Auckland City Council has received the following applications for resource consent under the Resource Management Act 1991. Anyone can make a submission on these applications - see the end of these notices for more information on how to do this.

Application one

Site

4 Brown Street, Ponsonby.

Details

The applicant seeks resource consent approval to construct two penthouse units to be located on the roof of a proposed building yet to be constructed.

The site is zoned Business 2 and the proposal requires resource consent for a number of matters under the district plan, including an infringement of the maximum height and maximum floor area ratio controls, as well as requiring assessment for residential units in the zone and in terms of the Ponsonby Centre Plan.

Overall the proposal requires consent as a discretionary activity.

Application two

Site

1-47 Jellicoe Street, central city.

Details

The proposal is for the construction of two single-storey buildings and the refurbishment of an existing building ("cargo building") to accommodate food and beverage facilities, together with retail, entertainment and gathering facilities.

The proposed buildings are stand-alone structures that will be constructed either side of the existing cargo building (504mē). The eastern building will have a gross floor area of 879mē and the western building will have a gross floor area of 1264mē.

The proposed buildings are set back 16m from the wet-edge of the North Wharf. This set-back will be provided as public open space. To provide for this 16m depth, the proposal assumes that the existing site will be increased in depth (southwards) by narrowing Jellicoe Street further than that provided for in Plan Modification 4 (Wynyard Quarter).

The narrowing of Jellicoe Street, and the stopping of this part of the road reserve is a separate process that sits outside this resource consent application and until formalised the district plan provisions of the underlying zone (Public Open Space 3 - Streets) will apply.

Public space, 10 metres either side of the cargo building, will be created for pedestrian access to and from Jellicoe Street and the North Wharf. A "market square" will be created to the south of the cargo building. No off-street parking or loading will be provided. The design and layout of the proposal is such that when the opportunity arises for the site to accommodate a greater intensity of development, the buildings can be demounted and relocated.

Resource consent is required under the operative central area district plan and Proposed Plan Modification 4 (Wynyard Quarter). Consent matters relate to demolition; design and appearance; signage; redevelopment of a potentially contaminated site; provision of food and beverage, entertainment and gathering activities; parking shortfall of 55 spaces; traffic generation and building(s) within the road reserve. In addition the proposal involves development control modifications in respect of the following; loading; bus and coach parking; verandah width; street frontage alignment and height; street frontage storey height, floor level and transparency control; placement of outdoor dining areas and verandah width within an identified lane/view shaft.

Overall the status of the activity is non-complying.
