2007 policy

Status

The 2007 development contributions policy was adopted in June 2007. It has been in effect since 1 July 2007. The policy includes development contributions for community amenities, public space infrastructure, public space land acquisition, transport and stormwater.

The policy provides a transition window. This means that some consent applications that are accepted for lodgement on or before 31 December 2007 (for developments already underway in the area subject to the isthmus section of the district plan) or on or before 30 June 2008 (for developments already underway in the area subject to the central area section of the district plan), might not be subject to the 2007 development contributions policy. Those consent applications will however in that case be subject to the 2006 policy. See which policy applies for more information on transition.


The charges (2007 policy)

Development contributions are charged when Auckland City grants building or resource consents for residential and non-residential developments. They will also be charged in some circumstances when service connections are approved.

The charges will depend on the location of the site being developed, and the type of development. Credits against these charges will be available for previous payments of financial or development contributions, and in some cases for prior development on the site.

Residential developments anywhere on the isthmus

(Applies to the area subject to the isthmus section of the district plan and the area subject to the central area section of the district plan).

These developments will be charged all of the following development contributions.

  • For community amenities
    • $986 (plus GST) for each household unit or allotment.
  • For public space land acquisition (previously called parks-reserves), the sum of the following for each household unit or allotment:
    • a flat charge of $2,423 (plus GST), plus
    • the value of 5.65m2 of the land being developed (plus GST)
  • For public space infrastructure (previously called parks-community)
    • $7,361 (plus GST) for each household unit or allotment.
  • For stormwater
    • $3,805 (plus GST) for each household unit or allotment. The policy allows for reductions in the stormwater contributions for multi-storey apartment buildings.
  • For transport
    • $2,306 (plus GST) for each household unit or allotment, except in Wynyard Pt, or
    • $9,588 (plus GST) for each household unit or allotment, in Wynyard Point (the Western Reclamation precinct and any adjacent part of the coastal marine area included within the district of Auckland City Council).

Non-residential developments

(Applies to the area subject to the isthmus section of the district plan and the area subject to the central area section of the district plan).

These developments will be charged both of the following development contributions.

  • For stormwater, $15.22 (plus GST) for each square metre of additional impervious area.
  • For transport, an amount based on the nature and scale of the development. This will be calculated from the "per unit charge" and an assessment of the expected transport demand (ie. the number of units of demand). The per unit charge is:
    • $2,306 (plus GST), except in Wynyard Point, or
    • $9,588 (plus GST), in Wynyard Point (the Western Reclamation precinct and any adjacent part of the coastal marine area included within the district of Auckland City Council).

The assessment of the transport demand is in terms of the number of Household unit equivalents (HUEs) generated by the development. This is worked out using a set of assessment categories and factors which are given in section 8.2 of the full policy. These are summarised below. Definitions for each category are given in section 4 of the policy.

Non-residential developments will continue to be subject to relevant financial contributions, including those that apply for public amenities (part 4B of the isthmus section of the district plan) and for public spaces (part 8 of the central area section of the district plan).

Supporting policy information

Major changes introduced as part of the 2007 policy include the following:

  • renaming the "parks-reserves" activity to "public space land acquisition"
  • renaming the "parks-community" activity to "public space infrastructure"
  • extending the public space charges to apply to some developments in the central area
  • increasing the public space infrastructure and land acquisition cost of growth by $133 million and $90 million respectively to include the growth costs for CBD public space projects
  • including up to $200 million (over 20 years) in growth costs for the Auckland Manukau Eastern Transport Initiative to be recovered through the transport charge
  • modifications to the cost of growth, and therefore charges, to take into account the cost of finance and revenue from interest (this has only a minor impact on the per unit charges)
  • changes to the costs associated with the Fanshawe Street improvements project, which will lead to small increases in the transport charge for the Wynyard Point and citywide catchments.

In combination, these changes reflect an increase in the total ten-year unadjusted cost of growth (ie excluding allowance for inflation and interest costs) from the current $405 million to $720 million.

The charges for community amenities and for stormwater are similar to those in the 2006 policy.
