2008 policy
Status
The 2008 development contributions policy was adopted by council and
operative from 1 July 2008.
The charges
Development contributions are charged when the council grants building or resource consents for developments. They will also be charged in some circumstances when service connections are approved.
The charges will depend on the location of the site and the type of development. Credits against these charges will
be available for previous payments of financial or development contributions, and in some cases for prior development on the site.
Residential developments
(Applies to the area subject to the isthmus section of the district plan
and the area subject to the
central area section of the district plan).
These developments will be charged all of the following development
contributions.
- For community amenities
- $1,174 (plus GST) for each household unit or allotment.
- For public space land acquisition, the sum of the following for each household unit or
allotment:
- a flat charge of $3,168 (plus GST), plus
- the value of 4.59m2 of the land being developed (plus GST)
- For public space infrastructure
- $8,559 (plus GST) for each household unit or allotment.
- For stormwater
- $3,974 (plus GST) for each
household unit or allotment. The policy allows for reductions in the stormwater
contributions for multi-storey apartment buildings.
- For transport
- $2,520 (plus GST) for each household unit or allotment, except in Wynyard Point,
or
- $10,131 (plus GST) for each household unit or allotment in Wynyard Point (the
Western Reclamation precinct and any adjacent part of the coastal marine area
included within the district of Auckland City Council).
Residential HGI developments
(Applies to the area subject to the
Hauraki Gulf islands section
of the district plan).
These developments will be charged all of the following development
contributions.
- For community amenities
- $1,174 (plus GST) for each household unit or allotment.
Non-residential developments
(Applies to the area subject to the isthmus section of the district plan
and the area subject to the
central area section of the district plan).
These developments will be charged both of the following development
contributions.
- For stormwater, $15.90 (plus GST) for each square metre of additional impervious area.
- For transport, an amount based on the nature
and scale of the development. This will be calculated from the "per unit charge"
and an assessment of the expected transport demand (ie. the number of units of
demand). The per unit charge is:
- $2,459 (plus GST), except in Wynyard Point, or
- $10,131 (plus GST), in Wynyard Point (the Western Reclamation precinct and any adjacent part of the
coastal marine area included within the district of Auckland City Council).
The assessment of the transport demand is in terms of the number of Household unit equivalents (HUEs) generated by the development.
This is worked out using a set of assessment categories and factors which are given
in the
full policy. These are summarised
below. Definitions for each category are given in section 4 of the policy.

Non-residential developments will continue to be subject to relevant
financial
contributions, including those that apply for public amenities (part 4B of the
isthmus section of the district plan)
and for public spaces (part 8 of the
central area section of the district
plan).

Supporting policy information
Major changes of the 2008 policy include
the following:
- extending the community amenities charge to apply to residential
developments in the Hauraki Gulf islandss
- the addition of the Waiheke library project to the community amenities
activity
- the timing of growth related expenditure for AMETI, Wynyard Point and
other CBD waterfront projects has been updated. Expenditure on each of these
projects is now expected to occur later than previously planned which
reduces the associated cost of finance
- a reduction of the retail trips factor has had an effect on the
distribution of the cost of growth across all of the transport categories.
This has a slight impact on the overall transport charge.
These changes reflect an increase in the total ten-year unadjusted cost of
growth (ie excluding allowance for inflation and interest costs) from the
current $720 million to $727 million.
The policy is operative from 1 July 2008. Any consent granted by the council on or after that date could become subject
to the revised policy. The draft policy however, provides that::
- consent applications which are accepted for lodgement before 1 July 2008
should not be subject to the revised policy or charges
- consent applications for developments on the Gulf islands, which are
accepted for lodgement within six months after 1 July 2008, and which are part
of a development that was already underway on that date, should not be subject
to the revised policy or charges
