    5.1. PUBLIC FORUM - MS PENNY BRIGHT - DEFENCE OF THE PRINCIPLES OF 'OPEN, TRANSPARENT AND DEMOCRATICALLY ACCOUNTABLE' LOCAL GOVERNMENT AT AUCKLAND CITY COUNCIL'

    Ms Penny Bright wishes to address Council with regard to the principles of 'open, transparent and democratically accountable' local government at Auckland City Council.

  6. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  7. Top HEARINGS PANEL REPORT NO. 8/2008

    This report relates to:

    Recommendations of the Independent Hearings Commissioners on:

    • Plan Modification No. 4 - Central Area District Plan: Wynyard Quarter
    • Proposed Variation: Plan Modification No. 33
    • Proposed Plan Change: Plan Modification No. 119

    Reporting the result of Hearings Panel consideration to implement a staged and design-based approach to the redevelopment of Wynyard Quarter and introduce provisions that will enable a vibrant community to be developed with a mixture of marine, fishing and industrial uses, combined with residential, commercial activities and a significant public space network in the locality.

    Recommending that council adopt the resolutions of the Hearings Panel as listed.

    This report relates to:

    Recommendations of the Independent Hearings Commissioners on 11 Notices of Requirement issued by the Auckland City Council for new Public Open Space and Roading Designations in Wynyard Quarter to Provide for Improved Open Space and Road Access

    Reporting the result of Hearings Panel consideration to Proposed Modifications: 16, 17, 18, 19, 20, 21, 22, 23, 24, 25 and 26 being 11 Notices of Requirement by Auckland City Council for 13 new designations which provide for the provision of public open space and roading improvements within the Wynyard Quarter.

    Recommending that council adopt the resolutions of the Hearings Panel for the plan modifications as listed.

    This report relates to:

    Recommendations on Plan Change 232 to the Auckland City Operative District Plan 1999 - Isthmus Section

    Reporting the result of Hearings Panel consideration of Proposed Plan Change 232, to rezone numbers 509 and 511 Sandringham Road from residential 6b to Business 2 and apply the C06-06 Verandah Control.

    Recommending that council adopt the resolutions of the Hearings Panel with the modifications as listed.

  10. Top TRANSPORT COMMITTEE REPORT NO. 9/2008

    This report relates to:

    1. Supplier Recommendation For Mt Roskill Cycleway Project

    Seeking council approval to accept the tender from Fulton Hogan, through the New Zealand Transport Authority, for $1,456,224 plus a contract contingency sum of $225,000 for the Mt Roskill Cycleway project and that council contracts to carry out the works as a separable portion to their State Highway 20 project.

    1. Renaming of Part of Melrose Road to "Melrose Road East" Mt Roskill

    Seeking council approval to rename the eastern realigned part of Melrose Road (street numbers 2 to 58) to "Melrose Road East" Mt Roskill.

    This report relates to:

    Declaration as Recreation Reserve - Causeway Road, Waiheke Island

    Seeking council approval to classify the former part of Causeway Road, Waiheke as recreation reserve, so that a formal lease process with the Waiheke Boat Club can begin.

    This report relates to:

    Re-organisation Proposal for Hauraki Gulf Islands Ward

    Seeking council approval to formally notify the secretary of Local Government and the Local Government Commission of the boundary reorganisation proposal for the Hauraki Gulf Islands Ward proposed by Nobilangelo Ceramalus. Furthermore, that council note the requirement to consult with the other affected local authorities is delegated to the Chief executive to appoint an officer to represent council's position.

  14. Top HEARINGS PANEL REPORT NO. 10/2008

    This report relates to:

    Recommendations of the Hearings Panel to Amend the Auckland City Council Signs bylaw 2008

    Reporting the result of Hearings Panel consideration of Auckland City Council Signs bylaw (part 27 of the Auckland City Consolidated Bylaw 1998).

    Recommending that the resolutions of the Hearings Panel be adopted to revoke the existing signs bylaw (part 27 of the Auckland City Consolidated Bylaw 1998) and adopt the new Signs bylaw 2008.
