2.0 Considerations

2.2 Consultation

Formal consultation with key stakeholders has been carried out regarding [issues relating to the proposed new planting. Feedback received during consultation has assisted with the formation of new planting options.

Consultation included the following:

  • site management and protection
  • the proposed replacement tree species
  • The size and number of the new tree(s) when planted
  • the source of the new tree
  • protocol

2.2.1 New Zealand Historic Places Trust

Pre-application consultation with the New Zealand Historic Places Trust (NZHPT) has been undertaken to clarify constraints, consent processes, and proposed planting methodologies.

2.2.2 Iwi consultation

A report to the Tangata Whenua Committee meeting was received on 9 November 1999. A working party comprising of three Tangata Whenua Committee representatives was formed to liase directly with the Contingency Plan Team.

Initial discussions with iwi representatives indicated the following issues:

  • Species to be planted - The unanimous preference is for totara or pohutukawa, or a combination of both species.
  • Source of tree/s - The preference is to utilise replacement trees sourced from the immediate or local area.
  • Number of trees to be planted - Iwi support the planting of multiple trees.
  • Culling/selection process - Iwi have expressed concern with the idea of selective culling of planted trees in order to obtain a single dominant species. If all planted trees grow successfully then all trees should be allowed to survive. Any culling should be by natural means only.
  • Planting ceremony - A planting ceremony should be conducted according to Maori tikanga.
  • Waitangi tribunal claim - Ngati Whatua has lodged a Waitangi Tribunal claim in respect of Maungakiekie.

Consultation with iwi will continue regarding tree planting methodologies and protocol throughout the planning process and up to and including the planting ceremony.

2.2.3 The Cornwall Park Trust Board

Consultation with The Cornwall Park Trust Board is ongoing with respect to management of the site and the tree.

The Board of Trustees and park management have been consulted regarding the removal of the pine tree and their preference for new planting.

2.2.4 Public consultation

The Council has not conducted formal public consultation prior to the Resource Consent application for replacement planting being lodged. However, with the level of public and media interest in the subject, an informal Council initiative has been undertaken to gauge public opinion. In addition, the Council has raised public awareness of the project and issues surrounding it, through articles placed in the City Scene. Council has received numerous letters and telephone calls regarding the replacement of the tree and a record of these is being kept.
