Feedback on concept designs
The concept design for the Waiheke Library and Service Centre has now been approved
by the Community Services Committee.
This follows the public feedback period in April, further consideration by the
Community Input Group and support from the Waiheke Community Board.
The council received 136 pieces of feedback over the two-week submission period.
After a full analysis of all the feedback and further engagement with stakeholders,
there have been some significant changes to the concept design, including reducing
the amount of glass and the foyer size.
The project will now move into developed and detailed design. The current timeline
indicates a construction start in early 2011 and opening of the new facility for
public use in early 2012. The further design phases will continue to include regular
input from library and service centre staff.
Design concepts
The design of the new building reflects the importance of sustainability and
will be able to adapt to changing community needs.
The architects, Pacific Environments, have put together the concept design to
ensure the building is a source of pride for Waiheke islanders, complementing the
Waiheke land and seascape.
As we move through the design stages, we will look to incorporate features, qualities,
elements and attributes that are characteristic and evocative of Waiheke and New
Zealand.

Kazu Nakagawa (www.kazunakagawa.com),
a Waiheke Island artist, has been appointed to the project design team. He will
be collaborating with the architects to achieve sculptural solutions for enhancing
the building's overall form, recognising the strong interest in art amongst the
Waiheke community.

Our vision for the future
The building of the Waiheke library and service centre is the first step in the
masterplan for the Oneroa site which is envisaged to become the heart of the Oneroa
community and the gateway to Oneroa village.
The Waiheke Artworks, Library and Service Centre master plan is a plan for future
development and depends on future investment and the requirements of the community.
It is divided into four phases. The current planned development fits within phase
one. Phases two to four, which are currently not budgeted for within the council's
current 10-year plan, include further landscaping of the site, increased development
of the courtyard and other outdoor areas, development of the Artworks building and
long-term energy efficient methods.

Integration with Artworks
The Artworks complex has had a strong history on Waiheke since it was established
by the Waiheke community in 1991. Over the years it has served as a great community
asset and arts and cultural hub.
The decision to base the new Waiheke library and service centre on the Oneroa
site reflects the strong linkages it has with the Artworks complex. This reinforces
the role of Artworks as an arts and cultural centre for Waiheke Island.
The recently developed masterplan includes further development of Artworks in
the future. This will be dependent on funding and future community needs and aspirations.
The architects
Pacific Environments (www.pacificenvironments.co.nz)
was appointed following a tender process. They demonstrated their understanding
of the need for an environmentally sustainable building which fitted with the island
community.
They have experience in community and civic architecture including the Grey Lynn
Community Centre, Massey Library and Leisure Centre and the Cape Reinga Visitor
Centre.
