL AND UTILITY MANAGEMENT
REPORT
That the report of the Manager, Environmental and Utility Management, dated 19
January 2007, be received.

SP340 WOODLEY ENTRICAN STORMWATER UPGRADE
That it be a recommendation to Council:
- That the Fulton Hogan Ltd tender of
$1,948,000 [inclusive of contingency sum but exclusive of provisional sum and
GST] for the Woodley Entrican stormwater upgrade project be accepted.
- That the Woodley Entrican stormwater upgrade
contract SP340 be concluded pursuant to recommendation A above, and to include a
provisional sum of $1,500,000 as provided for in the tender document resulting
in a total contract sum of $3,448,000.
- That approval for expenditure against the
provisional sum included in the Woodley Entrican stormwater upgrade contract
SP340, be in accordance with the delegation register and the contract.

SP623 MCARTHUR AVENUE STORMWATER UPGRADE
That it be a recommendation to Council:
- That the Harker Underground Construction
alternative tender of $2,613,000 [inclusive of contingency sum but exclusive of
provisional sum and GST] for the McArthur Avenue stormwater upgrade project be
accepted.
- That the McArthur Avenue stormwater upgrade
contract SP623 be concluded pursuant to recommendation A above, and to include a
provisional sum of $1,500,000 as provided for in the tender document resulting
in a total contract sum of $4,113,000.
- That approval for expenditure against the
provisional sum included in the McArthur Avenue stormwater upgrade contract
SP623, be in accordance with the delegation register and the contract.

SP745 BURCH STREET/ASQUITH AVENUE STORMWATER UPGRADE
That it be a recommendation to Council:
- That the Kerry Drainage Ltd tender of
$1,255,000 [inclusive of contingency sum but exclusive of provisional sum and GST] for the Burch Street/Asquith Avenue stormwater upgrade project be accepted.
- That the Burch Street/Asquith Avenue stormwater upgrade contract SP745 be concluded pursuant to recommendation A
above, and to include a provisional sum of $750,000 as provided for in the
tender document resulting in a total contract sum of $2,005,000.
- That approval for expenditure against the
provisional sum included in the Burch Street/Asquith Avenue stormwater upgrade
contract SP745, be in accordance with the delegation register and the contract.

meeting closed at 4.24 pm.
