5.1. SUE GIBBS - ORAKEI BASIN MANAGEMENT PLAN
Sue
Gibbs wishes to address Council with regard to the Orakei Basin Memorandum of
Understanding and the Environment Court deadline for the completion of the
Orakei Management Plan.
EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |
|
"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
|
|
(i) |
The reason why the item is not on the agenda; and |
|
|
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

Section 46A(7A) of the Local Government Official Information and
Meetings Act 1987 (as amended) states: |

"Where an item is not on the agenda for a meeting,- |

That item may be discussed at that meeting if- |

That item is a minor matter relating to the general business of the

REPORTS OF COMMITTEES
CITY DEVELOPMENT COMMITTEE REPORT NO. 06/2009
This
report relates to:
- Amendment of the Signs Bylaw 2007 - Real Estate Signs
Seeking council approval to commence the special consultative procedure on the
proposed Auckland City Council Signs Amendment Bylaw No 2 of 2009 and the
corresponding statement of proposal. Further, seeking council endorsement to
delay the public notification of the special consultative procedure, pending an
outcome of a further report on the poster board provisions within the same
bylaw, to enable a single combined amendment to be notified.
- Plan Change 5: Character Building Demolition
Controls, Central Area District Plan
Seeking council approval to plan modification 5 to the Operative District Plan
(Central Area Section) 2004 which introduces demolition controls for pre 1940
buildings in the Karangahape Road and Queen Street Valley Precincts, in order
that the plan modification can be made operative.
- Making Plan Change 132 'Character Overlay'
Operative - Isthmus District Plan
Seeking council approval for the incorporation into the Auckland City District
Plan: Isthmus Section 1999 of plan change 132, as amended by the consent orders,
to introduce a character overlay to the town centres of Ellerslie, Eden Valley,
Kingsland, Grey Lynn, West Lynn and Upper Symonds Street to protect the
character and amenity values of these town centres.

CITY DEVELOPMENT COMMITTEE REPORT NO. 07/2009
This
report relates to:
- Draft Liquor Licensing Policy
Seeking council approval to commence the special consultative procedure to
inform the Auckland City Council draft liquor licensing policy. Further,
seeking council adoption of the summary of information, statement of proposal
and draft policy as the basis for public consultation for the special
consultative procedure.
Secretarial note: Officers
have provided a further memorandum dated 19 August 2009 which:
- details amendments made to the draft Liquor licensing policy and
supporting documentation since the City Development Committee meeting
- provides a brief overview of the Law Commission review noting the
three key differences between the Commission's review and the draft policy.
- Mt Wellington Quarry - New Suburb Name Proposal - Stonefields
Seeking council approval
to support the New Zealand Geographic Board naming the former Mt Wellington
quarry site as "Stonefields". Further, seeking council support of Stonefields
as a new suburb in its own right, subject to there being no objections from
emergency services that are unresolved following consultation by the NZ
Geographic Board.
- Plan Change 183 - Additional of 4 Buildings
into the Heritage Schedule - Approval to Incorporate into the District Plan
(Isthmus)
Seeking council approval
to adopt Plan Change 183, which incorporates four buildings into the heritage
schedule as category B buildings into the Auckland City District Plan: Isthmus
Section 1999.
- Plan Change 184 - Addition of 42 St Stephens
Avenue (Paykel House) into the Heritage Schedule - Approval to Incorporate into
the District Plan (Isthmus)
Seeking council approval to incorporate the building at 42 St Stephens Ave,
(Paykel House) Parnell into the Heritage schedule of the Auckland City District
Plan: Isthmus Section 1999.

Seeking council approval to commence a special consultative procedure for the

- Declaring Road to be Stopped, Part of Short Street, Herne Bay
Seeking council approval to stop a road which is an unformed section of Short
