Chief executive

David Rankin

Picture of David Rankin.David Rankin commenced as chief executive of the Auckland City Council in July 2005. The chief executive is the only staff appointment made by the mayor and the council. The role is responsible for setting vision and direction for the council organisation, for all operational activity, and for all staff appointments. The chief executive is also accountable for providing policy advice and guidance to the council.

The Auckland City Council is New Zealand's largest council, employing approximately 2300 full-time equivalent staff, has a balance sheet of approximately $8 billion, an operating budget of approximately $550 million and an annual capital expenditure of about $500 million.

An Auckland resident for most of his life, David went to Westlake Boys High School and graduated with a Bachelor of Law from Auckland University. He completed five years with the Justice Department as a probation officer before moving into city government.

This involvement initially was with his election to the former Takapuna City Council in 1980. In 1984, David commenced his career in city government with an executive position at the former East Coast Bays City Council. He was City Manager of that council at the time it was amalgamated into the new North Shore City in 1989.

David started with the Auckland City Council in late 1989 as industrial relations manager. He was later appointed to line management positions and became Director of Finance in 1996. This position included responsibility for the council's overall financial management and budget, assets and investments as well as its property and information technology functions.

As Chief Executive, David's main areas of focus for 2008 include the redevelopment of the CBD, including opening up the waterfront, transport, the Royal Commission into Auckland's future governance, continuing to strengthen council's commitment to good urban design, and issues regarding Auckland's future growth and development.

David has a strong focus on organisation development. He is leading significant organisational change around leadership capability, improved customer service (especially regulatory services), improved teamwork, and encouraging a more outwardly focused culture with a stronger emphasis on communication and working with others. He is also involved in the endless search for productivity and efficiency gains, to enable the council to keep using its resources effectively.

David is married, lives in Auckland city, and his interests include reading, history, wine, cricket and rugby.
