2006 policy

Status

The 2006 development contributions policy was adopted in June 2006. It has been in effect since 1 July 2006. The policy includes development contributions for community facilities, open space, transport and stormwater.

The policy provides a six-month transition window. This means that some consent applications that are accepted for lodgement on or before 31 December 2006, will not be subject to the 2006 development contributions policy (though they will still be subject to the 2005 policy). The charges (2006 policy)

Development contributions are charged when Auckland City grants building or resource consents for residential and non-residential developments. They will also be charged in some circumstances when service connections are approved.

The charges will depend on the location of the site being developed, and the type of development. Credits against these charges will be available for previous payments of financial or development contributions, and in some cases for prior development on the site.

These charges may change in future.

Residential developments on the isthmus excluding the CBD

(Applies to the area subject to the isthmus section of the district plan)

These developments will be charged all of the following development contributions.

  • the value of 20m2 of land for each additional household unit (for building and land use consents), or 7.5 per cent of the value of new allotments (for subdivision consents), plus GST, for the purchase of open space
  • $3523.50 (incl GST) for each new household unit or allotment for park enhancements
These two contributions effectively replaced (in 2005) the previous financial contributions for open space for these developments.
  • $1082.25 (incl GST) for each new household unit or allotment for community facilities
    (eg. libraries, cultural facilities, pools, community centres)
  • $4185 (incl GST) for each new household unit or allotment for stormwater.
  • $877.50 (incl GST) for each new household unit or allotment for transport.

The charges related to the purchase of open space are based, for a subdivision, on 7.5 per cent of the average value of all post-development allotments. The policy allows for reductions in the stormwater contributions for multi-storey apartment buildings.

Residential developments within the CBD

(Applies to the area subject to the central area section of the district plan)

These developments will be charged all of the following development contributions.

  • $1082.25 (incl GST) for each new household unit or allotment for community facilities (eg libraries, cultural facilities, pools, community centres)
  • $4185 (incl GST) for each new household unit or allotment for stormwater
  • for transport:
    • $877.50 (incl GST) for each new household unit or allotment, except in Wynyard Point
    • $9832.50 (incl GST) for each new household unit or allotment in Wynyard Point (the Western Reclamation precinct and any adjacent part of the coastal marine area included within the district of Auckland City Council).

The policy allows for reductions in the stormwater contributions for multi-storey apartment buildings.

These developments will continue to be subject to the current financial contributions provisions for open space (part 8 of the central area section of the district plan).

Non-residential developments

(Applies to anywhere in the Auckland isthmus including the CBD).

These developments will be charged development contributions for stormwater and transport.

  • $16.74 (incl GST)/m2 of additional impervious area for stormwater
  • an amount for transport based on the nature and scale of the development. This will be calculated from the "per unit charge" and an assessment of the expected transport demand (ie. the number of units of demand). The per unit charge is:
    • $877.50 (incl GST), except in Wynyard Point
    • $9832.50 (incl GST), in Wynyard Point (the Western Reclamation precinct and any adjacent part of the coastal marine area included within the district of Auckland City Council).

The assessment of the transport demand is in terms of the number of Household unit equivalents (HUEs) generated by the development. This is worked out using a set of assessment categories and factors which are given in section 8.1 of the full policy. These are summarised below; definitions for each category are given in section 4 of the policy.
