MINUTES OF A MEETING OF THE AUCKLAND CITY YOUTH COUNCIL HELD ON MONDAY, 20 FEBRUARY 2006 AT 4:34PM

  4. Top PUBLIC FORUM

    4.1 OFFICE OF CHILDREN'S COMMISSIONER – MS MANISHA BHIKHA

    Ms Manisha Bhikha from the Office of Children's Commissioner will address the Auckland City Youth Council regarding the role and function of the Office of Children's Commissioner.

    Seconded: Dexter Henderson

    That Ms Manisha Bhikha from the Office of Children's Commissioner be thanked for her attendance.

  5. Top SIGNS BYLAW APPLICATIONS

    The Chairman gave a verbal update of his activities for the December and January period regarding:

    • Furthering his education at Auckland University, studying for a Bachelor of Arts majoring in Political Studies. The duration of the course is 3 years and he advised that he would be focusing on his studies.

    • He wished to thank everyone on the Auckland City Youth Council for their help, support, commitment and drive.

    • He also thanked Councillor Leila Boyle, Councillor Cathy Casey and officers for their support.

    Seconded: Sam Beanland

    That the verbal update of the Chairman be received.

    CARRIED

    That item 10 was considered at this point.

  6. Top ELECTIONS OF CHAIRMAN AND DEPUTY CHAIRMAN

    The Chairman vacated the chair. The Committee Manager took over the chair to oversee the election of a chairman. Nominations were called for the position of chairman. One nomination was received.

    Sean Taylor nominated Melanie Cripps for Chairman. Melanie accepted the nomination. There being no further nominations.

    Melanie Cripps was declared Chairman.

    The Committee Manager vacated the chair which was then assumed by the Chairman, Melanie Cripps. Nominations were called for the position of Deputy Chairperson. Two nominations were received as follows:

    Guanting Liu nominated Sean Taylor.

    Samson Tonga nominated Natasha Sarkar.

    Both nominees accepted the nomination. Voting was undertaken by secret ballot. Councillor Boyle and the Committee Manager acted as scrutineers.

    The meeting adjourned at 5.10pm to allow for the counting of the votes and reconvened at 5.13pm.

    Councillor Leila Boyle declared Sean Taylor as the Deputy Chair.

  7. Top AUCKLAND CITY YOUTH COUNCIL EXECUTIVE REPORT 2005-2006

    Seconded: Guanting Liu

    That the update on the Auckland City Youth Council Executive Report 2005-2006 of M Cripps, Youth Council member, dated 8 February 2006 be received.

    CARRIED

  8. Top ELECTION OF EXECUTIVE COMMITTEE MEMBERS

    Information relating to this item is also included in item 9, the Community Advisor's Update.

    The Chairman moved:

    That the Executive Committee continue for 12 months and comprise of the Chairman, Deputy Chairman and 4 other members.

    Sam Beanland moved an amendment:

    Aritra Ray seconded:

    That the Executive Committee continue for 12 months and comprise of the Chairman, Deputy Chairman and 5 other members.

    A show of hands was called for which resulted in 13 votes for the amendment and 3 against. The amendment was declared CARRIED by 13 to 3.

    The Chairman put the following substantive motion:

    That the Executive Committee continue for 12 months and comprise of the Chairman, Deputy Chairman and 5 other members.

    CARRIED

    Nominations were called for members of the Executive Committee, six nominations were received as follows:

    Sam Beanland nominated Aritra Ray.

    Zachary Castles nominated Guanting Liu.

    Sean Taylor nominated Louise Phyn.

    Aritra Ray nominated Sam Beanland.

    Guanting Liu nominated Zachary Castles.

    Louise Phyn nominated Andrew Harland-Smith.

    All nominees accepted the nomination. Voting was undertaken by secret ballot. Councillor Leila Boyle, the Committee Manager and the previous Chairman, Pelema Taulapapa accepted as scrutineers.

    The meeting adjourned at 5.47pm to allow for the counting of the votes and reconvened at 5.56pm.

    Councillor Leila Boyle announced the results of the voting as follows:

    • Louise Phyn

    • Sam Beanland

    • Zachary Castles

  9. Top COMMUNITY ADVISOR'S UPDATE

    Moved: Melanie Cripps

    Seconded: Olivia Boddy

    That the Community Advisor's update report dated 8 February 2006 be received and that members be referred to:

    • Item 8 regarding the appointment of the Executive Committee members;

    • Item 13.1 regarding the appointment of the Long Term Council Community Plan project team;

    •  Item 13.2 regarding the appointment of the ANZAC day project team.

  10. Top NEW MEMBERS/RESIGNATION

  11. Top SKATE REFERENCE GROUP – SHYREL BURT

    That the Auckland City Youth Council advocate the existence of the skate reference group and forward any names of those interested in being involved in the skate reference group to Shyrel Burt, Open Space Planner from Community Planning (shyrel.burt@aucklandcity.govt.nz).

  12. Top MEMBERS' UPDATE

    Further members' updates were received at the meeting.

    12.1 Dexter Henderson

    • Hoping to get on to the student Council at school.
    • Selected for the first 11 in cricket team.
    • Wants to be involved in more Auckland City Youth Council projects.

    12.2 Zachary Castles

    • Inviting all Auckland City Youth Council members to attend to an upcoming Model United Nations Conference that will be held in April.
    • Representing Ministry of Youth Development as an 'Advocate' for Youth. He will be the spokesperson to highlight any issues for the central government to address.

    12.3 Louise Phyn

    • Advising that 24 February 2006 is Estonia's independence day. The Estonian flag will be raised on the Harbour bridge to commemorate their independence day.

    12.4 Sean Taylor

    • Will be attending the weekend Youthline personal development course.

  13. Top PROJECTS:

    13.1 LONG TERM COUNCIL COMMUNITY PLAN (LTCCP) 2006-2016 SUBMISSION

    Moved: Sam Beanland

    Seconded: Samson Tonga

    That Melanie Cripps, Sam Beanland, Zachary Castles, Guanting Liu, Andrew Harland-Smith and Natasha Sarkar be appointed to develop the Auckland City Youth Council's submission to the Long-Term Council Community Plan (LTCCP) and report back to the 15 May 2006 Auckland City Youth Council meeting.

    13.2 ANZAC DAY PROJECT 2006

    That Olivia Boddy, Seraphina Kim, Jayran Mansouri and Aritra Ray be appointed to progress the Auckland City Youth Council ANZAC Day Project 2006.
