Judging panel comment:
This design offers a clear and elegant idea, inspired by the image of a gull,
with outstretched wings in preparation for flight.
Two opening bridge sections rotate from a sculptural hull-shaped base positioned
centrally within the inner Viaduct Harbour entrance, and the hinge-like nature
of this part of the structure is evocatively expressed by tapering extensions of
each section.
Similar blade-like extensions at the outer ends of the two bridge sections
provide a visual lightness to these forms when in the raised position, and would
express an interlocking with the land when housed in the sculptural abutments in
the lowered position.
In the lowered position, the two leaves of the bridge establish a gentle arch
profile that would gracefully contrast with the expressive dynamics of the
bridge in a raised position.
Consideration has also been given in the proposal to the technology required to
operate the bridge. The decision to position control mechanisms on land rather
then as part of the central bridge support structure was seen as adding to the
dramatic effect of a water-based structure that would reach out to the land when
closing.
