Options for the library and service centre
Option 1: Library in Oneroa on church land, Service centre in Ostend
A new stand-alone library building complex that links both the Artworks and church sites, and a new service centre on existing
council land in Ostend.

Advantages
- the library remains in Oneroa, as part of the Artworks complex.
- this option could be configured in a number of different ways but would have the library on or overlapping the
church site to ensure continuing integration between the library and Artworks.
- this option incorporates the requirement for a new service centre to be built in Ostend. Remaining Auckland City
Council land-holdings in Ostend could then potentially be sold.
- this option would provide for minimal disruption during construction to existing library and service centre
facilities and the other facilities on the Artworks site.
Disadvantages
- the contour of the land at Oneroa presents opportunities and constraints.
- additional cost with purchase of church land. It is more expensive to
build and operate separate library and service centre facilities.
Cost
Estimated net cost for this option is $7.6 million.
Option 2: Combined library and service centre in Oneroa on church land
A library and service centre in a combined facility that links the Artworks and church sites.

Advantages
- both the existing library and existing service centre would be able to continue to function while a new
combined facility is constructed. There would also be minimal disruption to the existing Artworks facilities.
- creation of a civic centre with links to Artworks as an 'arts and cultural centre'.
- it would be possible for Auckland City Council to sell its land holdings in Ostend.
- there will be cost efficiencies in the building and ongoing running of a combined facility.
Disadvantages
- a combined facility would require additional parking.
- a larger building will mean less options for developing open space areas around Artworks.
Cost
Estimated net cost for this option is $6.8 million.
Option 3: Combined library and service centre facility in Ostend
with Artworks developed on its current site in Oneroa.

Advantages
- both the existing library and existing service centre would be able to continue to function while a new combined facility is constructed.
- no additional land is required.
- redeveloping the library and service centre at Ostend will allow the creation of a new 'mainstreet' type development.
- there will be cost savings in building and the ongoing running of a combined facility.
Disadvantages
- a waste disposal field would be required.
- the library will not be part of an 'arts and culture centre' setting (although council will continue to support and
develop the Artworks facility in Oneroa).
Cost
Estimated net cost for this option is $6.96 million.
