Development contributionsIntroduction | Which policy applies | 2008 policy | 2007 policy | 2006 policy | 2005 policy | Changing the policy 2007 policyStatusThe 2007 development contributions policy was adopted in June 2007. It has been in effect since 1 July 2007. The policy includes development contributions for community amenities, public space infrastructure, public space land acquisition, transport and stormwater. The policy provides a transition window. This means that some consent applications that are accepted for lodgement on or before 31 December 2007 (for developments already underway in the area subject to the isthmus section of the district plan) or on or before 30 June 2008 (for developments already underway in the area subject to the central area section of the district plan), might not be subject to the 2007 development contributions policy. Those consent applications will however in that case be subject to the 2006 policy. See which policy applies for more information on transition. The charges (2007 policy)Development contributions are charged when Auckland City grants building or resource consents for residential and non-residential developments. They will also be charged in some circumstances when service connections are approved. The charges will depend on the location of the site being developed, and the type of development. Credits against these charges will be available for previous payments of financial or development contributions, and in some cases for prior development on the site.
Residential developments anywhere on the isthmus(Applies to the area subject to the isthmus section of the district plan and the area subject to the central area section of the district plan). These developments will be charged all of the following development contributions.
Non-residential developments(Applies to the area subject to the isthmus section of the district plan and the area subject to the central area section of the district plan). These developments will be charged both of the following development contributions.
The assessment of the transport demand is in terms of the number of Household unit equivalents (HUEs) generated by the development. This is worked out using a set of assessment categories and factors which are given in section 8.2 of the full policy. These are summarised below. Definitions for each category are given in section 4 of the policy.
Non-residential developments will continue to be subject to relevant financial contributions, including those that apply for public amenities (part 4B of the isthmus section of the district plan) and for public spaces (part 8 of the central area section of the district plan). In combination, these changes reflect an increase in the total ten-year unadjusted cost of growth (ie excluding allowance for inflation and interest costs) from the current $405 million to $720 million.
