Recreation precinct

Master plan

The council has endorsed the master plan for the new Otahuhu recreation precinct. The master plan is essentially a blue print to show what the new facilities will look like and where they will sit on the recreation precinct.

The arrangement of buildings is based on the idea of a village with all the buildings gathered around a courtyard. The facilities have been sited and sized to have the least impact on neighbours. There's a large entry plaza space and the landscaping incorporates areas for performance, seating and informal recreation.

The master plan was developed with help from Otahuhu residents. Key members of the Otahuhu community worked with the design team and the council received over 40 written submissions as well as numerous verbal comments during the master planning process. The design team was:
  • The Architecture Office
  • urban designer Diane Brand
  • landscape architects Isthmus Group and
  • Opus.

Designation

Auckland City Council has allocated the entire site as a recreation and community area. This process (called a designation) included preparing a Notice of Requirement outlining the proposed development and the potential effects, both positive and negative, on the surrounding community. The notice of requirement period closed on 28 July 2003.

The hearing for the designation was held on 29 October 2003. There were four submissions, three in opposition and one in support. One submission was withdrawn as conditions were agreed which satisfied the submitter. The remaining submitters in opposition included affected property owners who were concerned about the loss of their property or the potential impact on neighbouring properties.

The independent commissioner recommended the confirmation of the designation for the new community and recreation centre.

The statutory process to designate the Fairburn Reserve area was finalised on 16 January 2004, with no appeals.
