Principles of delegations to community boards

  • Delegated authorities should focus on local matters.
  • Delegations should improve the legitimacy of community boards in their area.
  • Community board members should gain satisfaction from the chance to influence their communities through appropriate delegations.
  • The principle of subsidiary should apply: decisions should be made at the lowest possible level commensurate with efficiency and effectiveness principles.
  • Community boards should exercise the present levels of delegations to the fullest.
  • Local decisions are best made closest to local people and by local people.
  • Wherever possible, committees of council should refer matters of local significance to the respective community boards.
