2. CONFIRMATION OF MINUTES

   That the minutes of the Auckland City Youth Council meeting held on Monday, 10 April 2006 be confirmed as a true and correct record.

   CARRIED

3. EXTRAORDINARY BUSINESS

   The following item was introduced by the Chairman.

   The Local Government Act 2002(Amendment Act 2004) has amended clauses 46A(7) and 46A(7A) of the Local Government Official Information and Meetings Act 1987 in relation to extraordinary business. The following is a summary of the changes:

   Section 46A(7)

   Provides for a meeting of the council, a committee or community board to have the ability to consider and resolve a matter of importance where there may be, for example, time constraints.

   The chairman decided that these items would be discussed and dealt with as the items introduced needed to be dealt with prior to the next meeting.

   3.1 AUCKLAND CITY YOUTH COUNCIL SUBMISSION ON THE LONG TERM COUNCIL COMMUNITY PLAN – 2006-2016

   Moved by: Melanie Cripps

   Seconded by: Clara Kim

   That the Auckland City Youth Council submission on the Auckland City Council's Long Term Council Community Plan for the 2006 – 2016 period be considered as item12.

   CARRIED

4. PUBLIC FORUM

   There were no requests to speak in public forum.

5. INTRODUCTION TO THE YOUTH PARTICIPATION ADVISOR

   Ms Kirsty Pillay, Youth Participation Advisor from the Ministry of Youth Development (MYD) gave a presentation and provided information to the Youth Council on her role and the MYD.

   That Kirsty Pillay, Youth Participation Advisor from the Ministry of Youth Development be thanked for her attendance at the meeting to introduce herself to the Auckland City Youth Council and providing a presentation on her role.

6. NEW MEMBERS/RESIGNATIONS

   That Stewart Hall be invited to become an Auckland City Youth Council member.

7. CHAIRPERSON'S REPORT

   That the Auckland City Youth Council Chairperson's report dated 4 May 2006 be received.

   CARRIED

8. COMMUNITY ADVISORS REPORT

   Moved by: Sam Beanland

   Seconded by: Sean Taylor

   The Community Advisor was unable to attend the meeting, but provided information to be tabled at the meeting regarding the International Youth Development Exchange Programme 2006 to Japan and seeking nominations.

   1. That the information regarding the International Youth Development Exchange Programme 2006 be received.
   2. That the Guanting Liu be nominated by the Auckland City Youth Council to participate in the International Youth Development Exchange Programme 2006.

    That the Auckland City Youth Council member's report on the Reflections on Anzac Day 2006 and the verbal report by Seraphina Kim be received.

    That Andrew Harland-Smith's verbal update on the social event be received.

12. AUCKLAND CITY YOUTH COUNCIL'S SUBMISSION TO THE AUCKLAND CITY'S LONG TERM COUNCIL COMMUNITY PLAN – 2006 - 2016

    Guanting Liu, Auckland City Youth Council member, tabled a draft copy of the Auckland City Youth Council's Submission to Auckland City's Long Term Council Community Plan – 2006 – 2016.

    [ATTACHMENT 12]

    That the Long Term Council Community Plan (LTCCP) working party consisting of Guanting Liu, Melanie Cripps, Natasha Sarkar, Andrew Harland-Smith, Zachary Castles and Sam Beanland be delegated authority to complete the final wording of the Auckland City Youth Council submission to the LTCCP for the 2006 – 2016 period.

    CARRIED

    There being no further business the Chairman declared the meeting closed at 5:37pm.
