Budget and funding
The project budget has significantly increased from
the original estimated budget, largely due to rising construction costs and
changes to the project design following consultation.

The original project budget for the whole of Queen
Street (Customs Street to Karangahape Road), was based on preliminary
concepts and funded from the general rate. It excluded major service
diversions and escalation in construction costs.

The project cost estimate was updated in March 2005
when the revised concept design was completed. The increase was based on
a Quantity Surveyor estimate for anticipated costs, including escalated
construction costs.

to cover the costs of canopies and the Myers Park entrance. Funding to
this level was included in the council's 2005/2006 annual plan. |

The detailed design was finalised for the section
between Customs Street and Mayoral Drive. The proposed Mayoral Drive to
Karangahape Road block was excluded from the scope of the project in
order to meet the budget. The extra $600,000 was funded from the
targeted rate.

An additional $5 million was added to the $30.6
budget for the Customs Street to Mayoral Drive block ($3.5 million
associated with Queen Street trees issue and $1.5 million associated
with an urban design capex review).
A further $1 million was allocated to support a
greater level of resource and communications and marketing.
This additional funding came from the targeted
rate.
Funding was reinstated in the annual plan (via the
targeted rate) to complete the southern section from Mayoral Drive to
Karangahape Road.
