Application for resource consent

Auckland City Council has received applications for resource consent under the Resource Management Act 1991 for the following sites:

  •  72 Lunn Avenue, Mount Wellington
  •  Winstone Park, Mount Roskill.

Application one

Site

72 Lunn Avenue, Mount Wellington.

Details

The applicant, College Road Holdings Limited, seeks consent to establish a building improvement centre (Mitre 10 Mega) and hire centre at 72 Lunn Avenue, Mt Wellington.

The development will consist of a 9,643m2 building improvement centre (including garden centre and cafe) and a separate 1,000m2 hire centre, with a total gross floor area proposed on the site of 10,643m2.

The proposal requires consent:

  •  to establish a building improvement and hire centre, garden centre, cafe (that exceeds 100m2) and an office on a site zoned Business 5 under the isthmus section of the operative district plan.
    It also requires consent as the rear vehicle access to the building improvement and hire centre is located within 30m of a residential area at the Maura/Harris Road intersection.
  •  to undertake 15,500m2 of earthworks on the site, which is also identified by the council as being potentially subject to soil instability and potentially contaminated.
  •  to establish more than 100 car parks on the site and for three proposed vehicle crossings, two of which fail to comply with the minimum width requirements.
  •  the proposal also requires the removal of 28 generally protected trees. The applicant also proposes to establish a range of signs, with the largest having an area of 900m2 and located on the north-eastern facade of the proposed building.

Overall, the application is a discretionary activity.

Application two

Site

Winstone Park, Mt Roskill.

Details

The applicant proposes to construct a pedestrian walkway and cycleway through the northern edge of Winstone Park, on the northern slopes of Mt Roskill. The proposed route traverses land within the park zoned both Open Space 1 and 3. The route also extends partially through Transit New Zealand's designated motorway corridor.

The proposal also requires resource consent for matters associated with the construction of the path including earthworks over an area of 1685m2, the removal of 52 trees, works within the dripline of generally protected trees, site modification and planting on an archaeological and geological site, providing a new carparking area general planting on site and repositioning of an existing stockyard.

Overall the activity is a non-complying activity.
